Shangaa EAC: Kenya holding Uganda, Rwanda cash as EAC single tourism visa nears collapse

Officials in Kenya remain tight-lipped over the fate of millions of shillings collected from sale of the region’s single visa even as the second year of trial comes to a close.

The National Treasury, citing stringent fiscal rules, has been holding the cash collected on behalf of Uganda and Rwanda since the three states started piloting a common tourist visa in February 2014.

Both Treasury secretary Henry Rotich and PS Kamau Thugge declined to respond to our queries even as official statistics show shift to national border passes as the standoff persists. The regional visa has netted only Sh40 million in two years.

Kenya is a gateway to the region. It receives hundreds of region-bound tourists by cruise ships and chartered planes is a top collection point.

Under the Kenya’s Constitution, however, tourist visa collection is regarded as any other public revenue which has to be surrendered to the Consolidated Fund.

The money in the Consolidated Fund can only be spent or shared out according to an appropriation Bill approved by Parliament.

“Kenya has not been able to remit any of the money collected in the last two years from issuance of the regional visa because we don’t have a legal framework to do so,” said Mr Alfred Kitolo, director of productive services at Kenya’s East African Community (EAC) ministry.

Na kwamba watanzania walijua kitambo hilo ni uongo! Nilikuwa Arusha mjini kama 2010 hivi, sikumbuki, lakini kulikuwa na jambo kwamba kuwe na biashara huru, na hivoy wakenya wengi walikuwa wamefurika Arusha wakiuza bidhaa huku wakiwanyanganya watanzania wateja!

Hivyo watu wa Arusha wakaanza kulalamika! Na ndio maana serikali ya Tanzania ikakataa! Sio kwa lingine ila ni kuogopa competition kutoka kwa wakenya!

Uganda has failed to reap benefits from the single East African tourist visa system introduced in February 2014, Tourism Minister, Maria Mutagamba says.

According to Mutagamba, the number of tourists visiting Uganda has dropped since the single East African tourists visa system was introduced because Kenya and Rwanda have not honoured the agreement signed by the three countries.

"That is a problem. In fact it is causing me a crisis... We agreed as the East African countries that we are going to have one common visa at $100. You pay that and enter all the three East African countries - Uganda, Rwanda and Kenya.

Unfortunately, for us we embraced it wholeheartedly, but our brothers and sisters in the two countries while they introduced the East African visa, they also maintained their local tourist visa. So if a tourist going to Kenya, I have an offer touring Kenya and I have an offer of $100 touring Kenya and whatever, I will stop in Kenya", Mutagamba said.

The single tourist visa is a multi-entry visa costs $100 and grants a tourist a 90-day validity period to tour any of three of the five East African countries.

Mutagamba says that since Kenya and Rwanda broke the agreement under which the visa was formulated, Uganda is also planning to re-introduce a local tourist visa.




"The tourism sector is agitated. They say; 'we must have our own tourism visa as Uganda' so that we can also get our tourists coming here directly until we all agree that we are going to have one [tourist visa]... I hope I will be able to meet the prime minister because they are very very much upset about that.

All tourists are going to other countries and we are getting less of them. Because of that unfulfilled or ununderstood arrangement that we entered in. Otherwise, as Uganda, we have actually been remitting our funds religiously and the other countries are remitting less and the explanation is: they are selling their visas and not the East African visa", Mutagamba added.

According to the 2014/15 Auditor General's report, Uganda Wildlife Authority reported total revenue of Shs 42.7 billion in the statement of comprehensive income compared to Shs 56 billion realised in the year 2013/14.

The report says the Authority posted a deficit of Shs 12.6 billion as opposed to a surplus of Shs 3.72 billion in the previous year. According to Mutagamba, reduction in foreign tourists is one of the reasons for the drop in revenues.

Separated from his mother shortly after birth, Manno the chimpanzee was smuggled to Iraq and spent his days smoking cigarettes handed to him by amused zoo visitors and posing for pictures.

The four-year-old would also be dressed as a child and fed soda and sweets — giving him near permanent diarrhoea — before being locked in a small cage every night in a private zoo in the Kurdish city of Dohuk.

Then came help from several conservation groups, and Manno's days as a spectacle — and smoker — are now over after arriving at a chimpanzee sanctuary in Kenya a week ago.

"On the trip between Dohuk and Erbil airport, the convoy carrying him was, at the closest, about 20 kilometres (12 miles) from Mosul," where fierce battles are under way between the Iraqi army and the Islamic State group, said Daniel Stiles of the Project to End Great Ape Slavery (PEGAS).

Seriously lakini, the point of me posting this was kwamba hawa viongozi hawakuwa na maono ya kuiona hiyo legal glitch walivokaa na kuanzisha hii visa. Yaani siamini how short sighted our leaders are!
