The railways ran out of Working Capital or in laymans words, there was no enough money to pay salaries, fuel the trains and perform maintenance on the locolmotives.
And this can be seen in his Railway solution.
1) Build SGR with internal revenues, Delevaraging the capital costs of the SGR such that no money ment to be working capital will be lost to paying loan intrest
2)Investing in an electric SGR- Cheaper to run than diesel, Easier and cheaper maintenance unlike dirty and oily diesel engines. Running the trains on electricity generated internally reverages other economic sectors and protects the SGR's revenues from flatuations in Crude oil price
3)Partnership with Rwanda. Two countries now have a responsibilty to see the SGR work. That is dua political support gives the SGR impetus to succede. Comparing this with kenya's poker games and trickery towards its "partener" Uganda its easy to see which SGR will survive succesive political regimes. Kenya's lies to UG that its going to electrify, then the next day kenya says diesel is the way to go, trickery at best and dishonesty at worst.
4)JPM Changed the law to create TRC from Rahco. Good move to save the new Rail from old corporations that run down the railway
