The Vatican City is said to be an ecclesiastical or sacerdotal-monarchical state a theocracy of sorts it is ruled by the pope who is the bishop of Rome and head of the Catholic Church. The popes have always lived in Apostolic Palace within what is now called The Vatican City, although at times residing instead in the Quirinal Palace in Rome or elsewhere.

This treaty was as a result of the clash between the catholic and political leaders over matters concerning supreme authority in the territory. Hence The Lateran Treaty was signed, giving the Holy See full ownership, control and sovereign authority and jurisdiction over The Vatican City.
