Kwa hiyo badala ya serikali kuwaunga mkono kwa dhati, kukawepo na uhusiano wa mashaka. Pia nia ya mmoja wa waasisi na Kiongozi wa NICOL wakati huo kujiandaa kugombea ubunge katika jimbo ambalo angepambana na shemeji wa Mtawala wetu yalikaribisha misuguano baridi na Serikali. Mwisho wa yote NICOL haikuweza kuandikisha hata nusu ya waraka wa matarajio (Prospectus). Wakapewa muda wa nyongeza lakini bado hawakufikia nusu. Nawashukuru waasisi wake maana miaka hiyo ya 2005 walinipa kibarua kama karani wa uhamasishaji wa manunuzi ya hisa za NICOL pale mlimani. Fursa hii ilinipa nafasi ya kushuhudia uelewa wetu juu ya masuala ya hisa na masoko ya hisa. Kama ulivyosema C.T.U uelewa wetu juu ya masoko ya mitaji, amani na hisa uko chini sana. Nilipita kila corridor, kila idara na kila ofisi pale mlimani. Nami nikiwa ndo nimefunuliwa kujua mambo ya hisa, sikushangaa sana kubaini uelewa wa wanafunzi wa masomo ya Biashara katika maeneo haya bali niliuzunika kutumia muda mwingi kuwaelimisha watu waliokuwa kwenye idara ambazo watu wake wanahusika moja kwa moja na tasnia hii.
Kwa mtazamo wangu kuiachia serikali ianzishe Private Mutual Funds litakuwa kosa la kiufundi. Chombo cha Sekta Binafsi lazima kianzishwe na Sekta Binafsi, Kiendeshwe na Kumilikiwa na Sekta Binafsi. Serikali iwajibike tu kuweka frameworks. Maana chombo kikiisha kuwa Public Limited Company (PLC) lazima Serikali ichukue jukumu lake kulinda maslahi mapana ya umma.
Mkuu, ulichokisema ni kweli ila umesahau kuwa tatizo kubwa ambalo linachangia kwa Tanzania ni kuwa na wataalamu wachache kwenye suala la uwekezaji na hili ndio linachangia matatizo yote na vitu vyote ulivyo vitaja hapo juu.C.T.U
Nimekuwa nikiuliza na kujiuliza kama Tanzania tuna Private Sector Pension Scheme na kote nilikouliza sijapata majibu. Nimehoji pia kama Sheria zetu hasa ya Social Security Act na Capital Markets and Securities Act kama zinatoa fursa hii.
Hoja uliyoleta Mkuu C.T.U ni muhimu kuliko watu watakavyoichangia. Tunapohamasisha ubia kati ya sekta ya umma na sekta binafsi, mambo makuu ambayo Sekta ya umma popote duniani inayoyatarajia kuyapata kutoka Sekta binafsi la kwanza kabisa ni pesa/mitaji ya kuendeshea miradi, mengine ni teknolojia, na ujuzi wa kusimamia na kuendesha utoaji wa huduma za umma.
Kwa uchanga wa Sekta binafsi ya Tanzania ni dhahiri kwamba bila jitihada ya maksudi tunaweza kujikuta huu ubia unageuka kuwa Public-Foreigners-Partnership na hivyo kuleta tofauti ndogo sana kati ya athari za Ubinafsishaji (Privatization) na Ubia (PPP). Na kwa mifano michache hili limeanza kujitokeza. Mfano nani ameona mbia kutoka Sekta binafsi ya Tanzania ameshiriki kwenye uwekezaji wa miradi michache ifuatayo:
Lipo tatizo la ushirikishwaji lakini pia lipo tatizo la Uwezo wa sekta binafsi yetu kimitaji na kiujuzi. Bado sekta ya umma haijatambua kuwa imeruhusu zama za dola kuhodhi uchumi kuwa zilipendwa na wakati huohuo bado sekta binafsi Tanzania haijafahamu uwepo wa fursa ya kuchukua majukumu ya sekta ya umma katika kuendesha miundombinu na kutoa huduma za umma.

