Under Secretary for Political Affairs Victoria Nuland will travel to South Africa, Botswana, Tanzania, and Niger from July 31 to August 6.

In South Africa, the Under Secretary will meet with senior South African officials and co-chair the Working Group on African and Global Issues to advance shared priorities. She will welcome the United States’ donation of 5.66 million COVID-19 vaccine doses to South Africa, and meet with civil society and business leaders.

In Botswana, the Under Secretary will meet with President Mokgweetsi Masisi to advance our partnership on democracy, the climate crisis, economic prosperity, and security in southern Africa.

In Tanzania, the Under Secretary will meet with President Samia Suluhu Hassan and hold a roundtable with opposition leaders. Her discussions will focus on strengthening democracy, combatting COVID-19, and enhancing security and prosperity.

In Niger, the Under Secretary will meet with President Mohamed Bazoum to discuss ways to improve security in the Sahel, strengthen governance, and advance inclusive economic growth.

Ambassador Victoria Nuland was sworn-in as Under Secretary for Political Affairs in April 2021.

Prior to that, she was Senior Counselor at the Albright Stonebridge Group, a global strategic advisory and commercial diplomacy firm based in Washington, DC.

She was also a non-resident Senior Fellow at the Brookings Institution, Distinguished Practitioner in Grand Strategy at Yale University, and a Member of the Board of the National Endowment for Democracy Board of Directors - NATIONAL ENDOWMENT FOR DEMOCRACY .

A U.S. diplomat for 32 years, Ambassador Nuland served as Assistant Secretary of State for European and Eurasian Affairs from September 2013 until January 2017 under President Obama and Secretary Kerry.

She was State Department Spokesperson during Secretary Hillary Clinton’s tenure, and U.S. Ambassador to NATO during President George W. Bush’s second term, 2005-2008.

Nuland served as Special Envoy and chief negotiator on the Treaty on Conventional Arms Control in Europe from 2010-2011, and as Deputy National Security Advisor to Vice President Cheney from 2003-2005.

In addition to two tours at NATO in Brussels, she has served overseas in Russia, China and Mongolia, and in various assignments at the State Department in Washington.

Ambassador Nuland has a B.A. in history from Brown University.

On Wednesday morning, police in Mwanza, in northern Tanzania, surrounded the hotel occupied by members of the country’s main opposition party, Chadema, and arrested 11 party members, including the party chairman, Freeman Mbowe, analyst Oryem Nyeko reports.

Chadema members were due to hold a conference on Wednesday to discuss reforms to the country’s constitution, which the party said gives too much power to the president. The day before the scheduled meeting, authorities in Mwanza announced a ban on “unnecessary gatherings,” ostensibly to prevent the spread of Covid-19. These latest arrests heighten concerns that the Tanzanian government may be backtracking on recent promises of reform, he writes for Human Rights Watch.


Amnesty International described the arrests as “arbitrary” and part of an escalating campaign against the political opposition in a country once seen as a beacon of democratic stability in the region.
“Tanzanian authorities must stop targeting the opposition and trying to narrow the space they are able to operate in,” said Flavia Mwangovya, Amnesty’s deputy director for East Africa. “These arbitrary arrests and detentions show Tanzanian authorities’ flagrant disregard for the rule of law, and human rights, including the rights to freedom of expression and association. These politically motivated arrests must stop.”
Secretary of State Antony Blinken had encouraged Hassan in a July 6 telephone call to protect civil liberties and stressed “the importance of ensuring a democratic, peaceful, free and prosperous future for all Tanzanians”, State Department spokesman Ned Price said.

On Saturday, police arrested up to 38 members of Chadema’s youth wing members who were planning a conference on the constitutional reform process. On Wednesday, the party chairman was due to hold an event in Mwanza, also promoting constitutional reform. The night before the event, his hotel was raided and the Chairman, Freeman Mbowe, and ten other party leaders were arrested. The raid was reportedly carried out by a special police unit, which suggests this was centrally mandated.

Botswana's Director of Public Prosecution has withdrawn criminal charges against a woman believed to be a co-conspirator in an alleged regime change plot. Former security agent, Wilhemina Maswabi had been linked to South African businesswoman, Bridgette Motsepe - with both being accused of money laundering.

The charges alleged that Maswabi was a co-signatory to the Motsepe's bank account. The Pan-African Parliament ambassador has repeatedly refuted the 2019 allegations to remove Masisi from power or launder money for the alleged regime change plot. Maswabi's charges of possession of the unexplained property and false declaration of a passport were withdrawn without prejudice.

