The closing months of 1953 were very hectic at TAAs headquarters.
A three men delegation of the association was invited by the Secretary General of the African National Congress of Northern Rhodesia, Kenneth Kaunda, to attend a Pan African Congress (ANC) in Lusaka.
In November Ally Sykes received the invitation letter.
In 1953 Harry Nkumbula had been elected president of the ANC and Kaunda was appointed Northern Provincial Organising secretary.
In August, Kaunda moved to the post of Secretary General of ANC.
Within a few days of his new appointment, he wrote to Nairobi, Dar es Salaam and Johannesburg, responding to a suggestion of the Kenya African Union and the South African ANC that Lusaka should be the rendezvous of nationalists from countries south of Sahara. [1]

At that time the ANC had several grievances against the British and had adopted a policy of non-cooperation without violence.
In a memorandum Kaunda sent to Ally Sykes he explained thus, Thou shalt not co-operate with any body in any scheme which is detrimental to the African interests. [2]

Africans in Northern Rhodesia were struggling against the tripartite voting system which Governor Twining later in 1958 imposed on Tanganyika. Some of the grievances which the ANC considered to be detrimental to African interest were continuation of European farming and housing schemes.
But the most burning issue was the federation with Southern Rhodesia. Kaunda was planning to act against the federation through withdrawal of African labour from European farms and building contractors engaged in constructing houses for European immigrants.
Kaunda was also campaigning against discrimination of Africans in public places.
The ANC was proposing to integrate all African organisations against colonialism and establish a Pan African Council for Africa south of the equator.
In the preparation for the congress, Kaunda was planning to incorporate Makerere College, Achimota, Fort Hare and some universities in England, India and the United States.
The ANC had a seven-point programme for the conference and working with Rev. Michael Scott, [3] Kaunda was to seek assistance and work with Canon Raven of Maddingley Hall Cambridge and Arthur Lewis an economist with Manchester University.

On 12 th November, Ally Sykes wrote to Kaunda confirming TAGSA and TAA participation in the conference.
Denis Phombeah and Bhoke Munanka, the TAA secretary in Lake Province, were to represent TAA.
On 1st December, Alexander Tobias wrote to the Labour Commissioner Bennet requesting permission for Ally Sykes to attend the conference. [4]
Munanka was refused a passport by the government and could not therefore travel. On 10 th December, exactly two months after Ally Sykes and his brother Abdulwahid had agreed to form the party, Ally Sykes and Denis Phombeah, who were given permission by the government to attend the conference, [5] left by Central African Airways Dakota aircraft for Lusaka via Salisbury, Southern Rhodesia.
Ally and Phombeah were the only Africans on the plane.
They were to transit at Salisbury and leave for Lusaka the following day. The two had booked at The Ambassador Hotel, Salisbury, for the night and the hotel had confirmed their bookings.