Ukijaribu kuliangaza kwa undani tatizo la mitaji ni kubwa zaidi ya mengine na lina athari mbaya sana kwa deni la Taifa katika siku zijazo. Katika mazingira ya PPP niliyozungumzia ni kama hakuna local financial instruments za kuweza kufadhili miradi mikubwa. Miradi ya PPP ni miradi inayohitaji mikopo/mitaji mikubwa inayotumia kipindi kirefu sana katika marejesho (>25 years). Window nyingi zilizopo kwenye taasisi za kifedha nchini ni zile zinazoiva ndani ya muda mfupi. Hakuna taasisi yenye Uwezo wa kukopesha mathalani TZS bilioni 200-300 kwa miradi kama kumi mfululizo ambazo zitalipwa kwa miaka 20. Je, nini athari ya uchumi wa nchi kuwa na mitaji/mikopo mingi iliyotolewa na taasisi za nje, kufadhili makampuni ya nje katika kuendesha miradi ya ndani?
Wazo uliloleta ni moja ya mawazo mazuri ambayo binafsi naafikiana nayo. Ni wakati sasa tuwe na mifuko ya makabwela itakayosaidia katika uwekezaji mkubwa. Tuboreshe sheria zetu za masoko ya mitaji na dhamana (Capital Market and Securities) ziwe kichocheo za Sekta binafsi kujifunza utamaduni wa kuweka hazina (Savings).
Hakuna kitu kimekuwa kikiniuma katika miaka ya hivi karibuni hapa JF kama mada za maana kama hii kukosa wachangiaji.

[TD] The long standing wrangle in the top leadership of the National Investment Company Limited (NICOL) involving one of its former directors, Reginald Mengi, was laid to rest last week during the extra-ordinary meeting of the shareholders held in Dar es Salaam.
Mengi who is IPP Executive Chairman, was alleged to have pushed NICOL to acquire shares in a Moshi based pharmaceutical factory, Inter-chem Pharmaceutical and Beverages Limited (IPBL) in which his younger brother owned shares. ...."Yes, the issue generated a lot of storm in the Board and Mengi was even accused of being jealous of his brother by seeking to undermine him," Dr Kaunda said, adding that the decision to invest in the pharmaceutical factory was nonetheless pushed through by the Board, prompting Mengi's resignation from the NICOL Investment Committee.
Records some of which were made available at the shareholders' meeting show that .....On August 3 2007 Mengi resigned from the chair of NICOL's Investment Committee following his prolonged opposition to NICOL's investment in the pharmaceutical firm alluding conflict of interest – in that his younger owned shares in it.
In his resignation letter to NICOL Board Chairman, Mengi, among others, bitterly criticized the manner the IPBL investment was pushed through saying the investment proposal was not even submitted to the Investment Committee as it was required. In other words, Mengi said in his letter of resignation, the proposal was "approved by the Board without the recommendation of the Investment Committee of which I am the Chairman." .........on September 3 2009 Mengi officially resigned as director of NICOL Board. However Mengi continued to remain a NICOL's shareholder.
One shareholder, Judge Mark Bomani stood up and said after all the issue of NICOL's plan to buy shares was not even presented to the Investment Committee which Dr Mengi chaired.
"This alone exonerates Dr Mengi and the committee from any involvement in pushing the deal through," said Judge Mark Bomani, who was also former Attorney General.
Judge Bomani who was member (director) of the first NICOL Board and its Vice Chairman said he resigned from the Board due, to among other reasons, the controversy surrounding NICOL's investment in IPBL.
