Ex-president of Tanzania Benjamin Mkapa nicely summed up his experience and that of many other countries: “We privatized everything the state had. Everything was bought by foreign capital because we had no national capital to compete. The foreign companies almost always closed local businesses, which were not competitive, transforming them into distributors of foreign products and driving up unemployment. The experts of the World Bank and the IMF predicted that this would happen, but they told us: Now the influx of foreign investment will lead to the creation of new, competitive and technologically current businesses that will provide the foundations for a lasting, modern development. None of this happened for us.”

He believed so much on "wazungus experts" ...as long as they speak proper english they are bright and actually they are right ..poor Ex- president! too late to catch the train....
 
It is so sad that he used the little resources of poor Tanzanian and give them to foreigners experimenting on policies that could not work. He was too hard headed that he would not listen to advisers.

More Mkapa's confession:

There are countries in the South that have more or less graduated out of aid, such as India, China, Brazil and Malaysia, and there are others which will soon self-propel themselves out of aid dependence. In fact, aid was never a strong component in the development of either India or China. They have been reliant on their own domestic savings and the development of a domes- tic market through the protection of local enterprises and local innovation. They have opened themselves up in recent years to the challenge of globalisation and foreign competition only after ensuring that their own markets were strong enough. Brazil, on the other hand, was an aid-dependent country until only recently. Both Brazil and Malaysia have succeeded in ending their aid dependence through strong nationally oriented investment and trade policies. These included supporting and protecting the domestic market and export promotion, as well as the currency, fiscal and monetary policies that go with them.

In an earlier period, during the 1960s and 1970s, the so-called tiger economies of Korea, Singapore, Taiwan-China and Hong Kong ended their aid dependence mainly in the context of the Cold War. These countries were able to use the opportunity provided by the Cold War not only to draw substantial capital from the West, mainly the US, but also to build their production, infra- structural facilities (banking, finance, transport, communications, etc) and export capacity. They took advantage of the relatively open US market to export the products of their early manufacturing growth. They benefited from the fact that the US needed them to fight communism in that part of the world. This enabled them to initiate state-supported industrialisation without having to account to institutions such as the World Bank and the IMF, to import technology without having to pay huge fees for intellectual property rights, and to build strong reserve funds.

This book is not about them, although valuable lessons can be learnt from them. We are now living in a different period of history. This book is about countries that were neither able to take advantage of the Cold War period, nor had the benefit of a large domestic market and entrepreneurial class to develop an endogenous development strategy. We are therefore talking largely about the hundred or so countries that fall within the classification of least developed countries (LDCs), the middle-income countries that are not LDCs but are still struggling to become economically independent from foreign aid, and the vulnerable, small and island economies. Geographically, these countries occupy the huge land mass of Africa, large parts of Asia and Latin America, the Caribbean and the Pacific islands.

The message of this book needs to be seriously considered and debated by all those that are interested in the development of the countries of the South. If this means the rethinking of old concepts and methods of work, then let it be so.

Si sawa na kuchota maji na kuyajaza kwenye gunia halafu ukajisifu kuwa umechota maji mengi? Poor Tanzanians! Makaburi ya watu kama akina BW Mkapa yatakuja kutandikwa viboko siku za mbeleni (sijui kama makaburi nayo yana presidential immunity) watakapokuwa wanashuhudia mashimo yaliyoachwa na wakwapuaji wa madini toka nje ya nchi!

Mwizi tu huyu! Kafanya biashara akiwa Ikulu huku akituficha Watanzania. Kaiba mgodi wa Kiwira kwa kutumia wadhifa. Kakopa shilingi bilioni 7 toka NSSF hadi leo hajarudisha hata senti tano. Kauza nyumba za Serikali kwa bei ya bure kabisa ili apate zile alizokuwa anazimezea mate na sasa Serikali inaingia gharama kubwa za kuwapangishia nyumba Wafanyakazi kwa bei mbaya. Kuna haja ya wanachama wa NSSF waanze kuishinikiza management ya Shirika hilo kufuatilia deni hilo la shilingi bilioni 7 kutoka kwa fisadi Mkapa. Assets walizokwapua yeye na mkewe zinaweza kabisa kurudisha peza hizo.
 
Lakini nafikiri alikuwa bora kuliko huyu wa sasa toka Bagamoyo!

Ameshatubu na atumikie kifungo kwa kuuza nchi bila faida kwa wananchi na urudishe alizokwapua. Ati alikua na nia nzuri ila kadanganywa na IMF, ni mwongo huyu. Kudanganyika ukafuja mali za nchi au ukaiba ukishikwa ni jela tu. Ilibidi ikiwezekana hata ajitangulize mwenyewe jela.

Basi tu hivi karibuni hamna njia kwa kua CCM imeshika makali na bado wanaendeleza uzembe uleule katika kusimamia mali zetu.

Mpumbavu huyu. Wakati watu wakimwambia anaharibu mambo, yeye alijifanya anajua sana kufikiri na watanzania wengine wote eiti ni "wavivu wa kufikiri." Kumbe fikiri yake ilikuwa ni kufuata lolote lisemwalo na Bwana Mkubwa Mzungu bila hata kulichambua- shenzi kabisa. Huyu jamaa mimi namsubiri pale Golgota asulubiwe mbele ya umma aliouachia mateso makubwa.
 
Si afadhali kama kweli tungebinafsisha kila kitu kwa foreign companies! TBL, TCC, Tanzania Tobaco Processors, Kilombero sugar labda ndio vimeenda kwa wageni na vinaendelea kudunda vizuri.Vipi kuhusu hivi viwanda vilivyogeuzwa magodown huku pugu road?Angalia leo Mtibwa jinsi wananchi wanavyolima miwa na kukiuzia kiwanda ambacho hakiwalipi au kinakataa kununua miwa yao!Kuna vile viwanda pale Morogoro kama Polyster, ngozi, Canvas etc vinavyofanya kazi? Urafiki sijui inaendeleaje?
Kwenye ubinafsishaji, Mkapa alikuwa najua nini anafanya na hata balaa yake pia.
