N° 1274 28/11/2009 TANZANIA Head of Tanesco in a tight spot
An audit report is embarrassing for Idris Rashid just as the question of renewing his mandate at the head of the Tanzania Electric Supply Company is being raised.
Just as his mandate as managing director of the Tanzania Electric Supply Company (Tanesco) is about to expire in December, Idris Rashid is taken to task in the preliminary report by the Controller and Auditor General (CAG) for squandering 1.4 billion shillings ( 690,000) on refurbishing the residences of Tanescos directors, including his own. The CAG is also investigating a bank loan of Tsh 300 million ( 150,000) that Tanesco contracted and may also have been squandered.
The Minister for Energy William Ngeleja will now have to study the CAGs report and determine whether Rashid had indeed ordered this expenditure so that he could subsequently purchase his official residence for a lower price after it has been renovated. Questions were raised in Parliament about this matter by an MP in the ruling party, Richard Ndassa. Tanescos managing director is also reproached for spending Tsh 180 million ( 90,000) on a luxury car and six other vehicles for Tsh 160,000 each ( 80,000) for the companys directors, flagrantly contravening the directives issued by Prime Minister Mizengo Pinda.These disclosures occurred just as President Jakaya Kikwete has to decide whether to renew Rashids mandate at the head of Tanesco, or replace him. Nevertheless, Rashid has plenty of support, beginning with the chairman of Tanescos board, Peter Ngumbullu.
But he also has his detractors, who are all too eager to remind all and sundry that Rashid has been questioned by the UK Serious Fraud Office (SFO) in his capacity as a former governor of the Bank of Tanzania (BoT), as part of the investigation into the sale of civilian radar equipment to Tanzania by the British company BAE Systems.