Another NICOL shareholder Athumani Ramadhani Athumani even begged Mengi to use his business experience to supply his experts to advise NICOL so as to see it overcome its present challenges.[/TD]

[TD]Kampuni ya Taifa ya Uwekezaji (NICOL), imemsafisha mfanyabiashara maarufu nchini, ambaye ni Mwenyekiti Mtendaji wa kampuni za IPP, Reginald Mengi kuhusu tuhuma za kuidhoofisha kampuni hiyo. Mwenyekiti mpya wa Bodi ya NICOL, Gideon Kaunda na mmoja wa waanzilishi wa kampuni hiyo, Jaji msataafu Mark Bomani wamemsafisha Mengi katika Mkutano Mkuu wa wanahisa uliofanyika Dar es Salaam, mwishoni mwa wiki iliyopita.
Awali kabla ya kusafishwa, Mengi alitishia kuondoka mkutanoni iwapo Mwenyekiti hangemweleza msimamo wa NICOL kuhusu tuhuma zilizokuwa zikielekezwa kwake kwamba ameiua kampuni hiyo.
"Mengi yameelezwa mitaani kwamba Mengi kaua NICOL. Kama bado hayo yapo niombe mamlaka niondoke hapa [mkutanoni]," alisema Mengi na kuendelea:
"Yaliyoelezwa kuhusu mimi ni uongo. Wanasiasa wameingilia, Naibu Waziri mmoja ameshiriki kueneza habari hizo, sasa hali hiyo inanipa shida, nataka kujua hali ilivyo juu yangu ndani ya NICOL nione kama ninaendelea kukaa, au nitoke."
Akijibu hoja hiyo, Kaunda alisema kitendo cha Mengi kuhudhuria mkutano huo (kama mwanahisa) kinadhihirisha kwamba yaliyosemwa juu yake ni ya uongo.
"…mimi sikubaliani na shutuma hizo, vyombo vya habari vina matatizo yao, sina tatizo na Mengi ni mwanahisa na mwanzilishi wa NICOL, hilo naomba tuliache na tutoke hapa tumelielewa vizuri," amesema.
Naye Jaji Bomani katika kumtetea Mengi alisema: "Ninapenda kumsafisha Mengi, alikuwa Mwenyekiti wa Kamati ya Uwekezaji [ya NICOL]. Aliposikia tuhuma zinazomkabili aliandika barua ya kujiuzulu."
Kwa upande mwingine, Kaunda ameuambia mkutano huo kwamba malumbano baina ya wanahisa wa NICOL yamesababishwa na uozo wa uongozi wa zamani wa kampuni hiyo.
Baada ya majadiliano, mkutano huo wa wanahisa wa NICOL umeazimia kwamba Mwenyekiti wa zamani wa kampuni hiyo, Felix Mosha alazimishwe kukabidhi ofisi viongozi wapya washike hatamu.
"Mosha akishindwa kuachia ngazi na kukabidhi ofisi kwa hiari tutamtoa kwa lazima kuiokoa NICOL," amesisitiza Kaunda.
Inaelezwa Mosha ameongoza NICOL kwa kipindi cha miaka 10 huku kampuni hiyo ikikabiliwa na matatizo lukuki ikiwamo hasara ya Sh bilioni 9.874 kati ya mwaka 2007 na 2009.[/TD]

Hata mie naona ni udhaifu mbaya unaoua moyo wa uwekezaji kwa CMSA siku hizo kushindwa kuwachukulia hatua wahusika. Hata majuzi vitabu vyao vya mahesabu vilikuwa na misleading information lakini DSE bado ikaishia kurushiana maneno badala ya kuwachukulia hatua. Mambo yaleyale yametokea kwa Precision Air kuingia IPO ikiwa na mahesabu yenye warakini! CMSA na DSE inabidi waongeze umakini na udhibiti katika kusimamia Sheria ya Uwekezaji wa Pamoja, Sheria ya Masoko ya Hisa na Mitaji ama sivyo watu watapoteza imani kabisa na masoko ya dhamana na hisa.
