NATO and Libya - Operation Unified Protector

On March 27, NATO Allies decided to take on the whole military operation in Libya under United Nations Security Council Resolution 1973. The purpose of Operation Unified Protector is to protect civilians and civilian-populated areas under threat of attack. NATO will implement all military aspects of the UN Resolution.

All NATO Allies are committed to fulfill their obligations under the UN resolution. Since the resolution was passed on March 17, Allies have moved swiftly and decisively to enforce the arms embargo and no-fly zone called for in the resolution, and to take further measures to protect civilians and civilian populated areas from attack.

NATO is impartial in this operation. The UN Security Council Resolution applies to all sides.

NATO is taking action as part of the broad international effort and looks forward to working with its partners in the region. The handover of operations to NATO from the coalition will be carefully coordinated to make sure that de-confliction is assured and that full military coverage is maintained throughout.

Background and timeline

Following the popular uprising which began in Benghazi on 17 February 2011, the United Nations (UN) Security Council adopted Resolution 1970. This institutes an arms embargo, freezes the personal assets of Libya's leaders and imposes a travel ban on senior figures.

On 8 March, with international concern over the Libyan crisis growing, NATO stepped up its surveillance operations in the Central Mediterranean, deploying AWACS aircraft to provide round-the-clock observation. These "eyes in the sky" give NATO detailed information of movements in Libyan airspace.

On 10 March, NATO Defence Ministers supported SACEUR's decision to have alliance ships move to the same area to boost the monitoring effort.

On 17 March, the UN Security Council adopted Resolution 1973, authorising member states and regional organisations to, inter alia, take "all necessary measures" to protect civilians in Libya.

On 22 March, NATO responded to the UN call by launching an operation to enforce the arms embargo against Libya. On 23 March, NATO's arms embargo operation started.

NATO ships and aircraft are operating in the Central Mediterranean to make sure that the flow of weapons to Libya by sea is cut off. They have the right to stop and search any vessel they suspect of carrying arms or mercenaries.

The NATO ships will not enter Libyan territorial waters. NATO has no intention of deploying land forces anywhere in Libyan territory.

On 24 March, NATO decided to enforce the UN-mandated no-fly zone over Libya. The UN resolution called for a ban on all flights, except those for humanitarian and aid purposes, in Libyan airspace, to make sure that civilians and civilian populated areas cannot be subjected to air attack.

Kitu ambacho kinanisikitisha ni unafiki wa UN na nchi za magharibi. Angalia mkutano ulioko London kuhusu Libya, Waafrika na Waarabu hawana lao na wala hawasikilizwi yote yana amuliawa na US, UK an France. Lakini yote haya yanakuja sababu hakuna viongozi wa maana katika nchi hizi.

When unrest exploded in Libya last month, Khamis Gadhafi--the youngest son of the country's embattled leader Muammar Gadhafi--wasn't around. He was on an internship program in the United States.

Khamis, who runs Libya's special forces, quickly returned to his home country, where he has led a military unit that has brutally suppressed rebel forces.

The internship, which lasted a month, was sponsored by AECOM, a Los Angeles-based global engineering and design company that has been working with the Libyan regime to modernize the country's infrastructure. Khadis made stops in San Francisco, Colorado, Houston, Washington, and New York City, meeting with high-tech companies (including Google, Apple, and Intel), universities, and defense contractors like Northrop Grumman and Lockheed Martin. While in the Big Apple, Khamis even took in the Broadway show "Mamma Mia."

News of Khamis's internship, which was approved by the State Department, was first reported by ABC News.

Since coming home, Khamis appears to have played a key role in helping his father's regime in its violent campaign to quell the uprising. He has led the elite 32nd Reinforced Brigade, known at the Khamis Brigade, which reportedly has been involved in brutally suppressing rebel forces.

Vice Adm. William Gortney of the Joint Chiefs of Staff described the Khamis Brigade, whose headquarters were the target of U.S. Tomahawk missiles, as "one of the most active in terms of attacking innocent people."

On Monday night, Libyan television showed Khamis dressed in his military uniform and greeting people at his father's Tripoli compound.
A spokesman for AECOM told CNN that the company was "shocked and outraged" to learn of Khamis' military role.

AECOM added in a statement: "The educational internship, which consisted of publicly available information, was aligned with our efforts to improve quality of life, specifically in Libya, where we were advancing public infrastructure such as access to clean water; quality housing; safe and efficient roads and bridges; reliable and affordable energy; and related projects that create jobs and opportunity."

This isn't the first time that Gadhafi's sons--and their ties to the west -- have hit the headlines. As we've written, the regime was embarrassed after Wikileaks cables shed light on the lavish New Year's parties that another son, Muatassim, has held on the Caribbean island of St. Barts, at which Mariah Carey, Usher, and Beyonce have all been paid to perform. And the current crisis also has spotlighted the Libyan leader's own personal eccentricities.
