Mama Tibaijuka ameondoka Mlimani akiwa ni Professor..Mama Migiro ameondoka pale mlimani akiwa Senior Lecturer. Migiro ana PhD ya Sheria Konstanz, Mama Tibaijuka ana PhD ya uchumi huko Sweden. Kwa hiyo wote ni wasomi.

By the time, mama Tibaijuka anaondoka mlimani alienda Geneva kama Director kwenye UN kwenye kitengo cha nchi zinazoendelea. mpaka kuwa appointed kuwa Director wa UN-HABITAT ilikuwa ni Promotion ambayo alipewa baada ya kukiimarisha kile kitengo cha makazi. Utumishi wake UN umekuwa based on merit na promotion. (as attested na Kofi Anan mwenyewe wakati anawaomba General Assembly wai-upgrade ile UN-HABITAT kuwa full fledged UN Institution based in Nairobi!).

Hivi jamani kama hapa siyo kudanganyana...wengi hapa mama Migiro wameanza kumfuatilia career yake baada ya Mkapa kumpa uwaziri 2000. Na Kikwete kumpa Ministry of Foreign Affairs. Otherwise..she was just another lecturer pale Mlimani ambao wengi "tu"lipita mikononi mwake. Which ofcourse doesnt diminish her ability to lead.

Please people, while I admire mama Migiro, still I believe we can discuss her achivements bila kudistort record ya mama Tibaijuka. Ban Ki Moon mwenye mpaka leo ana kashkashi kwamba wengi wanamuona the most failed UN DIPLOMAT! Can you imagine..the guy went to Yangoon to meet Aung San Sukyi..akarudi mikono mitupu..next week..senator from US akakubaliwa kukutana na Aung Sukyi?..mfano kama huu unatuonyesha kwamba....success au failure katika UN ziko relative.

With due respect: Mama Migiro should EARN her credibility. Msitake kutupa hii longo longo. Though ultimately, was she to stand for a public office, I would definitely give her my vote.

Anna Tibaijuka is the first African woman elected by the UN General Assembly as Under-Secretary-General of a United Nations programme.

In July 2000 she was appointed by Secretary General, Kofi Annan as Assistant-Secretary-General and Executive Director of the former United Nations Centre for Human Settlements (UNCHS), the UN agency for the built-up environment and urban development headquartered in Nairobi, Kenya. She is credited with raising awareness about the global challenge of chaotic urbanization, inspiring a new strategic vision, and significantly enhancing the organization's performance, management and image. These efforts restored donor confidence and the overall credibility of the organization, resulting in its upgrading into a full-fledged United Nations Programme on Human Settlements (UN-HABITAT) by the General Assembly in December, 2001. She was in turn elected in December 2002 by the General Assembly as the first Executive Director of the new UN-HABITAT programme at the level of Under Secretary General.

Mrs. Tibaijuka joined the United Nations Conference on Trade and Development, UNCTAD, in Geneva, in 1998 as Director and Special Coordinator for the Least Developed, Land-locked and Island Developing Countries. She was in charge of capacity building in their trade negotiations in the World Trade Organization, and assisted LDCs, for the first time ever, to forge a coherent and united negotiating position for their special trade interests.

She has served as a Member of the Commission for Africa established by British Prime Minister Tony Blair which resulted in the cancellation of multilateral debt for several African countries by the G8 Summit in 2005 at Glen Eagles, Scotland.

In July 2005 the Secretary General appointed Mrs. Tibaijuka as his Special Envoy on Human Settlements Issues in Zimbabwe following massive evictions of the poor in urban areas.

She is currently a member of the World Health Organization Commission on the Social Determinants of Health, and is also a member of the Advisory Board of the Commission on the Legal Empowerment of the Poor, co-chaired by the former US Secretary of State, Ms. Madeleine Albright, and the Peruvian economist Hernando de Soto.

In its unanimous decision to re-elect Mrs. Tibaijuka for a second term as Executive Director of UN-HABITAT, the General Assembly noted her success in forging strategic partnerships with financial institutions for follow-up investment in housing and urban infrastructure. These include the UN-HABITAT $570 million agreement with the African Development Bank and $500 million agreement with the Asian Development Bank.

In 1996 she founded Barbro Johannson Girls' Education Trust (Joha Trust) that advocates for quality girls' education in Tanzania and Africa and operates a model secondary school for poor girls, mostly orphans.

She is winner of several awards including honorary Doctorate degrees conferred by:

Herriot Watt in Scotland

DR. ASHA-ROSE MIGIRO

Dr. Asha-Rose Migiro of Tanzania took office as Deputy Secretary-General of the United Nations on 1 February 2007. She is the third Deputy Secretary-General to be appointed since the post was established in 1997.

Career Highlights

Dr. Migiro served as Minister of Foreign Affairs and International Cooperation from 2006-2007 -- the first woman in the United Republic of Tanzania to hold that position since its independence in 1961. Before that, she was Minister for Community Development, Gender and Children for five years.

As Foreign Minister, Dr. Migiro spearheaded Tanzania 's engagement in the pursuit of peace, security and development in the Great Lakes Region. She served as Chair of the Council of Ministers' meetings of the International Conference of the Great Lakes Region, a process that culminated into a Pact on Security, Stability and Development in the Great Lakes Region.

