Kwasababu tunaputisha MAGARI yetu bure kabla na baada ya kuweka Lami, hakuna tozo yoyote mpya iliyoongezwa ili kulipia gharama ya hiyo Lami, je Serikali haikupaswa kujenga hiyo barabara kwasababu inapata hasara?.

Is the feasibility study can be available in a public domain?

Labda nichangie hapa kama mnasema hakuna feasibility study on Tz SGR basi muwe tayari kukubali kwamba serikali haijakopa kujenga SGR tuache double standard kwenye discussion. Hakuna bank yoyote itakayoweza kutoa mkopo bila feasibility study. Good example China denied Kenya loan for the sgr because there is no feasibility study in place.

Mimi ninazungumzia kuhusu terminal 3, wewe unazungumzia deni la taifa. Sisi tunasema tunajenga SGR kwa pesa yetu, hatuja sema katika sector zingine hatukopi, ila katika miradi mikubwa inayohitaji pesa nyingi, hiyo hatukopi. Tofauti na Kenya, ninyi mnakopa kila mradi, midogo na mikubwa, yote mnakopa.
 
Nani aliyesema Terminal 3 ni pesa ya ndani?, acha kujiliwaza. Terminal three ni mradi ulioanzishwa na Kikwete, yeye alikua anakopa kila kitu, alikua kiongozi dhahifu sana kama Uhuru Kenyatta. Miradi tunayotumia pesa yetu ni 1) SGR, 2) Rufiji hydroelectricity 3)Super high way from Dar to Kibaha, weka records zako vizuri

Magifuli alikuja kuongezea hela mradi huu ambapo T3 phase two imejengwa kwa pesa za ndani ili kuongeza capacity by 2.5 million from initial capacity of 3.5 m built on phase one.
 
Si nilikuambia hawa watu hata feasibility study hawaijui? Wameleta Expression of Interest (tena iliyoandaliwa kwa ajili ya Rwanda) kuwa ndio feasibility study ya SGR Tanzania. Nilijua kuwa tuna matatizo, but even then I didn't realize that our problems are much serious than I thought. Usikute hawa ndio watendaji wa serikali hii.

Kuna msemo maarufu usemao kwamba," Namba hazidanganyi". Hesabu za mapato na matumizi yanaonyesha kwamba, SGR ya Kenya haina uwezo wa kuzalisha hata gharama za uendeshaji kwa mwaka ambayo kwa sasa ni Kshs 12B. Hii ni kutokana na ukweli kwamba imetengeneza 5.8B ndani ya kipindi cha zaidi mwaka mmoja kiasi ambacho ni chini ya 50% ya gharama za uendeshaji. Jambo la kuogopesha zaidi ni kwamba trains zaidi ya 12 kwa siku zimekua zikifanya kazi.

David Ndii, alishawahi kuekeza Mara nyingi sana kuhusu " viability & profitability " ya huu mradi na alishauri kwamba badala ya kujenga reli mpya, ni bora kukopa pesa kidogo ili kufufua reli ya zamani. Maneno yake yametimia:
1) SGR imesababisha Kenya kuwa na deni kubwa linalolipwa na kodi ya wananchi
2) SGR haiwezi kujiendesha, jambo linalolazimisha serikali kutoa pesa za wananchi ili kugharamia gharama za uendeshaji, mwaka Jana pekee serikali ilitoa 6.2B kufikia hasara.
3) Sasa hivi ndio serikali imeona umuhimu wa kufufua reli ya zamani ili kuunganisha na SGR, jambo ambalo litaongeza sana gharama za uendeshaji na usafirishaji kutokana na gharama za kushusha na kupandisha pale Naivasha.
Dah asee ila ni nchi iliyoendelea hp EAC hawana tabu.watalipa maden.
Bora tz ilivyoboresha metre gauge mapema na wala hailet hasara na ikitimia sgr ya kwetu tz haitaleta hasara km ya hawa wakikuyu.

I started using my brain probably before you were born. For your information; am self-employed and am an employer. I know what the business world demands. It is stupidity thinking that an asset that was acquired on loan is always more expensive to operate than the one acquired otherwise. Ever heard of opportunity and notional costs? Kuna wakati kuwa na nyumba yako mwenyewe ni more expensive operation-wise than renting.

Wewe hueleweki, sasa kama production ya Kenya ni nyingi lakini hawa export hicho wanachozalisha, kinauhusiano gani na SGR kupata mizigo ya kubeba?

Sasa hivi 20% ya mizigo ya Uganda inapitia bandari ya Dar, kukamilika kwa SGR ya Tanzania hadi Mwanza, itafanya gharama za usafirija ya mizigo ya Uganda kupitia Dar, kuwa 50% cheaper kuliko kupitisha Mombasa, kumbuka WFP tayari wsmeshahamisha mizigo yao iliyokua inapitia Mombasa kwenda Uganda na South Sudan, sasa hivi wanapitishia bandari ya Dar hadi Mwanza baada ya kuboresha Huduma za reli ya kati.

Duh kumbe sgr yao ya diesel hawa sio bullet trains za umeme