“Butterfly” case.
The clash between the Directorate on Corruption and Economic Crime (DCEC), Directorate of Intelligence and Security (DIS) and Directorate of Public Prosecutions (DPP) seems to be further compromising the prosecution in the State versus Welheminah Maswabi otherwise known as “Butterfly” case.
DCEC is said to have told both DPP and DIS that they cannot interview Former Director of the Department of Immigration and Citizenship Mabuse Pule over the issuance of passports to Maswabi as it is not part of their mandate. Pule is currently the Deputy Speaker of the National Assembly and Member of Parliament for Mochudi East. The false passports are alleged to have been used to open offshore accounts and the prosecution is basing their case on the evidence of Pule. Maswabi is charged on two counts of possession of unexplained property, and false declaration of passport.
The DCEC is said to have maintained their stance at a meeting which was attended by DPP and DIS officials where they were represented by Joao Salbany and Keene Dick that it is the mandate of the police to investigate the false declaration of passports and interview Pule. They allegedly told DPP and DIS officials that they cannot be dictated to by any person how they should conduct their investigations and cannot circumvent their processes thus breaking the law in order to satisfy some people.
The false passports are said to be critical in the case of money laundering against Maswabi and the investigations into the P5.6 billion which is said to have been syphoned from government coffers. A Savingram referenced DPP1/2/30(C) I 22), STATE VS WILHEMINAH MPHOENG MASWABI-CMRRS 00006-19 (DCEC Assessment Docket N0. 508/2019) from Director of DPP Advocate Stephen Tiroyakgosi stated that DCEC was mandated to carry out investigations surrounding the creation of the passports. “It is important to have a statement from the former Director of Immigration to establish the role he played in enabling the issuing of this passport,” reads the Savingram. One of the passports that were allegedly used to open accounts and companies is said to be under the name Lorato Hilton which DPP said should be investigated.
“It is alleged that the same name Lorato Hilton was used to open a local company named Local Matter (PTY) LTD which is suspected to have been used for laundering purposes. We request that an investigation be carried surrounding that fact. It will support the evidence whether or not the passport was used for covert purposes,” said Advocate Tiroyakgosi. DPP has also raised concern over the DCEC failure to take witnesses’ statements on investigations surrounding the offence of possession of unexplained property by Maswabi. “Take note that the file we received from you does not include witnesses’ statements to speak to the documents, may those be obtained,” noted Tiroyakgosi in the Savingram dated 18th January 2021.
He added that there are witnesses who testify that they were instructed to override the system in order to be able to make the passport in the names of Lorato Hilton. “It is alleged that the passport was not handed over to the current Director General-DIS at the time when he was taking over the office. We need to establish the status on the where abouts of the passport and whether covert passports are a norm within the DIS. In the event that it is a norm, establish the rules and procedure that regulates it”. Documents seen by this publication indicate that there is an allegation that Maswabi owns and or controls the following property; Plot No. 11388 Tawana Gaborone; Plot No. 71077 North Park, Phakalane; Plot No. 2948 Extension 10 Gaborone; Plot No. 2401 Metsimotlhabe (sold to Bonnake); Plot No. 182 Mogoditshane; Plot in Artesia; Plot in Nkoyaphiri (leased to David Mathumo); Plot No. 70793 subdivision (to establish ownership); Plot No. 60407 Block 7 Gaborone; Toyota Fortuner B 313 AWD; Toyota Fortuner B 637 AOR; Nissan Navara B 279 AOH; Toyota Fortuner B 923 ANH; BMW B967 BBX.
According to the DPP Director it has currently been established that the accused person’s known source of income has always been her salary from her employment at DIS. It is therefore imperative to establish whether indeed she owns or controls the above listed property because if it is established that she does then it would be incumbent upon (her) to demonstrate how she could afford such properties given her known source of income”. DCEC Spokesperson Lentswe Motshoganetsi said they are not privy to allegations that the Directorate has refused to interview Pule over the issuance of passport to Maswabi.
“In any case your enquiry seems to relate to the false declaration of passport which is an offence under Penal Code and not within the mandate of the DCEC, therefore the said allegations if any is not true,” he said. DCEC rebutted allegations that they are dragging their feet in interviewing witnesses in the Butterfly case. Motshoganetsi confirmed investigations into the P5.6 billion allegedly laundered from the government coffers. “We can however confirm that the DCEC is in receipt of an allegation effecting that P5.6 billion has been syphoned out of government coffers, a matter which is currently receiving the DCEC’s due attention. Whether this relates to any particular person or offence is a matter to be determined by the investigations,” Motshoganetsi said.

