Request for Proposals - Monitoring and Evaluation: Assessment, system design and implementation plan
Objective of the M&E Consultancy
The main objective of this consultancy is to:
1) Develop the project’s monitoring and evaluation framework
2) Conduct an evaluation assessment
3) Design and implement a monitoring system and
4) Follow up with project staff to review the status of implementation.
The M&E framework will be used for assessing the program’s performance, outputs, outcomes, and impact. This framework will guide the collection, analysis and use of data.
Description of Responsibilities / Scope of Work
The Monitoring and Evaluation Consultant will carry out the following tasks:
Phase 1: Finalize Monitoring and Evaluation Framework (1 month)
1. Review an existing draft of evaluation goals and indicators to identify gaps and recommend changes. Ensure M&E framework includes relevant government guidelines/documentation and is aligned with local government authorities. Draft data collection methodology.
2. Submit a draft monitoring and evaluation plan with revised goals, indicators, and data collection methodology
3. Deliverable #1: Monitoring and Evaluation framework to be approved by Project Zawadi Leadership.
Phase 2: Conduct Evaluation Assessment (2 months)
1. Conduct assessment of existing programs to evaluate project performance.
2. Deliverable #2: Assessment report
Phase 3: Design M&E System: (1-2 months)
1. Develop a Monitoring and Evaluation system. Select relevant data and design tool(s); appropriate methods and sources for data collection; and suggested platform (e.g. excel, word, web-based, etc.) for the system.
2. Train project staff on the Monitoring system
3. Suggest cadence and approach for ongoing Evaluation
4. Deliverable #3: Implementation manual for Monitoring for Project Zawadi and recommendation for ongoing evaluation approach
Phase 4: Status check-ins (1 month and 3 months after completion of phase 3)
1. Provide two follow-up check-ins with the Country Manager and staff to ensure implementation of monitoring is on track.
2. Deliverable #4: Provide brief assessment of status of monitoring program and recommendations to improve implementation
Deliverables

4. Provide brief assessment of status of monitoring program and recommendations to improve implementation 6 and 9 months after start date
Proposed payment schedule:
PZ will pay the negotiated amount in four installments according to the following payment schedule:
- The first payment (20% of contract amount) upon successful completion of Deliverable #1
- The second payment (40% of contract amount) upon successful completion of Deliverable #2
- The third payment (30% of contract amount) upon successful completion of Deliverable #3
- The fourth payment (10% of contract amount) upon successful completion of Deliverable #4
- The payments will be processed upon the full completion and acceptance of contractual obligations whereupon the Country Manager signs the certification of acceptance.
Monitoring/Reporting Requirements
The Monitoring and Evaluation Consultant will work under general leadership and direct supervision of the Country Manager. The Monitoring and Evaluation Consultant will report on the progress of the work performance each week. The Final report to be accepted by the Supervisor at the end of the assignment.
Required Competencies
- Demonstrated past performance in conducting assessments and designing monitoring and evaluation systems.
- Significant experience with M&E is required. Experience with M&E in the field of Education and Gender in Tanzania strongly preferred.
- Willingness to travel to Nyamuswa, Bunda District.
- Fluent in English and Kiswahili languages.

Evaluation Criteria
PZ will evaluate applications based on technical capabilities and cost. The technical evaluation will be based on the proposal criteria listed above.
