Butola asante kwa hili. Kwa jinsi ulivyomfahamu Prof. John Nkoma akiwa Botswana vivyo hivyo ndivyo alivyo hata hapo TCRA. To be honest mimi siamini hizi tuhuma za kamati ya bunge dhidi ya TCRA kwa sababu nauelewa uadilifu wa baadhi ya watu wa top menejiment ya TCRA.

Ila kwa vile hawa ni binadamu, sometimes you can never know ila naamini something is wrong somewhere.

Ila kwa upande mwingine, huyu Mh. Deo Filikunjombe ni noma, nahisi kama amefanya papara kuzikataa hesabu za TCRA, afadhali Zitto angekuwepo, yuko makini zaidi.

PARLIAMENTARY Public Organisation Accounts Committee (POAC) on Thursday ordered the Treasury to conduct a special performance audit on Arusha-based horticulture companies who were loaned by the government 50bn/- in 2008 but have defaulted.

The POAC Acting Chairperson, Mr Deo Filikunjombe (Ludewa-CCM), made the directive after it was revealed by the Tanzania Investment Bank (TIB) Managing Director, Mr Peter Noni, that of the 50bn/-, the bank has only managed to collect 10bn/-.

"We want the Registrar of Treasury to carry-out special audit because a lot of things need to be clarified, including the manner in which the loans were disbursed," said Mr Filikunjombe.

The Ludewa lawmaker said he was worried that TIB might be forced to shoulder some liabilities caused by other bodies, just as it happened with the Tanzania Electric Supply Company (Tanesco) in the Richmond saga.

According to Mr Noni, the funds were disbursed by the Ministry of Finance and Economic Affairs but when the companies defaulted, the ministry requested TIB to oversee and manage the loans on their behalf.

Mr Noni said the companies were loaned the staggering amount to help them expand flower production to be able to compete in the world market.

Some companies that were named by Mr Noni include Arusha Flowers, Tengeru Flowers, Kili Flora, Mount Meru and Tanzania Flowers.

He told the committee that after the 2008 world economic crisis, the horticulture companies were given a grace period of two years to recover but many companies have been reluctant to pay back.

In another development, the MD said they would confiscate the assets of Simon Group Ltd for failure to repay a loan worth 5bn/- which the company borrowed for its Mwanza Mill plant.

"They have failed to honour their pledges. We are going to confiscate their plant which was their collateral," he explained.

POAC also directed TIB to be independent in decision-making to avoid issuing loans to people who cannot honour their pledges.
