With due respect. Yes I do. And this is how died:
In his last act before his death in London, Prof. Malima took wudhu (ablutions) as if he was getting ready for salat (prayers). Around 01:25 hrs in the morning he laid down in bed. At around 01:30, precisely five minutes, he rose suddenly as if from a deep dream and said softly and pleasantly, "Alhamdulillah.' (All praise and gratitude is for Allah). He then fell back again in a sleeping posture. He was gone.
The story of the remarkable recent developments in "aid relationships" and the initiation of aiddonor
as well as aid-recipient performance monitoring in Tanzania begins early in 1994, during
the administration of President Mwinyi, the immediate successor to Tanzania's first President,
Julius Nyerere. Perceptions of poor administration, corruption, inadequacy of democratic
processes, and budget mismanagement in Tanzania, together, it seems, with the somewhat
prickly personality of the then Finance Minister (Kighoma Malima) led to an unprecedented
degree of annoyance with and mistrust of the Tanzania Government on the part of the aid donor
community.
At the same time the Government of Tanzania saw aid donors as inappropriately intrusive and
demanding, and unable or unwilling to deliver on promises. Finance Minister Malima had
publicly blamed Tanzania's poor macro-economic performance (including an inflation rate of
over 30% in 1993-94) upon the failure of donors to deliver on their promises, infuriating the
donors who perceived it, rather, as the product of his own mismanagement. Despite the
Tanzanians' return to relative IMF/World Bank respectability via fairly orthodox stabilization
and structural adjustment policies from 1986 onwards, the "aid relationship" was at that time in a
perilous state.
The death of Prof. Malima still remains a mystery. In London a group of people in the medical profession known to Prof. Malima tried to discuss with the coroners in confidence the cause of his death. Post-mortem for the body was delayed for some unknown reasons. The coroners were baffled after they had received a detailed medical history and report of medical check up conducted in London in October, of the previous year which seemed to reject the diagnosis derived by the coroners. Soon after Prof. Malima's his death, Rai one of the a newspaper under the Christian lobby published a story that the paper had received report from Dr. Roger Soster Smith from the Coroners office of Ealing Hospital detailing the causes of death. This was even before the immediate members of the family had received any communication of the cause of death from the hospital. Contacted by the family, Dr. Smith denied any communication whatsoever with Rai.
Untruths again. Can you give us a breakdown of Islamic and Christian schools that were nationalised? In Dar es Salaam, at least four major Christian Secondary Schools were nationalised ( Pugu, Minaki, St. Exavier, St. Joseph etc), 2 Muslim ( Aga Khan Boys and Girls), 3 Hindu ( Jangwani, Azania and D.A.) . The balance was totally skewed up-country were most of the nationalised schools belonged to Christian organisations. It is thus obvious that the whole exercise of nationalisation of schools was done to address this imbalnce and allow greater and easier access to education for ALL Tanzanians.The Christian dominated government in Tanzania even after independence has consistently subverted efforts by Muslims to develop educational institutions. The following are but few examples:
a. The government has refused to redress the imbalance in education between Muslims and Christians contrary to the promises it made at independence.
Lies again. You know it and we all know it that this wasn't the reason why TANU muslims were against EAMWS.b. In 1968 the EAMWS was declared by the government as an 'unlawful society' because it was building and was planning to establish a Muslim University.
Lies again. How could they do it while we were not members of the organisation? And if that was their intention, why didn't they do it during the regime of Muslim Presidents? Were they again refused permission?c. In 1980's the Organisation of Islamic Conference (OIC) was refused permission by the government to build a Muslim University in Tanzania and as a result the university was built in Mbale, Uganda.
Really? Could you give the year and the exact location where it was supposed to be built?d. In mid 1990s Darul Iman from Saudi Arabia was refused permission by the government to build a technical secondary school in the Coast Region, Mainland.
Why should the government include the muslims in a discussion that was not of their concern? Did the government refuse to enter into a similar MoU with an Islamic body? Did they even try to enter into negotiations with the government instead of playing the victim card yet again?e. In 1993 the government signed an agreement (Memorandum of Understanding) with the Tanzania Episcopal Conference (TEC) and the Christian Council of Tanzania (TCC). The agreement provided that the government with the two Christian institutions would jointly provide education and other social services. The agreement rendered that it would allocate funds each year to the Church to implement the agreement. Muslims were not consulted nor included in the agreement and their petition to the government was ignored.
Have you ever asked yourselves that it could be that they just do not pass the exams? That they are not well prepared for them? One could use similar statistics to show that some tribes are marginalized when it comes to education. Would you then claim that there is a conspiracy to favour the Chaga, Haya etc? Instead of trying to find excuses for your basic problems, try for once to look for solutions from within. You are not doing your children any favours by demanding that they be given free passes to places of higher education for one day they will be asked to show that they deserve their positions and will be found lacking! There will be no excuses then. Just like how Kighoma Malima was found lacking as a Minister of Finance forgrtting that it is only the bottom line that counts.This negative attitude shown by the government has given Christians undue advantage over Muslims. In his book Mwembechai Killings and the Political Future of Tanzania which was banned by the government, Dr. Hamza Njozi's has further evidence:
…Arabia (May, 1985) wrote under the heading "A Closed Door to the Corridors of Power": ‘The majority of pupils in Tanzanian primary schools are Muslim (80 percent), a percentage which dwindles to 15-20 percent in secondary schools, sinking to a mere five percent at University level'. Almost fifteen years later, on 2 February, 1999 the Member of Parliament for Kigamboni Hon. Kitwana Kondo told the parliament that out of every 100 students who sat for the standard seven examination in Dar es Salaam in the year 1998, 71 were Muslim and 29 Christian. But out of every 100 students selected to join government secondary schools only 21 were Muslim while 79 were Christian. The MP wanted to know whether Muslim children were inherently dull (An-Nuur, February 5-11, 1999).
The examples I have given and those provided by Njozi have proved the fact that Muslims have not been able to establish educational institutions because the Church which controls the government subverts their efforts since Muslims are perceived as enemies. To date not the government or the Church has made any comment to deny these allegations. Muslims have always taken the authorities on an intellectual plane arguing their case on facts and figures trying to avoid confrontation hoping the government would see sense and hence redress the balance to avoid inevitable future conflicts.
