The heavily indebted poor countries (HIPC) are a group of 37 developing countries with high levels of poverty and debt overhang which are eligible for special assistance from the International Monetary Fund (IMF) and the World Bank.

And yet Tanzania feeds hunger stricken Kenya alias Kunyaland! That poor country snatched pipeline deal from Kunyaland n seems might do the same for SGR Uganda deal.

Tanzania is in IMF's HIPC Category and that is very TRUE.
However that HIPC is not the measure of economic growth or how large an economy is. HIPC is used to determine which country enjoys the least intrest rates on WB loans and those that also qualify for free grants.
As you can see, heavy weights like Ethiopia are on that list.
If you want to measure indebtness use Debt to Gdp which currently is 32%Tz vs 67% Kenya.
If you want to measure economy use
GDP (PPP) and GNI which Tz trumps kenya..Gdp nominal is depedant on Currecy exchange which Tz is manupulating downwards to gain an edge on export business.
HIPC in terms of IMF loans, is a very good position to be in. You get cheap loans and free grants while Middle income countries only have the option of borrowing from shylocks at 8% (Eurobond)
