Kenyan military does not consider Tanzania and Uganda(or both) as any formidable force and therefore not part of its defense strategy, Kenya military therefore looks to bigger threats like Sudan, Ethiopia and probably Somalia.

Also to note that Kenya's Military budget is twice that of Tanzania and Uganda combined...

my reading so far is that both Museveni and Kibaki/Raila need external enemies to take attention away from their failed leadership in their respective countries. Don't be surprised if both countries begin conscripting Mungiki types in readiness for the Mother of all Skirmishes.
