BTW the HIPC thing was active during Mkapa time when he was chairing it, because the country was economically doing well. I wonder why it's a news!!!

You dont understand IMF data or IMF programme categories..IMF likes fools like you and your leaders who dont know which or what category is good or bad you judge a category by its name not its effects on economy. But very soon IFM austerity measures are coming hard in kenya, already IFM has instructed gvt not to do any new projects..You will feel it once the money dries up and hits your pocket
