More than 500 Rwandans who had lived in Tanzania for years yesterday arrived at the Rusomo border post in Rwanda, leaving behind their families and properties in mainly Karagwe region.

Yesterday’s arrivals pushed the number of such returnees to 1,000 after Tanzanian authorities gave those they described as ‘illigal immigrants’ two weeks to leave the country.

The deadline passed yesterday and it remains unclear what the fate of those who were unable to beat it would be.

The evictees told Saturday Times that Tanzanian security personnel, including the army and police, as well as neighbours were combing the communities ordering everyone they perceive to be of Rwandan origin out of the country.

Some of the victims had lived in the east African country for more than 50 years.

Tanzanian authorities claim they are targeting those without ‘valid residential documents’ but some of those affected claim they had all the necessary documents – some alleged security agents had confiscated and destroyed them.

At the Rusomo border post yesterday visibly distressed mothers, children and elderly men arrived with mattresses, clothes and other household belongings.

Most of them said they were not given a chance to sell off their properties, especially land and cattle.

They said they were being targeted as Rwandans though Tanzanian officials at the border said the decision applied to all illegal immigrants in the country.

Some of the returnees had intermarried with Tanzanians but they were not spared either.

“I have left my seven children behind. My parents fled from Rwanda in 1959, I grew up in Tanzania and I got married to a Tanzanian. Yet they have not been considerate, they picked me out in the family and asked me to leave simply because I have Rwandan roots. This is so unfair and inhumane,” a weeping Mukarugwiza Kabudensiya said.

The 60-year old, who was evicted from Karagwe region, said she was too afraid for her children too. She said she cannot bare the pain of being separated from her family in a matter of days.

Kabudensiya knows no relative in Rwanda.

According to the returnees, it was total chaos during the expulsion, with security forces and locals killing their cattle and threatening whoever planned to stand in their way.

It also turned out that some of the victims are actually Tanzanians by birth.

Helping returnees

“My father is a Tanzanian from the Banyambo tribe and my mother is Rwandan. My father died and I have never been to Rwanda before. I don’t know why I am being persecuted by my compatriots,” said a 23-year old man, who only identified himself as Emanuel.

He spoke in Kiswahili and does not understand Kinyarwanda.

At the border, officials from the Ministry for Disaster Management and Refugees Affairs, the Eastern Province and other partners worked the whole day yesterday as more people continued to arrive.

Emanuel Maherane, a senior official at the Tanzanian immigration office at the border, said the eviction targeted all illegal migrants, and not only Rwandans.

“Their residence permits expired and they have no right to remain in Tanzania. We have expelled Burundians, Ugandans, Rwandans, and even whites,” the official claimed.

He said his government started conducting a survey to ascertain all the illegal settlers since 2003 and it was the right time to push them out. “This is internal issue, we don’t need to inform anybody. It’s a Tanzanian affair.”

Maherane added: “Whether you have been around for 70 years, whether you are married or not, our laws are clear, it’s not about how much time you have lived in Tanzania or who you are married to.”

The returnees said they were caught unawares and that their eviction came immediately after Tanzanian President, Jakaya Kikwete visited the region a few days ago.

Emanuel Mpakaniye, a returnee, dismissed the suggestion that only illegal immigrants had been expelled.

“I had a residential permit and all the other necessary documents but I was banished,” he said.

On the Rwandan side of the border, officials and volunteers were putting up tents to help resettle the returnees in Kiyanzi transit centre, in Eastern Province.

“We are providing those who are returning basic needs like water, food and temporary shelter. We are also transporting those who happen to have relatives in different parts of the country,” Jean Claude Rwahama, the director of refugee affairs in the Ministry of Disaster Management and Refugee Affairs, said.

He said government would provide shelter to those without relatives in the country.

It is expected that an estimated 20,000 people, may be on their way to Rwanda.

On Thursday, Foreign affairs minister and Government spokesperson, Louise Mushikiwabo, reassured Tanzanians living in Rwanda to feel at home despite the latest developments.

Model villages offer one-way ticket out of poverty

Scores of foreigners, from visiting heads of state to students, have for the past few years trekked to the Eastern Province, particularly to see the ‘wonder villages' of Nyagatovu and Kitazigurwa in the districts of Kayonza and Rwamagana, respectively.

The two are model villages, which were established to demonstrate how rural Rwandan communities can lift themselves out of poverty and achieve sustainable development.

These model villages were initially "hotspots" for chronic poverty, often accompanied by a high prevalence of diseases, lack of access to medical care, and a severe lack of infrastructure.

