Installation of the Telecommunications Traffic Monitoring System (TTMS) - A New Regulatory Tool
The successful installation and implementation of the Tanzania Communications Regulatory Authority (TCRA’s) Telecommunication Traffic Monitoring System (TTMS) is not only a revolution but also one of the greatest achievements to the country’s communication Sector.The TTMS project started with a transparent procurement process where after advertising an Expression of Interest internationally, twenty four companies applied.
This was followed by a transparent evaluation process that ended with five companies which were invited to present Request for Proposal. Finally, the company that won the tender is a consortium of Societe Generale de Surveillance (SGS) and Global Voice Group (GVG) was appointed. The project is being financed under “Build Operate and Transfer” (BOT), whose main advantage is that no funds are paid up front.
The TTMS project that employs state of the art technology has multiple benefits including boosting of the government revenue, detecting and tracking illegal communication operators who had the capability of causing the dwindling down of earnings of licenced operators of the communication services. The TTMS Network Operating Centre (NOC) is housed at the TCRA Headquarters.
The regulatory framework that enables the TTMS project is the Electronic and Postal Communications (TTMS) Regulations of 2013. In these regulations, it is spelt out that each minute of incoming international call is charged USD 25 cents, from international network operators get 13 cents, the government receives 7 cents, and the balance of 5 cents is shared by the consultant and TCRA for maintenance. This enables the Treasury to earn about TZS 1.6 billion monthly from TCRA or about TZS 20 billion annually.
The country’s communication sector has undergone exponential growth in recent years with the number of SIMCards sold increased from 2.1 million in 2004, to 17.6 million in 2009, to 28 million in 2014.
The TTMS facility started working on 1st October last year, and disbursements to the government started in January 2014, as it takes time for the network providers to receive payment from international carriers and in turn process payment to TCRA.
The equipment has enabled easy tracking and booking of fraudulent operators who were not only depriving the government of its revenue but also muddled with smooth regulatory role of the communication sector.
Fraudsters’ acts also interfered with the TCRA positioning statement of ‘Creating a Level Playing Field’ as they tapped incoming international calls through illegal gateways and unlawfully pocketed the earnings.
In what projects the significance of the TTMS equipment, His Excellency President Dr Jakaya Mrisho Kikwete launched the facility on 27th February 2014 commending TCRA for what he described as promising step towards building the Nation.
Dr Kikwete appealed to other institutions in the country to uphold efficiency and be strategic in their execution of duties so as to bring about sustainable development of the country and contribute effectively to upgrade the living standards of Tanzanians.
Success in the establishment of the economically viable TTMS project emanates from well-co-ordinated initiative and joint efforts from the TCRA Board of Directors, Management and staff towards the project.
The TTMS has the capacity to have “add ons” to the current capabilities. These include: Quality of Service (QoS) measurements, to establish telecommunication traffic volume both local and international, to determine revenue/carrier access Billing information and Mobile money monitoring, the hosting of the Central Equipment Identification Register (CEIR).
There is no doubt that the installation of the TTMS has brought a new regulatory tool to the Authority. This will bring more professionalism and efficiency in the communication sector.