MAGUFULI AUZIKA RASMI MJADALA WA KATIBA MPYA


Rais Dk. John Magufuli kusema kwamba hafikirii kutenga fedha kwa ajili ya mchakato wa kupatikana kwa Katiba Mpya, imeonekana kutibua nyongo kwa baadhi ya wachambuzi wa siasa ingawa wengine wanaiunga mkono.

Magufuli alitoa kauli hiyo juzi wakati wa kongamano la siasa na uchumi lililofanyika Chuo Kikuu cha Dar es Salaam (UDSM), ambako alisema ikitokea fedha hizo zikatolewa zitaelekezwa katika miradi ya maendeleo.

Akizungumza na MTANZANIA Jumamosi jana, Mtaalamu wa Sayansi ya Siasa, Profesa Mwesiga Baregu, alisema kwa bahati mbaya Magufuli ameamua kutoa kauli hiyo kwa sababu hajafikiria umuhimu wa Katiba Mpya.

Alisema Magufuli anatakiwa kufahamu kuwa suala la Katiba Mpya si kitu cha Rais Mstaafu, Jakaya Kikwete, bali ni mapendekezo yaliyoanzia kwa Jaji Francis Nyalali na kuendelezwa na majaji wengine.

Alisema msukumo wa mabadiliko ya Katiba ulitokana na kuwapo umuhimu wa takwa la kisheria la kuweka muundo wa kidemokrasia wa siasa zenye ushindani na si ajenda ya rais yeyote bali ni ajenda ya kitaifa.

Baregu aliyekuwa mjumbe wa Tume ya Mabadiliko ya Katiba iliyoongozwa na Waziri Mkuu Mstaafu, Jaji Joseph Warioba, alikwenda mbali zaidi kwa kusema Rais anatakiwa atambue nchi ipo katika ombwe kubwa la kikatiba na Watanzania hawajui ipi bora kati ya Katiba inayotumika sasa, mapendekezo ya pili ya rasimu ya Jaji Warioba au iliyopendekezwa na Bunge Maalumu la Katiba.

“Rais anatakiwa kutambua suala la Katiba kwa sasa ni sawa na jini ambalo limetoka ndani ya chupa hivyo hawezi kulituliza kirahisi ili lirudi ndani ya chupa,” alisema.

Kwa upande wake, Askofu Msaidizi wa Jimbo Katoliki la Bukoba, Methodius Kilaini, alisema anaunga mkono msimamo wa Magufuli kwa sababu mchakato wa Katiba uliopita ulitumia fedha nyingi pasipo kufikiwa lengo.

Alisema Katiba Mpya ni muhimu lakini kwa sasa anaona wananchi hawajakomaa na kuelewa wanataka Katiba ya namna gani.

“Katika mchakato uliopita watu walikimbilia suala la muundo wa Serikali, jambo hilo likatuvuruga na ikawa shida kubwa. Kwa hiyo nafikiri tungoje tuive kwanza maana tukiingia sasa tutapiga kelele na tusiambulie kitu tena,” alisema Kilaini.

Pia kwa muktadha huo, alisema ni afadhali shetani unayemjua kuliko malaika usiyemjua.

Alifafanua maana ya kauli hiyo kwa kusema: “Shetani unayemjua unaweza kupata mbinu ya kumkwepa lakini huyu unaweza kumwita malaika kumbe ni shetani mkubwa kuliko ulivyodhani,” alisema Kilaini.

Naye Sheikh wa Mkoa wa Dar es Salaam, Alhad Mussa Salum, alisema anaunga mkono kauli ya Magufuli kwa sababu huo ni ukweli wa mambo na si umung’unyaji wa maneno.

Alisema uhuhimu wa Katiba unahitajika lakini mchakato wake unahitaji muda kwa wananchi kufikirishana ili kujenga mwafaka wa kupata itakayokidhi mahitaji ya wengi.

“Sioni umuhimu wa kuharakisha suala hili, watu wanajaribu kujiumbia mirija yao ya kunyonya fedha za nchi, tuliona fedha nyingi zilipotea katika mchakato uliopita. Rais hili analitambua na ninamuunga mkono kwa msimamo wake kwa sababu kuna mambo mengi ya kuyatekeleza kwa ajili ya maendeleo ya Watanzania,” alisema Alhad.

Naye Mhadhiri mstaafu wa UDSM, Dk. Azaveli Lwaitama, alisema kauli hiyo ya Magufuli ni kielelezo cha mkwamo katika kushamiri kwa demokrasia ndani ya nchi.