Dr. Migiro was also Chair of the Southern African Development Community (SADC) Ministerial Committee of the Organ on Politics, Defense and Security Cooperation and President of the UN Security Council during its open debate on peace, security and development in the Great Lakes Region. As Chair of the SADC Organ,

Dr. Migiro coordinated SADC assistance to the democratic process, including elections, in the Democratic Republic of the Congo (DRC), as well as support for national elections in Zambia and Madagascar . At the time of her appointment, she was chairing an important SADC Ministerial Troika Meeting ahead of the national elections in the Kingdom of Lesotho .

Prior to Government service, Dr. Migiro pursued a career in academia. She was a member of the Faculty of Law at the University of Dar -es-Salaam, where she rose to the rank of Senior Lecturer. She headed the Department of Constitutional and Administrative Law from 1992 to 1994, and the Department of Civil and Criminal Law from 1994 to 1997. Her work was published widely in local and international journals.

Dr. Migiro served as a member of Tanzania 's Law Reform Commission in 1997 and as a member of the UN Committee on the Elimination of Discrimination against Women in 2000.

Education

Dr. Migiro obtained a Master of Laws from the University of Dar-es-Salaam in 1984 and a Doctorate in law from the University of Konstanz in Germany in 1992.

Personal

Dr. Migiro was born in Songea , Tanzania , on 9 July 1956. She is married to Professor Cleophas Migiro and has two daughters. In addition to English, she speaks Kiswahili, basic French and German.

The post of Deputy Secretary-General was established by the General Assembly at the end of 1997 as part of the reform of the United Nations, to help manage Secretariat operations and to ensure coherence of activities and programmes. The purpose was also to elevate the Organization's profile and leadership in the economic and social spheres.


The General Assembly, decided to establish the post of Deputy Secretary-General as an integral part of the Office of the Secretary-General. The details were set out in Addendum 1 to the report of the Secretary-General and in the statement made by the Secretary-General on 4 November 1997 to the open-ended informal consultations of the General Assembly on United Nations reform. The item was entitled: measures and proposals, without prejudice to the mandate of the Secretary-General as provided by the Charter of the United Nations and, in accordance with the existing system of decision-making. Responsibilities delegated by the Secretary-General, to the Deputy Secretary-General included the following:

(a) To assist the Secretary-General in managing the operations of the Secretariat;
(b) To act for the Secretary-General at United Nations Headquarters in the absence of the Secretary- General and in other cases as may be decided by the Secretary-General;
(c) To support the Secretary-General in ensuring inter-sectoral and inter-institutional coherence of activities and programmes and to support the Secretary-General in elevating the profile and leadership of the United Nations in the economic and social spheres, including further efforts to strengthen the United Nations as a leading centre for development policy and development assistance;

She is credited with raising awareness about the global challenge of chaotic urbanization, inspiring a new strategic vision, and significantly enhancing the organization’s performance, management and image. These efforts restored donor confidence and the overall credibility of the organization, resulting in its upgrading into a full-fledged United Nations Programme on Human Settlements (UN-HABITAT) by the General Assembly in December, 2001. She was in turn elected in December 2002 by the General Assembly as the first Executive Director of the new UN-HABITAT programme at the level of Under Secretary General.

Mrs. Tibaijuka joined the United Nations Conference on Trade and Development, UNCTAD, in Geneva, in 1998 as Director and Special Coordinator for the Least Developed, Land-locked and Island Developing Countries. She was in charge of capacity building in their trade negotiations in the World Trade Organization, and assisted LDCs, for the first time ever, to forge a coherent and united negotiating position for their special trade interests.

She has served as a Member of the Commission for Africa established by British Prime Minister Tony Blair which resulted in the cancellation of multilateral debt for several African countries by the G8 Summit in 2005 at Glen Eagles, Scotland.

In July 2005 the Secretary General appointed Mrs. Tibaijuka as his Special Envoy on Human Settlements Issues in Zimbabwe following massive evictions of the poor in urban areas.

She is currently a member of the World Health Organization Commission on the Social Determinants of Health, and is also a member of the Advisory Board of the Commission on the Legal Empowerment of the Poor, co-chaired by the former US Secretary of State, Ms. Madeleine Albright, and the Peruvian economist Hernando de Soto.

In its unanimous decision to re-elect Mrs. Tibaijuka for a second term as Executive Director of UN-HABITAT, the General Assembly noted her success in forging strategic partnerships with financial institutions for follow-up investment in housing and urban infrastructure. These include the UN-HABITAT $570 million agreement with the African Development Bank and $500 million agreement with the Asian Development Bank.

In 1996 she founded Barbro Johannson Girls’ Education Trust (Joha Trust) that advocates for quality girls’ education in Tanzania and Africa and operates a model secondary school for poor girls, mostly orphans.

She is winner of several awards including honorary Doctorate degrees conferred by:

She is a Foreign Member of the Royal Swedish Academy of Agriculture and Forestry and the International Center for Tropical Agriculture.
