Using funds without parliament approval is different from stealing as it happened with Escrow or other scandals. We need more information before taking such a position.
What's the difference? And why would the president deliberately use money without parliamentary approval? What is he trying to hide? And, in your opinion, what's the point of the parliamentary budgetary approval process if the president can just choose to spend public funds however he wants? Do you realize, though, that the country loses a lot of money by just having members of parliament convene in Dodoma to decide how the nation should spend public funds? Why do we have the parliament if the president can do whatever he wants without parliamentary approval? Does the president see the importance of the parliament? If the president doesn't see the importance of parliament, why doesn't he save the nation from the cost of repeated parliamentary elections resulting from opposition members of parliament joining the ruling party (CCM), of which the president is the chairman?