Alisema pamoja na mambo mazuri anayoyafanya Magufuli kwa taifa, lakini anatakiwa atambue mazuri hayo yanatokea katika muktadha ambao hauashirii vyema dhana ya wananchi kujitawala.

“Rais anatakiwa kufahamu kwamba, kinachojitawala si dongo fulani hivi linalojiita Tanzania bali ni watu wanaoishi Tanzania na wanaojitawala kwa kujiwekea vyombo vyao vya kushirikishana katika kutoa maamuzi.

“Hivyo suala la Katiba Watanzania wanatakiwa kumwomba Mungu na kwa kutumia njia zilizo halali kumkumbusha Rais kwamba maamuzi ya fedha zao hutolewa na Bunge na si mtu mmoja,” alisema Dk. Lwaitama.

Alisema Magufuli anatakiwa kutambua Watanzania walipigania uhuru ili wawe huru na si kwa ajili ya mtu mmoja kuamua fedha zao azifanyie nini.

“Maendeleo peke yake hayakutusukuma tupiganie uhuru, kwa sababu kama reli au barabara hata wakoloni walikuwa wanajenga. Kwa mantiki hiyo, Watanzania waliamua kupigania uhuru kwa kutaka maendeleo kama hayo katika hali ya uhuru,” alisema Lwaitama.

Alisema Katiba Mpya inahitajika kabla Magufuli hajamaliza muda wake ili asije kiongozi mwingine akafanya mambo yake kwa kujitetea kwamba yaliyofanywa na mtangulizi wake yalikuwa ni mambo ya ovyo.

“Kwa sasa nionavyo Rais anachokitamani ni kitu kimoja na wananchi wanaamini kitu kingine, matokeo hayo lazima kuwapo mtanziko, sikatai tunafurahi sana anachokifanya na ni kweli tunataka fedha ya reli iwepo lakini na sisi pia tunahitaji fedha ya Katiba Mpya,” alisema Lwaitama.

Pia alisema suala la posho si lazima, hivyo kinachotakiwa ni Magufuli atangaze kuanza kwa mchakato wa Katiba bila kulipa posho kwamba watu watajitolea na mchakato utakwenda salama.

Kwa upande wake, Rais wa Chama cha Wanasheria Tanganyika (TLS), Fatma Karume, alisema kauli ya Magufuli ya kutoonyesha kipaumbele cha Katiba Mpya inavunja msingi wa demokrasia.

Alisema Magufuli anaelewa kwamba wananchi wengi wanataka Katiba Mpya lakini haliweki jambo hilo katika kipaumbele chake hivyo ina maana ya kwamba anadharau matakwa ya wengi.

“Msingi huo ni kudharau demokrasia kwa sababu demokrasia msingi wake ni kwamba wengi wapewe na wachache walindwe.

“Mimi tatizo langu juu ya hiyo kauli yake ni kwamba, anaendesha nchi si kwa mood ya misingi yetu ambayo ni ya kidemokrasia kwa sababu wengi wakiwa wanataka ni wajibu wa Rais kama mlinzi wa Katiba yetu kusikiliza matakwa ya wananchi,” alisema Fatma.

Pia alisema anapata wasiwasi zaidi kwa msimamo huo wa Magufuli katika kipindi ambacho nchi inaelekea katika uchaguzi wa Serikali za Mitaa ambao ni mchakato wa kidemokrasia.

Alikwenda mbali zaidi kwa kusema suala la Katiba Mpya si fedha kwa sababu kama tatizo ni hilo mbona kaipitisha nchi katika uchaguzi mdogo wa marudio?

“Tumeona kila Chadema wakihama wanakwenda CCM tunapitishwa kwenye chaguzi ndogo, kama ni hivyo basi kumbe suala la Katiba si hela kwa sababu kama ingekuwa tatizo ni fedha asingekubali kuwapokea ili fedha ya wananchi isitumiwe ovyo,” alisema Fatma.

Aidha, alizungumzia ahadi yake ya kukutana na viongozi wa vyama vya siasa aliyoitoa wakati akilihutubia Bunge la Jamhuri ya Muungano wa Tanzania, akieleza kuwa ataitimiza ahadi hiyo, lakini kwanza anajikita katika kuhuisha uchumi.
 
Nuland ameshaondoka Botswana and now yupo on the way Tanzania kwa ajili ya kukutana na Samia pamoja na opposition leaders.

Ambassador Victoria Nuland was sworn-in as Under Secretary for Political Affairs in April 2021.

Prior to that, she was Senior Counselor at the Albright Stonebridge Group, a global strategic advisory and commercial diplomacy firm based in Washington, DC.

