3)Partnership with Rwanda. Two countries now have a responsibilty to see the SGR work. That is duo political support gives the SGR impetus to succede. Comparing this with kenya's poker games and trickery towards its "partner" Uganda its easy to see which SGR will survive succesive political regimes. Kenya's lies to UG that its going to electrify, then the next day kenya says diesel is the way to go, trickery at best and dishonesty at worst.
