People need to understand that Cow- coalition of the willing was not a political union, it not a people to people union, its purely on development, CoW does not have any political affiliations or agenda, anyone can be CoW, it is merely a collaboration of EA countries that wanted to leave all the bureaucracy that is in EAC and just focus on pure development for once!, we know that no long lasting union can be formed purely on trade relations but EAC met more than 100 times and no progress was being made, so CoW decided to move things that were long overdue allitlebit faster, for the benefit of the people, there is no hard feelings in CoW, its just business, but eventually, we will all need EAC union to make long-lasting relations
Major bulls**t. "CoW" has an official name: Northern Corridor Integration Projects(NCIP) Summits, centered around Mombasa Port & N. Corridor railway. Tanzania and Burundi are not in it because:
- NCIP is irrelevant to TZ since she has her own ports
- Dar/Bagamoyo ports & central corridor railway are direct competitors of NCIP
- For Burundi, TZ ports/roads/rail are much closer/cheaper/easier to use(just one border to cross & one country's political headaches to deal with vs three borders/three countries drama via Mombasa.) It'd be utterly foolish for Burundi to invest her meager resources in NCIP(CoW) first, instead of TZ connection since BR cannot afford to do both at the same time.
So yeah, "CoW" have done other things like joint Visa, Nat'l IDs etc but those are not the reasons "CoW" was created, as they could've been easily done within EAC framework. Why? Because EAC protocol allow 2 or more countries to implement projects without other members who choose not to do so. The side projects were more or less the result of: "while we're here, let's also do so & so to maximize the use of the summits' time & resources." "CoW," along with the reasons you mentioned, is a fictional creation of Kenyan media, which created and/or sensationalized/exaggerated the rift between TZ and the rest, saying things like
- Corollary, on risks of multi-border crossings: Even Rwanda, which is in much better position to use Mombasa than Burundi, got screwed when Uganda decided she wants to develop UG-South Sudan rail first. Moreover, relying on 3 borders crossing would mean Burundi has to make sure she's in good terms politically with all 3 countries at all times and, something beyond her control, they're all stable. If any disruption like Kenya's PEV, boycotts, civil strife etc happens in any of the 3 countries, Burundi is screwed
- TZ was being sidelined which is a lie
- TZ was not being invited in CoW because it's lagging/obstructionist is a lie
The media did it because the real reason for TZ & BR absence, i.e Mombasa port & North Corridor railway are irrelevant to TZ & Burundi, is boring and won't sell as many papers and get clicks as the fake reason, "OMG! There's a cat fight between TZ vs Kenya & Rwanda!" drama would.
The fictional drama also gave Kenyan media & egotistical Kenyans(not all Kenyans) their favorite pastime: Bragging that they're the intelligent, hardworking ones, and beating up on TZ for being "laggard," having "Ujamaa mentality", being a "sleeping giant" etc; the laggard that has the fastest growing economy in EAC for 4 years in a row.
To put is simply, "CoW" is virtually all about competition between Kenya & TZ ports/shipping bizz for Kenya, and getting a cheap/efficient shipping for RW & UG. The rest of projects are just desserts; not the main meal. "CoW" has never been, and will never be about sidelining TZ or any other bulls**t reasons OP listed.
"CoW" are aware of those facts. If you truly believe all these countries would be stupid enough to participate in sidelining TZ, then you're easily manipulated by the media. Learn to think/analyze things for yourself

- TZ's economy is bigger than Uganda, Rwanda, and Burundi combined
- TZ is one of Kenya's biggest trading partners.
First of all CoW name was actually first spoken by a Ugandan, and not Kenyan media, and the first things discussed by CoW were issues about common protocal, I'D and tourists ViSA the rest about rail were only included later through NCIP, its easier, cheaper to transport goods through Tz, yet Kenya beats Dar port hands down when it comes to actual volumes transported to these landlocked countries,.... why? because your port is more congested and slower..... comes back to bieng bongolala sleeping on something you should naturally be a leader in.... more goods pass at the Mombasa port destined for neighboring countries than from dar port
