Uchochezi wa Mohamed Said na dhihaka kwa Wapigania Uhuru wa Tanganyika na Zanzibar

Leo 2013, ndio unaliona hili, vipi kwa yule aliyesimamia kwa nguvu zake zote kuhakikisha anauvunja mshikamano wa Waislam wa Afrika ya Mashariki (East African Muslim Welfare Society) na kuwawekea chombo chenye katiba inayofanana na ya TANU?

Nimesoma tamko la Mag3, nimecheka, siku kwanza umemsoma salamu aliyoanza nayo...mtu anaamua kujifungia chumbani kwake na mke wake wanatoa tamko ha haa haa.

Kwanza siku ile pale Mtambani wala Sheikh Ponda hakuongea chochote zaidi ya kuikumbusha serikali wawape majibu Waislam kuhusu madai yao.

Kuhusika kwa maana ya uchunguzi au kuhusika kwa maana ya Marekani ndio iliyofanya tukio?

Kama kwa maana ya kusaidia uchunguzi, mimi nitakujibu hivi:

Kutokana na ubora wa teknolojia yake na uwezo mkubwa wa ujasusi wa kigaidi,

Sisi kama taifa tunaweza kuwaomba waje wasaidie uchunguzi huo!

Vilevile zingatia kuwa sheria ya kupambana na ugaidi duniani tuliyoridhia 2003 inaipa mamlaka marekani yakufanya shughuli za kijasusi katika taifa lolote lile panapotokea tukio la kigaidi ama kuhisiwa kuwepo kwa ugaidi!

Vivyo hivyo sheria hiyo inasema mtu yeyote atakaekamatwa kwa tukio la kigaidi linaloilenga Amerika atashitakiwa katika mahakama ya Amerika!

Sisi hatuna hata vifaa vyakutambua aina ya mabomu ni vigumu kubaini hata wahusika!

Kuhusu Zanzibar nakuwekea hapa machache kutoka taazia niliyomwandikia Ali Nabwa.
Ikiwa wewe ni mjuzi wa historia ya Zanzibar Nabwa si mgeni kwako:

''It was during that period in the discussion I had with him that I noticed the massive intellectual ability in Nabwa.

We would sometimes disengage ourselves from the crowd and the two of us would sit apart from the rest of the crowd to be engrossed in deep discussion about Zanzibar.

In this way I came to be exposed first hand of the atrocities which took place in Zanzibar soon after the revolution in 1964.

In me Nabwa found an ardent listener and a wiling but interactive student. Nabwa's narrations of the personalities in the Zanzibar Revolution and his analysis of complexity of Zanzibar politics became an eye opener to me.


One day Nabwa told me how Abdulaziz Twala met his death.

I was stunned.

I told Nabwa that Twala and Jaha Ubwa were friends of my father.

In our sitting room on the wall there was a photograph of my father and Twala posing together.

When my father got information that his friend Twala had been killed he removed the photo from the wall and I never saw that photo again.

And from that day for whatever reason if he had to mention Twala or Jaha Ubwa even among his friends my father whispered.

I was very young at that time to understand the fear which the atrocities in Zanzibar had instilled into many people including my father to the extent that he thought unwise even to retain whatever memories he had of his late friends and be scared stiff to even mention Twala's name or that of Jaha Ubwa in public.

The day Nabwa related to me the story of Kassim Hanga and the barbaric way he was killed, he brought back memories of the man as I knew him in 1960s.

I told Nabwa that as a young boy of about 12 years of age I knew Hanga from a distance because he used to come to the neighbourhood were we lived to play ‘bao.'

At that time Hanga was minister in the Union Government. I can't even count the times I saw Hanga at Gogo junction with Mchikichi Street sitting on a mat playing the traditional game of ‘bao' with very common people.

I told Nabwa I was there among the crowd at Mnazi Mmoja Grounds in front of Arnautoglo Hall when Hanga was taken from Ukonga Prison and brought to a public rally in which Nyerere jeered, ridiculed and humbled him publicly.

Hanga head bowed and his bespectacled face full of beard sat there in the scorching sun silently wallowing in his humiliation.

That was the last time Hanga was seen in public.


