Kampuni ya Total imefanya maamuzi ya kuhusika kwenye ujenzi wa bomba la mafuta la Kenya. Hii ni hatua chanya maana bomba likikamilika itakua rahisi kwa Sudan kuunga na kulitumia pia, na litaongeza shughuli kwenye safu ya LAPPSET ambayo Ethiopia wanaisubiri kwa hamu.

Huu mchezo hautaki hasira, unachezwa chini kwa chini tu hadi hatima yake.

French firm Total SA has committed to invest in the Lokichar-Lamu pipeline, boosting Kenya’s efforts to develop its own oil fields and realise its ambition of joining the league of oil exporters.
The deal was brokered in Nairobi on Tuesday during a meeting between President Uhuru Kenyatta and Total’s executive committee member and president for marketing and services Momar Nguer.

State House spokesperson Manoah Esipisu said the French firm has been cleared to buy shares in Maersk Oil blocks in Kenya after it committed to developing the Lokichar to Lamu oil pipeline as the only evacuation route for Kenya’s crude oil.
“Following Total SA’s commitment, the government has consented to a proposed acquisition of the issued and to-be-issued share capital of Maersk Oil Exploration International (Mogas Kenya) in respect of Blocks 10BA, 10BB and 13T,” said Mr Esipisu.

The deal represents an about-turn almost two years after Total ditched the Kenyan route in favour of the Uganda-Tanzania option for evacuation of crude oil from East Africa’s oil fields.

It also presents the East African region with the prospect of having two crude oil pipelines, one running from Kenya’s Turkana oil fields to Lamu Port and the other from Western Uganda to Tanzania.
Uganda and Kenya are the only countries with crude oil in the region. Uganda’s proven recoverable reserves are estimated at two billion barrels while Kenya’s is at 750 million barrels.

“Kenya is optimistic that the entry of Total into the Joint Venture will strengthen the financial resources and technical competence that is required to accelerate the development of the resources in these blocks,” said Mr Esipisu.

“President Kenyatta said his administration would accord support to Mogas Kenya and Total SA, and indeed other private sector players that are keen to develop the country’s resources with the goal of delivering shared prosperity,” he said.

In early 2016, Total opted for the Uganda- Tanzania route after it expressed concern over the security of the infrastructure running through the ‘wild’ North and North Eastern Kenya.

Total was reportedly influenced by a security report compiled by an unnamed non-governmental organisation.

The report is said to have warned of high risk of attacks by Al shabaab terrorists within the Kenyan territory, prompting Total to opt out.

Faced with the prospect of an endless wait, Uganda later decided to build its crude oil pipeline through Tanzania’s Tanga port, leaving Kenya to its own devices.


Uganda and Tanzania launched construction of the 1,445-kilometre crude oil pipeline last year with Total as one of the three participating private firms.

Officials estimate that the $3.35 billion project could be ready by end of next year.

Kenya, has on the other hand been toying with a short term plan to have its Turkana crude oil transported by trucks and standard gauge railway to Changamwe jetty before shipping to international markets.

Kenya had initially set itself an ambitious target of getting its crude to the international market before August 8, 2017 General Election but later postponed the plan indefinitely over logistical challenges.

Geza unakumbuka ile thread ulikuwa unasema eti pipeline ya Kenya lazima ishikane na Uganda. Wakenya wote kwa hii forum wakakueleza kuwa hiyo haiwezi fanyika kamwe. The argument lasted kama wiki nzima. Sasa jionee mwenyewe. Usijifanye kama unaifahamu Kenya vizuri. Ukweli ni kwamba hauifahamu KE vizuri.

Theory yangu ni kwamba Wakenya wanapenda nchi yao sana na hawawezi kamwe kufanya jambo linaloweza kushusha hadhi yao.Ukitupilia mbali corruption na tribalism, Wakenya bado wanapenda nchi yao ndio maana tuko na amani ilhali nchi zingine hazina amani. KE kuunganisha pipeline na Uganda ni jambo la aibu sana kwetu. Current crude price for heavy oil $65/barrel, but lets use a flat rate of $60/barrel.

