UN haijatumia barua kutoka kwa waziri wa mambo ya nje kuitambua Tanzania. Bali kuna vigezo ambavyo kila nchi mpya inatakiwa iwe navyo ili kutambuliwa na mataifa mengine na mashirika ya kimataifa. Baadhi ya vigezo hivyo ni pamoja na kuwa na permanent population, defined territory, government and the capacity to enter into international relations with other states. Kwa vile Tanzania ilikuwa inatimiza vigezo hivyo kulikuwa hakuna hata haja ya Waziri kuandika hiyo barua.Ni muhimu kuelewa kuwa Ibara 102(1) ya UN Charter inayotaka "Every treaty and every international agreement entered into by any Member of the United Nations... [to] be registered with the Secretariat and published by it" haina maana kuwa kutofanya hivyo basi hiyo nchi haitatabulika na Umoja wa Mataifa. Bali Ibara ya 102(2) inaeleza wazi kuwa "No party to any such treaty or international agreement which has not been registered in accordance with the provisions of paragraph 1 of this Article may invoke that treaty or agreement before any organ of the United Nations". Theoretically, one could argue that kama ikitokea malumbano baina ya pande mbili zilizotia saini hati ya Muungano halafu upande mmoja ukataka ku-rely kwenye hiyo hati mbele ya chombo chochote cha UN, upande wa pili unaweza ku-argue kuwa hiyo hati ya Muungano cannot be relied upon by the other party before the UN because it has not be registered by the UN Secretariat in accordance with Article 102(1) of the UN Charter.
