Hwether the statement was issued for 'debate' or not is not the issue, the point is he proposes the change of the system.

A more objective way to look at it is
1.Why now?
2.Is the parliamentary system the solution to the problem of tribalism?

Ok Let me answer this objective way of yours....

Why now?

The time is right because after every election period Kenya makes changes to most of its institutions...mostly as a way of correcting the errors in the concluded elections....more so towards the end of the Nyayo regime and the consequent coming of the multi-party system of democracy.

Is the parliamentary system the solution to the problem of tribalism?

Not per se because tribalism is a multi-headed hydra that comes in as many ways as the tribes that encompass the Kenyan borders. The solution therefore would lie in having a multi-faceted approach that encompasses political goodwill by the players. Raila's suggestion might be good from the political side of it.....(I would use the 'our man' syndrome as opposed 'the big-man syndrome' used by Raila.).... just another individual might advocate for more intermarriages between tribes from a social angle and raising a 'hybrid' generation.

We can go further on this but I believe we will be digressing because discussing ways to end tribalism requires its own separate thread to be meaningfully debated. Just a thought.

Based on his argument former PM hinted that tribalism is escalated through competitive politics in the race for the top seat. But now looking at the proposed system where the party with the largest number of seat in the house produces a president will be worse than the present sytem. Elections would turn bloody in cosmopolitant regions, and evictions of people from certain regions will become the norm. All in an effort by the parties to maximise on their number of elected members.

Based on this, and as you stated, changing the system is not the solution, and I'm sure that Raila knows this. The question is the real reason why he proposes and why didn't he make such recommendations before march 4.

Should we 'reform' the constitution and institutions every time aftr elections until the day Raila will get to power?

The same presidential system gave Kenyans a President from a 'small tribe', retired/former/ex president Moi is a Tugen. Kalenjin is a political classification that serves its own agenda. If Kenya adopted the parliamentary system Odinga is advocating, will all the communities be given an equal share of seats so that the 22 million Kikuyu do not outvote the 300 Okiek? It is only logical to assume 22 million ppl will need more representatives than 300..
Tribalism is too complex to be tackled by any one solution!
 
it is not tribalism that has dragged kenya behind
but bad governance. suprising enough Raila should
understand this because many times he has used
the tribal card to achieve poll numbers. can that
be called tribalism???

It would take time for the PM to understand
his time kenya politics is up and he has to
roll up the stage from politics. in the kibaki government
CORD had the majority of MPs in parliament
including a powerful speaker and his deputy but it
changed very litle in terms of reforming how
parliament conducted its business. It occurs there
is a plot hatched by cord to maintain the centrifugal
forces in the coalition government that existed
within last parliament...

The thread starter maybe can tell us how the
parliamentary system can fit in with the new constitution
The calls was for devolution and separation of powers
which has been applied after the elections...

Separation of powers brought forth by the new
constitution was to provide kenyans and especially
the marginalized with a new sense of leadership/responsibility,
economic empowerment etc. most of their leaders have
paniced and want to sneak in dispersive forces to
achieve ursupations, aberrations from the norms
required in parliement......

those are some of the dangers of a parliamentary system

embattled and orphaned cord leaders now feel they
have no capacity to drive the hegemonial structures
within parliament and are trying to create a way
for their father to come in and lead them..
How one having lost an election and influences
affairs of a party without holding any office and
constitutional backing still remains an embodiment of awe...