60x750 million barrels that's $45Billion USD

The pipeline to Lamu + oil depo = $2.5B
Taxes and fee charges of lets say $15/barrel will be somewhere near $15B .
Other logistical expenses like electricity, insuarance,salaries =$2B

That will leave at least $26.5B as profit for the oil companies, which makes it a worthy investment , this is before the possibility of S.Sudan joining also there could be more oil discoveries near Lamu.

Remember we also plan to buy oil blocks from tullow and total , so there could be more profits for us

Now with the turn of events by Total SA committing to build the pipeline from Lokichar to Lam; the Hoima-Tanga project is at the great risk of being abandoned. There is no way Total SA will commit to build two parallel pipelines all ending up in the Indian Ocean almost at the same time. Now the biggest disappointment will occur when cost-benefit analysis is done. Total SA will return higher dividend when it combines two pipelines for the benefit of economies of scale, secondly it will have used its resources wisely devoid of duplication. Lastly it was natural for oil from Hoima and Lokichar to travel to Indian Ocean on the same infrastructure. Its purely economics. Some people should prepare for the biggest disappointment of the century, i hope am wrong but i fear i may be right.
 
Bomba la Lokichar - Lamu ni kama story za kujifurahisha tu za kijiweni, ukweli ni kwamba oil reserve ya Kenya iliyogundulika bado ni ndogo sana kwa yoyote kuwekeza kwa bomba. Mlidanganywa kuhusu kusafirisha kwa malori ikapotea kimya kimya, sasa mnaanza kudanganywa kujengewa bomba wakati ni wazi hakuna aliye na akili timamu atakubali hilo.

Kitu kikubwa ambacho viongozi wa Kenya hawajui ni ubinafsi wao utaongeza gharama sana za hii biashara ya uchimbaji mafuta na gesi. Uganda 2019 kupitia TOTAL wanategemea kuanza uchimbaji wa zaidi ya visima 400 vya “production wells”. Tz 2019 inategemea kumalizania commercial agreement na FEED za LNG, Kenya wao waendelee kushangalia uwekezaji wa 100mil USD za Tullow halafu tuone baada ya miaka 10 itakuwaje.

Mimi wala sijazungumzia kuhusu pipeline, ninachozungumzia ni jinsi vyombo vya habari vya Kenya kupenda kuzungumza uongo ili tu kuonyesha kwamba Kenya mambo ni mazuri na kujaribu kushusha nchi zingine.

Katika hili la viwango vya mafuta vilivyogunduliwa kati ya Kenya na Uganda, jionee jinsi waandishi wenu wanavyoandika habari za uongo, Uganda imegundua 6.5B barrels, lakini recovable ni 2B, pekee. Kenya imegundua 800M barrels lakini recovable ni 750M barrels, Uganda recovable ni 33% na Kenya ni 95%.

Kuhusu uzalendo na kuipenda nchi, hiyo ni kawaida ya binadamu yeyote duniani, ila uzalendo huo haupaswi kuingilia biashara na uchumi, kama hesabu za uchumi zinakataa lakini mkalazimisha miradi kwa sababu za uzalendo, ukabila, rushwa au vinginevyo, I promise you hiyo miradi haitozalisha faida na itakufa tu, sisi tunauzoefu sana ya kuanzisha miradi kwa misingi ya uzalendo chini ya mfumo wa ujamaa, tunajua kilichotokea.

Kwahiyo hizi $3.5B ambazo tayari TOTAL wameshazitoa na mradi wa ujenzi umeanza wataachana nazo?, wakifanya hivyo tutaendelea na ujenzi ili tupitishie gas yetu hadi Uganda, tutawashukuru sana kwa kutusaidia kutujengea gas pipeline to Uganda
