Grants are for poor countries like Tz which has been confirmed that can't pay their loans back.

It is not really a grant per se, the GOT had an agreement (in the 90's ) with Japanese government to buy Toyota vehicles for government use. And, one of the things they agreed on was JICA to help building infrastructure so the GOT can buy more Toyota cars and SUVs. JICA started with KAJIMA then KONOIKE and now Sumitomo Mitsui to renovate roads in CBD and suburban areas.
