I'm sorry to say this, but a common thread among a significant portion of Raila supporters is the tendency to jump into issues without bothering to understand them. It's all about Jubilee and stolen votes. Nothing else.

When someone tells you that Nigeria used Technology without a hitch then you know that witchcraft is real. Goodluck Jonathn's name was not found in the register. He waited for 50 minutes before being allowed to vote based on the manual register. Raila Odinga said that such people should be turned away because it falls within the margin of error. Can you imagine Raila being turned away from the station? He'll come out fuming "Jubuli is rigging. Jubuli is stealing my votes." and burning the country in the process with his horde of ever-willing suicide bombers. People who are saying we should copy Ghana don't know that Ghana - after learning from Kenya - used a manual back-up.

Its very hard to reason with people who have a preconceived mindset on facts...that is they believe what they want to be true even when they have no facts to back their argument.

There are two instances when technology will be deployed and those are voter identification and results transmission. All this are meant to reduce the chance of fraud.

Voter identification works pretty well if if your biometrics are intanct. If all your biometrics are not readable by the electronic device after due diligence then you probably shouldn't vote because you are dead. But lets assume you are alive and your biometrics are disfigured then there should be a provision in the law that says you are allowed to vote under special exceptional circumstances and not the current situation that says IEBC can decide not to deploy technology in the 2017 elections.

The other instance of technology during the election is the Results Transmission, the one we are told by the ICT cabinet secretary that alshabab can shut down. Results transmission cannot prevent anyone from voting, and can be designed to be successful and deliberately designed to fail. Technology was deployed well by the Education ministry's KNEC department. By the time the last marker was puting down the pen, all the results were in the computer system for release unlike previous years when they took two months to Feb where cartels took over and manipulated the results to favor some big schools . The same case should apply to IEBC when it comes to transmission of results, by the time the last vote is being tallyied all the results should already have been relayed in the Results Transmission system the the victor already determined in such away that their is no time to study the trend, shut down technology and doctor results. In areas not covered by Kenyan telco's, CAK has a standing fund that mobile subscribers pay into to ensure every inch of the country has access to communication worth billions of shillings that can be used to provide satelite communication where there is no coverage.

The use of technology in the 2017 elections should not be optional like it is in the amendments but mandatory to prevent the kind of mischief that people that are changing the number of voters per que from 500 to 700 want to do. This talk of backup should only be to full proof technology and not to replace technology.

You read the law wrong. It doesn't say that the IEBC can decide not to deploy technology. It says that the IEBC can fall on a complimentary mechanism in case technology fails.

Once more, you're reading the law wrong. Please read it again.

LSK has said '' complimentary... '' is ambiguous. IEBC itself could have a million other interpretations to that. Including using technology in a constituency or region and saying that technology failed in another. IEBC needs to be compelled to use technology except where disfigured biometrics are unreadable which was less than 150k votersin the last election. I hope this is the route that the senate committee will take.

There is no need of masts for results transmission, only a dozen or so satellite phones will do the job in areas that don't have cell phone coverage. The four mobile phone companies can be deployed in such way they offer backup to the other incase one gets congested. All this this does not eliminate the need for paperwork trail for verification purposes later on.

Obviously both side are politicians and we all know they are never genuine, personally I have never been convinced that there is any politician who has 100% the best interest of the country at heart, even president Uhuru, deep inside him there are elements of political selfishness.

Anyway back to the topic at hand, you can't cite a single county election as the reference and equate it to a full blown countrywide election with all 6 elective position being voted for. I have seen people citing Ghana and Nigeria, yet no one is providing a documented case study of the two countries proving that they relied 100% on technology throughout without any hitch. I have seen somewhere Zimbabweans citing Kenya's 2013 use of BVR as reference for success of the kits, yet we all know what happened.

I am cognizant of benefits derived from use of technologies, BVR technology is the best option, but lets stop pretending hypocritically that we can use them 100% without any form of back up. I have installed biometric gadgets on several organisations for the purpose of employee time and attendance management and can tell for a fact, they always have challenges. I gave examples of some of the challenges I do encounter when implementing those gadgets such as false rejection of users by biometric system which can be occasioned by dirty hands, scars on fingers, skin diseases and ageing, or even template problems.

In parliament, they have biometric devices for MPs to authenticate themselves before going in, and there are instances those same parliamentarians have had to be allowed manually to pass through due to the gadgetry failures.

Rigging will definitely happen, with or without technologies, there is not one single politician, both in government and opposition who has never participated in rigging and who won't mind some form of manipulation. This is Kenya, an African country. However, technology will go a long way in enabling efficacy and I support it with all my heart, but lets stop pretense and be ready for reality.

For a forward looking country such as Kenya, to suggest a manual back up instead of a digital one smacks of deep malice.

I think that what a lot of people are afraid of is that once there is a manual back up, the government of the day will simply orchestrate a system glitch and switch to the manual system which beats the whole logic of digitally identifying folks and relaying results.

In this thread the manual register argument has the weakest link! I will refer them to the recent by election s in kajiado and elsewhere and the 2002. Satellite technology has been deployed by Iebc in areas with no cellular coverage all through. They are just acting dump because the president and his cronies want manual for wizi wa kura! Voter identity won't fail unless planned to fail. COG gave them ideas for special cases for deformities and other peculiar cases! And I support manual back up voter register not for an alternative fall back but special cases use!!