However, the model villages have since made it easy for communities to access health, education, farm produce and markets. The villages' tailored strategies helped overcome a wide range of issues; ranging from farming and water to diseases.

Families occupying the modern houses in the villages previously scattered on the hills constituting the villages and this made it hard for government to get to them any kind of social service.

According to Enock Byabashaija, the coordinator of Nyagatovu and Kitazigurwa model villages, the villages offer a typical model for fighting poverty at the village level.

Byabashaija notes that the concept of model villages was bearing fruits across communities in the country.

Sensitisation

"This has been a centre for education for communities in Rwanda and the rest of the world...I cannot recall how many people have visited the villages. Each day is a busy one, with people coming from across the world," he said.

Byabashaija recalls when the project began to relocate vulnerable families from sparcely populated areas in the two districts.

"The people occupying the two villages lived in a disorganised way in valleys and hills, where they never accessed basic infrastructure.

They were sensitised and brought to one village...they have virtually access to all basic needs. There is now a big difference, they moved from a state of hopelessness to meaningful living".

The houses are well furnished with electricity; cow shed stocked with Friesian cows, clean water, and children are better fed than before.

The village development project was divided into three housing categories including low, medium and high end made up of three, four and five bed-roomed houses, respectively, based on need and financial capacity.

The size and location of the settlement was determined by village based settlement committees with minimal government guidance, especially on location criteria.

Just four years ago, Nyagatovu and Kitazugurwa were ordinary Rwandan villages where socio-economic ills were part of everyday life.

Now they are model villages. The humble community, turned to be a role model.

The villages have been case studies for a number of countries seeking to rebuild their societies to end poverty.

Role models

The success of the two villages ushered in a new era for development in the country.

These villages have been important role models and their success could be duplicated across the world.

The success of the villages was echoed by ministers and permanent secretaries whose ministries are in charge of urbanisation and housing, while attending the 31st annual Shelter-Afrique Symposium last year.

Shelter Afrique is a Pan–African financial institution dedicated to financing housing and related infrastructure in Africa.

The Director General Shelter Afrique, Alassana Ba, said Rwanda presented an example of an African country whose leadership was steadily paving way for development.

He said Rwanda offers good lessons for Africa, adding that Shelter Afrique would help other nations emulate the same.

"The villages we visited tells the story by itself…we have experienced quality organisation second to none, in Africa. It all boils down to good leadership. We travelled with a number of ministers and officials from other countries who I am sure are watching closely," he said.

Vestine Uwikeza, 41, is a resident of Nyagatovu model village. The single mother of three children said the village was the first to implement the ‘Bye Bye Nyakatsi' programme.

Uwikeza has been helping others to embrace modern farming.

"I stay in a decent house after living in a grass thatched one, for many years. Though I spent a part of my lifetime in thatched house, my children and their children will not have to undergo the same."

"The model villages have transformed our lives in many extraordinary ways... I have a big poultry farm and three Friesian cows. Besides I have learnt how to produce biogas out of the animal waste...so, I don't struggle anymore with expensive wood or charcoal fuel," she noted.

Following the success of the model villages, the Government of Rwanda has started a programme to establish a model village in every district in the country.

By the year 2020, it is expected that 70 per cent of Rwandans will be residing in model -semi urban villages with the remaining 30 per cent dwelling in urban areas, according to the National Rural Settlement Taskforce under the Ministry of Local Government.

It looks Rwanda is building the bridges out of poverty through model villages.

Recently, leading international fashion houses like Gucci, Michael Kors and Yves Laurent have been using African prints in their collections and collaborating with African designers. The latest development has caused excitement to most African designers, most of them terming it as the ultimate breakthrough for African designs and designers. But a leading designer in Kigali holds a slightly different opinion. She thinks it's too early to call for a celebration though the collaboration is a step in the right direction.

"Africa has so much to offer but we shouldn't rest on our laurels because our designs are incorporated into someone else's collections; we should retain our identity," says Rehema Sudi, a leading fashion designer and proprietor of Kanyana Fashion House, which is located opposite KCB head office in Kigali.

Rehema is tall and glamorous and her short afro is rugged and shaggy. She has so much energy that it is hard to imagine her standing still or asleep. She is 29 years old (though you'd never guess it). She is the daughter of two PHD holders and is currently pursuing an MBA (another thing you'd never guess), which she says is not so that she can fit into the job market but just "to acquire knowledge". Though she rarely mentions it, she was the winner of the Miss Earth Tanzania contest in 2005 and became the first Tanzanian to ever get to the semifinals in the same year in Manila, Philippines.

