Tanzania 2017 | TRANSPORT | FOCUS: A HISTORY OF THE COUNTRY'S RAILWAY NETWORK
The Standard Gauge Railway (SGR) is a major public investment that is expected to stimulate the economy of both Tanzania and its neighbors. The Dar es Salaam-Isaka-Kigali/Keza-Musongati (DIKKM) project, as it is also called, will allow Tanzania to capitalize on its long coastline and upgrade its rickety railways to serve the growing economies of landlocked countries.


After years of neglect, recent discoveries of gas and oil as well as growing industrial sectors in the EAC have shone a light on the lack of infrastructure to support growth. Therefore, with the election of President John Magufuli, who is also known as the Bulldozer, East Africa's second largest economy is embarking on a series of key PPPs to develop ports, roads, and railway lines to open up trade amongst the EAC.

Tanzania itself is blessed with 800km of the Indian Ocean, and landlocked neighboring countries of Burundi, DRC, Rwanda, Uganda, DR Congo and Zambia. However, its 3,676km rail network suffers from aging infrastructure, deteriorating track conditions, as well as a lack of rolling stock and human resources to operate and maintain the line. A puff of rejuvenation is, therefore, long overdue.

The DIKKM railway will largely follow the alignment of the existing meter gauge line, running 970km from Dar es Salaam to Isaka, replacing the current line without disrupting its operations during construction. From Isaka, the DIKKM line will follow a 494km greenfield track to Kigali, Rwanda, with a 197km branch from Keza to Musongati, in Burundi.

This mixed-traffic DIKKM railway will be built to 1,435mm gauge, in line with EAC and African Union standards for new lines in the region, and will be suitable for 2,000 meter-long freight trains with 32.5 tonne axle loads. Calculations and traffic estimates predict 8.5 million ton per annum (mtpa) for a low growth outcome, and 12.9mpta in an optimistic case, meaning that the freight services offered by the line will turn a healthy profit. However, passenger services will be supported through public service obligation payments.

The project will create railway links between four countries—Burundi, DRC, Rwanda, and Uganda—and the Dar es Salaam Port. The 2,190km of track will be laid out in four phases at an estimated cost of TZS15 trillion, equivalent to almost USD8 billion. According to the Ministry of EAC Affairs, the pre-set timeframe set the construction start date as YE2016, for completion in 2020.

In mid-July 2016, President Magafuli secured a USD7.6 billion concessional loan from president of China's Exim Bank Liu Liang for construction of the project; at the same time, the country has secured a USD200 million loan from the African Development Bank to finance transport infrastructure projects, and Finance and Planning Minister Dr. Philip Mpango announced that some of this fund would be spent on the SGR project. The news of the loan was very much welcome, especially by a consortium of Chinese firms, led by China Railway Materials, who were last year awarded the contract to build the railway. The China Exim Bank is also financing a USD1.2 billion, 532km natural gas pipeline in Tanzania.

In a government bid to both reduce cost and support local industry, the Minister for Works, Transport and Communication, Prof. Makame Mbarawa has said that the Mbeya plant owned by Tanzania-Zambia Railways Authority (TAZARA) will produce the sleepers for the railway line.

The first phase of the project will see a railways line from the business capital Dar es Salaam to the lakeside city of Mwanza, through Isaka and Tabora, linking the city to Uganda. President Magufuli said in August 2016 that Tanzania wanted to start construction of the railway “as soon as possible." This reflects the sense of urgency that is becoming increasingly common in Tanzania's corridors of power, which is taking greater note of Kenya's infrastructure fortification plans. Kenya is also constructing a USD3.27 billion 609km of standard gauge railways lines between Mombassa and Nairobi to boost movement of cargo to port. The race to become the logistical hub for the EAC is creating a welcome race to build infrastructure to support and bolster the region's economic growth.

Three years ago, Canadian engineering firm Canarail and Gibbs Africa, which carried out the feasibility study had estimated that the Isaka-Rusumo-Kigali section would cost $1.8 billion.

