NAIROBI, Kenya, – Jubilee's Ekwe Ethuro has been elected as the Speaker of the Senate after beating his rival Farah Maalim of CORD by nine votes.
Ethuro garnered 38 votes against Maalim's 29 during a second round of voting after members failed to get a clear winner in the first round.

The Clerk of the Senate Jeremiah Nyegenye ordered a second round when Ethuro got 35 votes against Maalim's 31.

The law requires a candidate to garner a two-thirds majority to be declared winner in the first ballot.

"Maalim Farah 29, Ethuro David Ekwe 38. Honourable Senators, pursuant to Standing Orders 7 paragraph 4 I now declare Ethuro David Ekwe to be duly elected as the Speaker of the Senate," he declared.

A simple majority suffices in the second round pitting the first and second candidate who get the highest votes in the first election.
Ethuro was then sworn in and vowed to strictly adhere to the law while discharging his duties as Speaker.

"I David Ekwe Ethuro having been elected as the Senate Speaker swear in the name of God to be faithful to the people of Kenya. That I will undertake my duties as the Speaker of the Senate with due diligence and that I will obey respect, uphold, preserve protect and defend the Constitution of Kenya," he stated.

He lauded his opponents for upholding the rule of law during the ceremony.

"Honourable members, I feel greatly honoured for be elected to the position of Speaker of the Senate. I am humbled by the immense confidence and the task that you have bestowed on me. I also would like to salute my opponents for their high degree of democracy," he pointed out.
He stressed the importance of the work ahead and underscored the need for everyone to join hands and work together.

"Given the high expectations that the people of Kenya have in the devolved system of governance, there is little or no option for us to succeed. Devolution is envisioned to meet the challenge to take resources to the people. The primary mandate of the Senate as per article 96 of the Constitution will be to represent the counties and serve them," he observed.

After being elected, Ethuro presided over the election of the Deputy-Speaker where Amani's George Khaniri was pitted against Jubilee's Kembi Gitura.
They each had no two-thirds majority in the first round of voting with Gitura leading with 38 votes against Khaniri's 29 forcing Ethuro to order a second round of polling which was decided by a simple majority.

In second balloting, Senator Gitura emerged the victor after getting 38 votes against Khaniri's 29.

"Standing Order 7 paragraph 4 requires that the candidate who receives the highest number of votes in the fresh elections shall be declared elected as the deputy speaker. Senator Khaniri George Munyasa 29 votes, Senator Kembi Gitura James, 38 votes. Pursuant to that, I now wish to declare Kembi Gitura James as the duly elected deputy speaker," he announced.

The roles of the Kenya Senate under the Constitution will be to debate and approve county bills and further determine the allocation of national revenue to be distributed according to the counties.

It will also represent the interests of the counties at the national level and consider and determine the resolution of impeachment of the president or his deputy.

KICC will temporarily host the Senate as renovation works continue at the Old Chamber in Parliament Buildings.

The National Alliance party’s Kembi Gitura is the Deputy Senate Speaker. Gitura was declared Deputy Senate Speaker today after garnering 38 votes against UDF’s Khaniri’s 29 votes.
The Jubilee alliance has clinched both the Speaker and the Deputy Speaker seats after the alliance’s Ekwe Ethuro was also elected Speaker earlier today. Ethuro garnered 38 votes beating Cord coalition’s Farah Maalim who garnered 29 voters.

Muturi emerged the winner after two rounds of voting that saw him clinch the final round with 219 votes against Cord coalition's Kenneth Marende's 129 votes. Marende lost the first round of voting garnering 144 votes to Muturi's 202 votes.

Two votes were counted as spoilt. The former Siakago Member of parliament was the Jubilee coalitions first choice for the parliamentary speakers seat during a closed door meeting in Naivasha early this week.

The Jubilee coalition holds the majority of seats in the National assembly. Muturi was sworn in immediately the results were announced.

NAIROBI, Kenya, – President- elect Uhuru Kenyatta's Jubilee Alliance candidate Justin Muturi has been elected Speaker of the eleventh National Assembly of Kenya.

"I now declare Muturi Justin Bedan Njoka Speaker of the National Assembly and I direct the Sergeant at Arms to search for the said Muturi to appear for swearing in," the Clerk of the National Assembly Justin Bundi said soon after the election.

Muturi took his oath of office after garnering 90 more votes than his closest competitor, immediate former National Assembly Speaker, Kenneth Marende.

"I will obey, respect, uphold, reserve, protect and defend the constitution of the Republic of Kenya and I will faithfully and conscientiously discharge the duties of a Member of Parliament so help me God."

Muturi who got 219 votes to Marende's 129 during a second round of voting got the full backing of Jubilee after Abdikadir Mohammed pulled out of the race in his favour.

Kenyatta, his deputy William Ruto and Nairobi Senator Gideon Mbuvi were in the parliamentary chamber to witness the election of Muturi even as a section of the opposition criticised their presence.

At the onset, four candidates were cleared to run for the office of National Assembly Speaker but Bundi announced that two of them had dropped out of the race before the voting exercise kicked off.

"I have received letters from two candidates indicating that they have withdrawn. That is Mwangi Harrison and Sirat Mohammed."
The National Assembly Speaker joins Ekwe Ethuro, another Jubilee nominee, in presiding over the bicameral Parliament.

Both Houses, the Senate and National Assembly, were forced to go for a second round of voting after the candidates failed to garner the required two-thirds majority in the first round.

Bundi declared the National Assembly needed to go for a second round of voting after Muturi garnered 202 votes in the first round to Marende's 144 with the total votes cast being 348.

"The results for election of Speaker require that for one to be elected Speaker he must have two-thirds of the total vote. We have not been able to get two-thirds and therefore we shall go for the second round; two-thirds is 233 votes."

Muturi thanked his supporters in his election speech but encouraged the National Assembly to come together and put the interests of Kenyans first irrespective of their differences.

"I thank you for showing confidence in me by electing me your speaker. From this moment and moving forward, the institution of the National Assembly becomes my constituency. This is the greatest privilege of my professional life."

Marende conceded following the final tally and attributed the loss to some of the controversial rulings he made as the Speaker of the tenth Parliament, "I went through a lot of challenges. There are decisions I made that rubbed people the wrong way but I am a man of faith and I will overcome this."

Muturi's first order of business was conducting the election of his deputy.

Jubilee Coalition's Ekwe Ethuro has been elected speaker of the Senate. Ethuro was elected speaker with 38 beat Cord coalition's Farah Maalim who garnered 29 voters in a run off.

Sixty seven senators cast their votes for speaker after Ethuro and Maalim failed to garner a 2/3rds majority in the first round. In the first round of voting Ethuro garnered 35 votes while Maalim came second with 31 votes.

Jubilee Alliance has won the Speaker and DeputySpeaker seats in both the Senate and the National Assembly.

Ekwe Ethuro has been elected the Speaker of the Senate, while Kembi Gitura, the Senator for Murang’a has been elected Deputy Speaker. Ethuro (former Turkana Central MP) won the Speaker seat with 38 votes against his challenger, Farah Maalim of the Cord Alliance who got 29 votes. Gitura also won his DeputySpeaker seat with 38 votes, beating out UDF’s George Khaniri who garnered 29 votes.

In the National Assembly, former Siakago MP Justin Muturi has been elected Speaker with 219 votes, beating out the immediate formerSpeaker Kenneth Marende who got 129 votes. Dr Joyce Laboso won the DeputySpeaker seat with 254 votes against challenger Abdikadir Aden of Cord who had 90 votes.
