Jamani wana jamii jihadhalini. Hiki chuo cha Kimara wmisho kinajitagaza kwa nguvu zote ili kuwashawishi watu kujiunga ila ukweli ni kwamba anayekiendesha chuo hicho akijiita "Dr" Samweli Mathias Mnzava ni tapeli wa kutupa kwa wanaomfahamu vizuri hata DECI alikuwemo ila kiujanja alichomoka.

Wanafunzi wamekuwa wakilipa ada kupitia benki na wengine wachache cash. Hela ikienda benki anaitoa haraka na kujieleza kwa wafanyakazi akisema chuo ni kichanga hakina hela hivo na kugawia posho mara moja moja mara nyingine 50,000, mara laki moja huku akiahidi kuwalipa vizuri intake ijayo. Muda ukifika yale yale yanajirudia.

Mwishoe walimu wote wameamua kuondoka wakiacha hela zao za miezi minne laki nne nne alizokuwa amesema atakuwa anawalipa kila mwezi. Na wanafunzi nao baada ya kugundua ukweli wameamua kuhama.

Kwa hiyo wananchi msidanganyike matapeli wanajitokeza kwa njia nyingi.

The recently established Tanzania International University (TIU) isineptly operating under-camouflage of provisional license with university examinationsconducted without lectures or tutors setting the papers, it has been learnt.

One of the rebelling tutors at the Kimara Mwisho located university whopreferred anonymity said “Students are forced to write their end semesterexamination by Monday next week (tomorrow) without any progressive course workdone during the semester.”

A group of tutors at TIU told The Guardian on Sunday that the University ViceChancellor Dr. Mathias Mzava had been managing the academic institution by aniron hand without a clear administrative structure or other administrators,they said: “He is everything…VC, Bursar, accountant, human resources director,with just a few other administration staff.”

He has failed to pay academic staff members for four months, and when wedecided to boycott, he resolved to set all course works and exams by himselfeven in those courses he is completely a layman. “He is cheating the law andprocedures needed in governing academic institutions,” said one of thetutors.

The TIU academic arcade said they are only allowed to offer certificate anddiploma courses in some areas of academics but the Vice Chancellor refused torespect the law and introduced even the un-allowed ones and students are nottaught at all.

“He has refused to pay us, but the sad thing is that he decided to setcoursework marks by himself and even asked students to sign the courseworkmarks. So they sit for examinations without reading or writing coursework,” heaffirmed.

On their side students at the university expressed worries about the situation,saying the VC is convincing them to sit for exams without coursework… “This isridiculous and amounts to violation of our rights….we need quality educationnot this shoddy one. We want him to bring us tutors so that we can learn well,”they said.

One student from the Law Department spoke with the condition of anonymity,saying that they had not studied for almost two weeks, while those who arepursuing education had not entered their class for a month, but they are forcedto write examination.

“What Dr Mzava did is that when some tutors declined attendingclasses demanding their unpaid salaries, he took all their subjects andset all coursework and exams, then he is forcing us to sit for exams while wehave not gone to classes,” he further noted.

On his side Dr Mzava said the allegations were not true, specifying that he hadnot handled the matter by himself instead he rescheduled all subjects whichwere taught by the boycotted tutors to those who were present.

However he admitted to have not paid the tutors on grounds of lack of stablefinancial sources, stressing that the university still had but a few studentswho could not pay enough to cover all operational costs includingsalaries.


In response to the matter, Prof Magishi Mgasa, the Acting Executive Secretaryat the Tanzania Commission for Universities, said that TCU allowed him to offeronly some courses at certificate and diploma levels but with very clear rulesand regulations.

“We issued the university with provisional license to offer diploma andcertificate courses but basing on what I heard TCU will work on the issueimmediately and take required measures. If he is doing that he is completelycontradicting the law,” he firmly stated.

Chuo hicho kinachoongozwa na jamaa ajiitaye "Dr" Samwel Mnzava ni tapeli aliyepindukia. Kipo Kimara Mwisho ukielekea barabara ya Bonyokwa.

1. Anatumia lugha nzuri kuwavutia watu kujiunga na chuo chake wakishafika anachukua ada zao na kuzibinafsisha. Kuwalipa walimu kwake mwiko. Mwezi ukiisha utasikia chuo ni kichanga hatuna hela labda tugawane kilichopo ndo wafanyakazi anawagawia mara elfu 50 mara laki moja. Walimu kuona uongo umezidi wote walioanza naye wamemkimbia makimdai miezi mitatu mitatu wengine mine. Cha kushangaza mikataba yake kila siku ni probation. Miezi sita ya probation akiona imeisha anabuni scheme nyingine na kukuweka probation tena kwa kuvutia akikuandikia mshahara mkubwa ambao haji kukulipa kamwe.

2. Wanafunzi wengi baada ya kugundua ukweli wameamua kuhamia vyuo vingine wakiwa tayali wamelipia mwaka mzima ambazo hawawezi kurudishiwa na cheti halali hawawezi kupata maana TCU hawajamruhusu kupokea wanafunzi na wala NACTE haimtambui mpaka sasa.

3. Library kaweka vitabu vilivyotupwa vya zamani vya sheria tu na vingine kama 20 tu. Faculty ya IT, Computer science, Computer engineerng kaweka ila tafuta computer lab yenye computer hata moja hakuna. Zilizokuwepo kauza na kusingizia mwalimu eti ameiba wakati mlinzi yupo na hakuulizwa na wala ushahidi hana kisa tu eti kwa kuwa mwalimu huyo alikuwa msimamizi wa faculty/department.

4. Kwake kila mwanamke anayepita anamjaribu kwa namna yo yote si mwanafunzi si mfanyakazi kiasi kwamba alisababisha kuvunjika kwa ndoa ya mwenyekiti wa chuo ambaye ndo mwenye majengo ya chuo.