Rwanda also faces higher investment costs for its 150km section of the railway compared with other East African member states.

While the 371km Isaka-Rusumo in Tanzania will cost $942 million, Rwanda’s 150km section from Rusumo border to Kigali and Bugesera will cost $857 million.
Mukiza Odilo, a railways engineer at the Rwanda Ministry of Infrastructure said constructing a kilometre of the standard gauge railway will cost $12 million.

“In Kenya the average per kilometre is $5 million, though the Nakuru section will average $8 million per km. The cost in Uganda is estimated at $5 million but the Kampala-Mirama Hills section will also cost more.

“Tanzania is the only country with the lowest cost because of the flat nature of its land,” said Mr Odilo.

Burundi has put the construction of its section on hold.

Rwanda, Tanzania finance ministers meet over joint railway financing

Rwanda and Tanzania Finance ministers on Monday met in Dar es Salaam, Tanzania, to consider the finance matters regarding accomplishment of the two countries’ joint 521 kilometre Isaka-Kigali Standard Gauge Railway (SGR) project, which is estimated to cost $2.5 billion.

The Minister for Finance and Economic Planning, Amb. Claver Gatete and his delegation including the Permanent Secretary and Secretary to the Treasury, Caleb Rwamuganza, met with his Tanzanian counterpart, Dr. Philip Mpango and his team as a follow up to the meeting held January 20 by the countries’ Ministers for Infrastructure on the same project.

Gatete on Tuesday told The New Times That: “Yes we met but it is all work in progress and we continue to look at matters such as structure [of financing], possible partnerships, and the progress of the project.

“We are on the right track as our meeting was a follow up to that held recently by the ministers for infrastructure of Rwanda and Tanzania in Dar es Salaam. We shall continue to discuss the possible options, including partnership with the private sector and any other partners.”

Sources say the latest meeting, among others, agreed that some critical issues including feasibility studies impacting on cost be re-examined so that both countries have a clearer picture on the financial implications before charting the way forward as regards mobilising funds.

The project’s estimated total cost of $2.5 billion was made in 2015 and it is possible that there could be changes that need to be well factored in considering inflation and other economic factors.

Rwanda and Tanzania agreed on joint construction of the SGR from Isaka (northwestern Tanzania) to Kigali, to facilitate movement of goods and services, following a meeting between Presidents Paul Kagame and John Pombe Magufuli, during the former’s one-day working visit to Dar-es-Salaam, mid-January.

On January 14, the two countries’ leaders directed their ministers responsible for transport to meet within two weeks to deliberate on how to implement construction of the joint railway line.

Nearly 80 per cent of Rwanda’s imports and exports go through Tanzania.

When Ministers for Infrastructure met in Dar es Salaam, on January 20 to consider implementation of the joint project they, among others, adopted feasibility studies already conducted in the two countries, agreed that the foundation stone be laid by October, and the two countries jointly mobilizing funds for construction of the joint project with each country meeting the cost of infrastructure in its own territory.

Gatete reiterated that appropriate effort is being put in to fast-track things such that the foundation stone is laid before year end.

Earlier, the Ministers for Infrastructure adopted the proposed timeline towards implementation of the Presidents’ directives so as to lay the foundation stone by October, 2018.

Officials in both countries say the project is crucial as, once realised, it will reduce transport costs, foster physical integration of transport modes, economic growth and improved social services in the sub region, among others.

Waziri wa Fedha na Mipango Dkt. Philip Mpango, amekutana na Naibu Mkurugenzi Mtendaji wa Benki ya Barclays Kanda ya Afrika, Bw. Peter Matlare na kuiomba Benki hiyo kuangalia uwezekano wa kutoa mkopo nafuu wa ujenzi wa miradi mikubwa inayotekelezwa na Serikali ukiwemo ujenzi wa Reli ya Kati kwa viwango vya kimataifa (SGR) mradi wa miundombinu ya umeme wa Stieglar's Gorge ili kurahakisha maendeleo ya kiuchumi kupitia viwanda.