She was also a non-resident Senior Fellow at the Brookings Institution, Distinguished Practitioner in Grand Strategy at Yale University, and a Member of the Board of the National Endowment for Democracy Board of Directors - NATIONAL ENDOWMENT FOR DEMOCRACY .

A U.S. diplomat for 32 years, Ambassador Nuland served as Assistant Secretary of State for European and Eurasian Affairs from September 2013 until January 2017 under President Obama and Secretary Kerry.

She was State Department Spokesperson during Secretary Hillary Clinton’s tenure, and U.S. Ambassador to NATO during President George W. Bush’s second term, 2005-2008.

Nuland served as Special Envoy and chief negotiator on the Treaty on Conventional Arms Control in Europe from 2010-2011, and as Deputy National Security Advisor to Vice President Cheney from 2003-2005.

In addition to two tours at NATO in Brussels, she has served overseas in Russia, China and Mongolia, and in various assignments at the State Department in Washington.

Ambassador Nuland has a B.A. in history from Brown University.

“The Tanzanian authorities must end the escalating crackdown on opposition parties and leaders, and the arbitrary arrests and detentions show the disregard for the rule of law, human rights, and the rights to freedom of expression and association,” she said.

“The unexpected death of Tanzania’s president, John Magufuli, was a true shock to us all,” added Bass. “But the appointment of his vice-president, Samia Suluhu Hassan, looked to be on a different path for leading Tanzania forward to a more democratic society. Unfortunately, the arrest of Mr. Mbowe and other opposition leaders has minimized any such hope

On Wednesday morning, police in Mwanza, in northern Tanzania, surrounded the hotel occupied by members of the country’s main opposition party, Chadema, and arrested 11 party members, including the party chairman, Freeman Mbowe, analyst Oryem Nyeko reports.

Chadema members were due to hold a conference on Wednesday to discuss reforms to the country’s constitution, which the party said gives too much power to the president. The day before the scheduled meeting, authorities in Mwanza announced a ban on “unnecessary gatherings,” ostensibly to prevent the spread of Covid-19. These latest arrests heighten concerns that the Tanzanian government may be backtracking on recent promises of reform, he writes for Human Rights Watch.


Amnesty International described the arrests as “arbitrary” and part of an escalating campaign against the political opposition in a country once seen as a beacon of democratic stability in the region.
“Tanzanian authorities must stop targeting the opposition and trying to narrow the space they are able to operate in,” said Flavia Mwangovya, Amnesty’s deputy director for East Africa. “These arbitrary arrests and detentions show Tanzanian authorities’ flagrant disregard for the rule of law, and human rights, including the rights to freedom of expression and association. These politically motivated arrests must stop.”
Secretary of State Antony Blinken had encouraged Hassan in a July 6 telephone call to protect civil liberties and stressed “the importance of ensuring a democratic, peaceful, free and prosperous future for all Tanzanians”, State Department spokesman Ned Price said.

On Saturday, police arrested up to 38 members of Chadema’s youth wing members who were planning a conference on the constitutional reform process. On Wednesday, the party chairman was due to hold an event in Mwanza, also promoting constitutional reform. The night before the event, his hotel was raided and the Chairman, Freeman Mbowe, and ten other party leaders were arrested. The raid was reportedly carried out by a special police unit, which suggests this was centrally mandated.

U.S. voices concern at Tanzania's arrest of opposition politician​

Over the years Tanzanian opposition parties leaders have been facing a lot of court cases filed by state's prosecutors and many cases were later on dismissed by high courts as null and void.

DAR ES SALAAM, Aug 4 (Reuters) - A senior U.S. government official expressed concern on Wednesday over the arrest and imprisonment of Tanzania’s opposition leader Freeman Mbowe who was charged with terrorism-related crimes in late July.
Mbowe, chairman of the leading opposition party CHADEMA, was detained in the city of Mwanza on July 21 as he was preparing for a meeting to discuss proposals for a new constitution.
“We have expressed our concern about the treatment and imprisonment of the opposition leader Mbowe," Victoria Nuland, Under Secretary for Political Affairs, told reporters.
Nuland, on a tour of several African countries, was speaking at the end of a visit to Tanzania during which she met President Samia Suluhu Hassan and her foreign minister as well as opposition leaders.

CHADEMA said the imprisonment of its leader was proof that Hassan was persisting with the authoritarianism of her late predecessor John Magufuli. The government denies that accusation.
Inspector General of Police Simon Sirro told reporters on Monday to allow the courts to judge Mbowe. "Let them wait for the court to decide," he said.