She constantly uses words like ‘creativity', ‘vibrant' and ‘timeless' as she offers non-stop pronouncements on what a great design should include. She sounds like a designer though at times her modesty leads her to saying, "I will be a designer someday."

She designs outfits, fashion accessories (like bowties and handbags), jewelry, and home décor accessories like table mats and wine dressers. She describes her designs as ‘ancient tradition merging with contemporary designs'.

Coming to Rwanda

Rehema, a Tanzanian by nationality, first came to Rwanda in 2011 on a job assignment that lasted four months.

"I used to work as a consultant in the Development of Public Pay Policies. By the time my assignment was over, I had fallen in love with many things in the country – the culture, the people, the environment. I found Rwanda an ideal place for me to express myself through art. It is then that I started a fashion house," she says.

The lanky beauty chose to name her fashion house Kanyana (Kinyarwanda for female calf) because of her love for livestock and as a prediction that as a calf matures and delivers, someday in future, her fashion house will come of age and have branches "allover".

Early days

Though a daughter of two scientists, and brought up in a countryside in Tengeru, Tanzania, Rehema grew up in an artistic environment.

"My father travelled a lot in his line of work and wherever he went, he brought with him something artistic about the place. He collected anything he considered a work of art, and was a perfectionist; at times he would buy a watch and change its wraps. He only used custom-made wallets and belts. That might have had an impact on me."

Rehema says she has always designed stuff for herself since she was a kid. She remembers designing an outfit made from coconut shells during her high school days. "It's one of the best things I have ever come up with," she says with a smile.

In her previous line of work, she had the privilege to travel the world and see art collections and designs in various parts of the world.

"I saw many designs that caught my eye and made me want to come up with something of my own. I needed a break from work and launching a fashion house seemed the most appropriate thing for me."

It is not easy to start a new concept in a new country but that didn't scare her. "Every morning I told myself that if I stuck long enough to it and gave it my all, I'd get to the heights I wanted to."

Locally designed outfits are perceived by many as pricey and mostly reserved for the rich or white tourists (Abazungu). But Rehema disagrees: "What we design is not meant for foreigners; it is meant for us. It is not expensive but it is value for money. We invest in so much work and materials to come up with an outfit. I don't just buy materials, cut and sew. I buy materials, blend them, design them and put outfits through tests to see their durability and quality. At times I use between 10 to 15 different prints. I seek to see what happens to it after washing and ironing it. It wouldn't feel right to sell an outfit to somebody if I am not sure of it's quality."

In her designs, Rehema uses purely African print and locally available materials like beads, precious stones, and leather. "Africa is so rich in materials which can be used for various designs. We can be self-sufficient. Our materials have so much value that some foreign fashion houses are trying to rip off our heritage. Good examples are the Kikoi and Masaai Shuka which are being copied by Asian designers."

Rehema advocates for creativity, quality and vibrancy and believes it is the only way local designers can get ahead and retain their identity. "Research may not always point you to the right direction. It is important to be creative and create need. The local market is beginning to see the beauty and timelessness of what local designers have to offer. In future I foresee a lot of collaborations between local designers and even more collaborations with international fashion houses."

Designers are often accused of delegating all tasks to their employees and taking credit for things they didn't accomplish. But for Rehema, "I go to markets and look for fabrics myself; it is not easy describing to someone how you would like a particular design made, and some things can not be expressed by words. You have to do it first for someone else to see how you'd like it done. I always want to guarantee my clients uniqueness and timelessness of outfits. It is not something I would easily delegate."

Inspiration

Rehema looks up to Adel Dejak, a designer based in Kenya, who she says has a way of expressing herself by blending different locally sourced materials.

When she is not responding to her creative spark, she spends time reading books. "I think everyone should at least read something every now and then – not for academic purposes but to gain knowledge which makes you a better human being and enables you to make better decisions."

To all upcoming designers who are finding it hard to stay afloat in the industry, she says, "Keep screaming till they hear you out."

And on whether she is single or seeing someone, Rehema is elusive: "I'd like to keep them guessing"

Hata kama kuna matukio hayo. Lakini ni tofauti sana na huku mikoa ya magharibi mwa Tz hebu niambie basi gani linasafiri kutoka Dar kwenda Mbeya au Arusha au Mwanza kwa ulinzi wa polisi 2 ndani? Lakini mikoa ya huku huwezi safiri bila ulinzi wa polisi. Kuna watutsi wamejaa huku maporini na mijini dada zao wanajifanya wakarimu ili waolewe kiurahisi na watz. Nasisitiza hatua ya raisi aliyoichukua ni sahihi na sote tushiriki kutokomeza wahamiaji haramu