Amemweleza kiongozi huyo kwamba Serikali imeimarisha uchumi Mkuu kwa kudhibiti mfumuko wa bei ambao uko katika kiwango chatarakimu moja cha wastani wa asilimi 5.3 katika kipindi cha miezi 6 iliyopita.

"Tumewekeza kwenye miundombinu kama vile Elimu, maji, kilimo, afya, madini, na biashara na kwamba katika kipindi kifupi cha miaka 2 zaidi ya viwanda 80 vimejengwa katika eneo la Mkuranga mkoani Pwani, kutokana na fursa za uwepo wa bomba la gesi na eneo hilo kuwa karibu na Bandari ya Dar es Salaam.

Dkt. Mpango ameelezea pia mradi wa Ujenzi wa Reli ya Kati kwa kiwango cha Kimataifa (SGR) ambao amesema utarahisisha usafiri na usafirishaji wa abiria na mizigo katika nchi zinazopakana na Tanzania hivyo kukuza biashara kwa kiwango kikubwa.

Akizungumzia kuhusu ujenzi wa mradi mkubwa wa umeme katika Bonde la mto Rufiji (Stiegler's Gorge), Dkt. Mpango amesema lengo la mradi huo utakao zalisha megawati 2,100 za umeme utakao kuwa wa uhakika na bei nafuu ili kukuza viwanda.

Alisema kuwa mwelekeo wa Serikali kwa sasa ni kuhakikisha kuwa kila biadhaa zinazozalishwa nchini pamoja na madini, vinaongezwa thamani hapa hapa nchini badala ya kuuzwa kama malighafi na kwamba nishati ya umeme ndiyo nguzo kuu ya kufikia malengo hayo.

"Ili tuweze kufikia azma hiyo tunahitaji kuwa na umeme wa uhakika na wa bei nafuu ili viwanda vyetu viweze kuzalisha kwa wingi ndio maana tunaiomba Benki yako iweze kufikiria namna ya kushiriki katika ujenzi wa miradi hii" Alisisitiza Dkt. Mpango.

Dkt. Mpango ameipongeza Benki ya Barclays ambayo pia ni mwanahisa katika Benki ya NBC kwa ahadi yake ya kutaka kuwekeza kiteknolojia katika sekta ya benki nchini hatua ambayo itasaidia kukuza mitaji na mikopo kwa kundi kubwa la watanzania wakiwemo wajasiriamali wadogo, wa kati na wakubwa.

Alielezea msimamo wake kwamba katika kukuza uchumi, Serikali inathamini mchango mkubwa wa Sekta Binafsi na imeendelea kuweka mazingira mazuri ya uwekezaji na kwamba hivi karibuni alikuta na wadau wa Sekta ya Benki ili kusikiliza changamoto zao na pia kuwaeleza mambo muhimu ambayo ingependa sekta Binafsi ifanye ili kufikia malengo yanayokusudiwa.

Awali, Naibu Mkurugenzi Mtendaji wa Benki hiyo ya Barclays anaye hudumia kundi la benki za Barclays Barani Afrika na kwingineko Marekani na Ulaya, Bw. Peter Matlare, ameipongeza Serikali chini ya Rais Dkt. John Magufuli kwa kusimamia kikamilifu uchumi wa nchi unaokua kwa wastani wa asilimia 7.

Alisema hatua hiyo ni ya kupigiwa mfano katika nchi za Kiafrika na Duniani kwa ujumla ambapo amesema Tanzania imekuwa ikifanya vyema katika kukuza uchumi jumuishi unaowafikia watu wengi zaidi wakiwemo waishio mijini na vijijini.

Bw. Peter Matlare amemhakikishia Waziri wa Fedha na Mipango, Dkt. Philip Mpango, kwamba Benki yake itayafanyia kazi mapendekezo ya kutaka ushiriki wake katika ujenzi wa miradi mikubwa iliyoainishwa na Serikali kuwa kipaumbele chake.
