British council in Kenya conduct a survey on Kenyans youth which indicate 38% are willing and eager to emigrate to another country for work. Their reason are mention on this extract The survey conducted between September 2017 and February this year indicates corruption, crime, violence, insecurity and unemployment as main reasons why they would leave.

As for Cuban doctor consent, when gov was frustrating doctors, huge number of Kenyan doctors took off to work abroad. I was told that went according to plan, gov create confusion, doctors leave the country only to bring back remittance. Sweet and easy business at expense of tax payers. Isn't that a win win between gov and Kenyan medical personnel? .