Nabwa became my mentor now filling the missing gaps for me.

Probably unknown to him, Nabwa was correcting the stereo type of Zanzibaris and Zanzibar which had hitherto existed in my young innocent mind.

I began to see Zanzibar, its people, history and the revolution in a different perspective.

Nabwa's narrations became more interesting to me because I was now placing the faces I knew to the events and the sad endings which engulfed them.

My palaver with Nabwa soon became a two way street because when Nabwa took me through memory lane I will interject of what I knew about a personality or event however scanty that information was.

What Nabwa did was to listen patiently and later correct my version.''

The Prevention of Terrorism Act of 2002
''After 9/11 the United States passed the Patriot Act of 2001.

Soon after it had sailed through the Congress in record time the United States pressurised other governments to pass similar anti-terror legislation and join in its campaign against terrorism.

Through diplomatic manoeuvres and veiled threats many African governments passed what came to be known as Anti -Terror Legislation.

Tanzania passed the Prevention of Terrorism Act of 2002, which in all intent and purpose replicated the United States Patriot Act of 2001.

Due to under representation of Muslims in parliament the Act sailed through without any difficulties notwithstanding Muslim opposition outside the parliament.

What concerned Muslims more was the fact that the law was not only draconian but also targeted Muslims.
Muslims realised that with the Act in force any conflict between them and the government could be tried under that legislation and this would have very dire consequences.

The Prevention of Terrorism Act was a piece of legislation, which was imposed on Tanzania with the intention to open up the country for covert operations against enemies of the United States.

Although the act does not say so in so many words but it is clear the legislation is meant to protect United States and provide it with political and legal powers to expand its military hegemony in countries, which it did not enjoy, such freedom before.


On 17[SUP]th[/SUP] May 2003 with the anti terror legislation in place the police in collaboration with the FBI (who were already in the country waiting for the president to assent the bill) arrested Muslims suspected to be ‘terrorists.’

But those arrested had nothing to do with terrorism; they were Muslims leaders who the government arrested for being ‘opponents’ of the government and ruling party the Chama Cha Mapinduzi (CCM).

Among those arrested were leaders of various Muslim charitable organisations - foreign oriented and local, who have distinguished themselves in providing social services to Muslims like building mosques, schools, orphanages etc.

These were targeted for being ‘terrorist sympathisers’ or for being directly involved in ‘terrorist activities’ or for ‘providing logistic support to terrorists;’ and bank account of one prominent Muslim school – Al Furqan was frozen for suspicion of being a conduit of funds from abroad to support terrorism.

The Prevention of Terrorism Act is fraught with legal defects.[1]

It is beyond the scope of this paper to go into all the shortcomings.

Suffice to say that the act curbs democracy, free association, exchange of information, the right to own property, etc.

There are also sections, which give the Minister of Home Affairs undue powers to declare any person a ‘terrorist’ on mere suspicion.

In a country where the Church controls the government, one can only imagine the dangers facing Islam.

The law empowers the Minister to freeze bank accounts of any suspected ‘terrorist organisation’ or individual.

Nowhere is the law frightening than in part V 28 (6). This section deserves special mention. It stipulates that:


A police officer who uses such force as may be necessary for any purpose, in accordance with this Act, shall not be liable, in any criminal or civil proceedings, for having, by the use of force, caused injury or death to any person or damage to or loss of any property.

Muslims were concerned because the parliament was being manipulated by a foreign power in partnership with the Christian lobby to legitimise oppression against them.

It was now legitimate to
kill ‘Muslim fundamentalists’ or suspected ‘terrorists’ on mere suspicion. There were many good reasons for Muslims to register concern.

There had been incidences in the past where state organs have used excessive force against Muslims resulting into deaths of Muslims.

The act in a multi racial society like Tanzania incites racial and religious hatred against Muslims particularly those not of black African origin.

The Act managed to fan fear and hatred against Muslims whipping up a frenzy of Islamophobia in the country.

The smoke bombing of mosques and mass arrests of sheikhs over the years, were one of the means of intimidating Muslims and rescuing the Church from its predicament.[2]

What was there to prevent state organs from applying the Act in subverting Islam?
