Hwether the statement was issued for 'debate' or not is not the issue, the point is he proposes the change of the system.
A more objective way to look at it is
1.Why now?
2.Is the parliamentary system the solution to the problem of tribalism?
Ok Let me answer this objective way of yours....
Why now?
The time is right because after every election period Kenya makes changes to most of its institutions...mostly as a way of correcting the errors in the concluded elections....more so towards the end of the Nyayo regime and the consequent coming of the multi-party system of democracy.
Is the parliamentary system the solution to the problem of tribalism?
Not per se because tribalism is a multi-headed hydra that comes in as many ways as the tribes that encompass the Kenyan borders. The solution therefore would lie in having a multi-faceted approach that encompasses political goodwill by the players. Raila's suggestion might be good from the political side of it.....(I would use the 'our man' syndrome as opposed 'the big-man syndrome' used by Raila.).... just another individual might advocate for more intermarriages between tribes from a social angle and raising a 'hybrid' generation.
We can go further on this but I believe we will be digressing because discussing ways to end tribalism requires its own separate thread to be meaningfully debated. Just a thought.
