There is class struggle in Tanzania, but not in the sense envisioned by Issa Shivji. Its between the ruling class and the masses. As the masses dont seem to have a good comprehension of what is happening to them, and how to fight for their rights, they need the assistance of men and women of conscience. Men and women who know what is going on, and how to fight it.
It seems that the Tanzania Chamber of Commerce will not stand up and fight for the little men who are trying to make an honest living by selling mobile phones. These retailers cannot afford to hand over half a million shillings to the TCRA every year.
People who steal legally are crooks through and through.
