Usichokijua kuhusu Katiba ya Kenya

Kaka ulichoandika kwa kichwa cha mada ni tofauti sana.cheki hapa........unadharau na kupuuza.

Lakini kuna kitu ambacho nafikiri Watz wengi hawakijui kuhusu Katiba Mpya ya Kenya, ambapo kwa maoni yangu nafikiri ni usanii mtupu, kwa mfano Cheo cha Mkuu wa Wilaya hakijafutwa kama ilivyo hapa kwetu na bado anateuliwa na Raisi wa Nchi.

Yaani kwa maana nyingine hawa Magavana wao wa County hawana madaraka yoyote kwa maana kuna Mkuu wa Wilaya ambaye ndiye muwakilishi wa raisi kwenye hiyo county, na ndie ana mamlaka na Dola hapo kwenye county na siyo Gavana wa county, sasa ndiyo wamefanya nini? Si ni kama Bongo tu?

katiba ya kenya na tz tofauti ni kama ardhi na bingu. umeambiwa mara kwa mara kenya ndani ya katiba hakuna mkuu wa wilaya. pili kenya hakuna ngazi ya wilaya ni sub county na wards. kile serikali imefanya ni kuteua county and su county commissiners ambao hakuna kwa katiba kwa hivyo they are illegal. na hawana powers zaidi ya kuwa vijana wa mikono wa rais. kutumwa hapa na pale.kwa sababu every ofisi ya katiba imekuja powers and responsibilities. kwa mfano the gover kwa katiba ni...

6.Powers of county governments
(1)As an entity exercising constitutional authority, a county government shall be a body corporate with perpetual succession and shall have all the powers necessary for the discharge of its functions.

(2)Without prejudice to the generality of subsection (1), a county government may-


(a)enter into a contract;

(b)acquire, purchase or lease any land; or

(c)delegate any of its functions to its officers, decentralised units or other entities within the county.

(3)A county government may enter into partnerships with any public or private organization in accordance with the provisions of any law relating to public or private partnerships for any work, service or function for which it is responsible within its area of jurisdiction.

(4)All contracts lawfully entered into under this section shall be valid and binding on the county government, its successors and assigns.

(5)To ensure efficiency in the delivery of service or carrying out of a function for which the county government is responsible, the county government may-


(a)establish a company, firm or other body for the delivery of a particular service or carrying on of a particular function; or

(b)contract any person, company, firm or other body for the delivery of a particular service or carrying on a particular function.

(6)In exercising its powers or performing any of its functions a county government shall ensure efficiency, effectiveness, inclusivity and participation of the people.

waltham Usihangaike zaidi ya hapo, hawa jamaa hupenda kuleta mada wakiwa na nia ya ligi, hata ukimueleza vipi, kichwa chake kipo pale pale, hanufaiki kabisaaaa. Na hatabadilika maana hata hasomi unachoandika.

Ooh yes! That happened, but its not provided anywhere in the constitution. So the one who brought the topic is wrong to say its in the constitution, despite the fact that County commissioners are there, there's no clause in the constitution that allows that.If he dropped the word katiba then he could be correct.

First its Rais, second, they are there, but no clause allows that. So your statement is wrong that msichokijua kuhusu Katiba ya Kenya, not exact words.Don't poteza your fellow Tanzanians or don't hate on a constitution that has little or no effect on you.

Mkuu, hao unaowaita Mkuu Wa Wilaya, hawapo. Wale waliochukua nafasi zao wanaitwa Wakuu wa Kaunti Ndogo. (Sub-county commissioners.) Kenya hatuna Districts tena, bali ni sub-counties. Kuhusu County Commisioners, hao ndio nashuku unataka kuongea juu yao. Huyu Kaunti commisioner ni mwakilishi wa serikali ya Kitaifa katika kaunti. Uelewe kuna serikali mbili: Ya Kaunti, na ya Kitaifa. Shughuli za Kitaifa kama vile usalama, na mengineyo, yanasimamiwa na Kamishena wa Kaunti. Shughuli za Kaunti kama vile Kilimo, Barabara, Elimu ya chekechea, inasimamiwa na gavana.

Ningependa kusema hivi: wengi ambao waliipigia kura katiba hii hata hawakuisoma. Mie niliisoma na nikaona ni katiba mbovu sana. Nilipiga NO. Nawaomba watanzania msifanye makosa mkapitisha katiba ya kipumbavu kamaa hii.

30 TONNES OF AVOCADO OIL TO BE EXPORTED TO MEXICO

H.E Governor James Ongwae in the company of CEC in charge of Agriculture Mr. Vincent Sagwe commissioned and flagged off 30 tonnes of avocado oil destined for Mexico. This consignment is the first produce from the plant that has been in operation for 2 months.

Speaking during the commissioning, Governor Ongwae called on farmers in Kisii County to embrace avocado farming so as to reap maximum benefit from the Avocado Processing Plant.The Plant is part of the many initiatives by the Ministry of Agriculture to add value to the raw products from farmers.

The Investor has a target of producing 80 tonnes per day, a target which once achieved will benefit our farmers.

KISII COUNTY GOVERNMENT SHINES AT THE 15TH JUA KALI/NGUVU KAZI 2014 EXPO GOING ON IN RWANDA

The 15th EAC Jua Kali/Nguv Kazi expo brings together artisans of all trades ranging from wood carvings, furniture, pottery, food production, textiles, leather, jewelry and personal care products. The artisans exhibit their products to the public, exchange ideas and share technological innovation amongst them. The Micro and Small Enterprises constitute up to 90% of firms in the EAC with over 60% of employment generation, making them significant economic players in the region.

The 1st Expo was held in Arusha in December 1999 which coincided with the re-establishment of the East African Community by the three Heads of States. Since then the regional exhibition has been rotational with Kenya being the host last year.

The Expo's objective is to contribute towards the realization of the regional development goals by lending support to the Jua Kali sector in order to make it sustainable. With devolution in Kenya, Counties have taken a bigger role in giving the sector support and recognition.
The Kisii County Government prides itself in having a vibrant Jua Kali sector. There are a total of ten exhibitors displaying the rich industry from the region. The renowned Soap Stone industry- the only one in the world is a major attraction with the public thronging the stands to buy the artifacts. Mr Paul Magori, a Soapstone carvings trader from Tabaka area in Kisii was excited at the number of people that had visited and purchased his poducts. His worry was that he would not have enough supplies for the entire period. " The turnout this year has been high even on the first day. I expect to make good sale and business contacts to improve my business" he said. The Soapstone Industry has contributed to economic stability and the Kisii County Government has been keen to improve the industrial and commercial development of this industry to further reduce poverty in the region.

Speaking at the Expo, The Kisii County Executive Member of Trade & Tourism, Mr. Kebati Osoro, retaliated that the traders have been facilitated to form Sacco which will help regulate the market and reap maximum benefits from their products.

"Kisii is an agricultural County. Our Bananas are well known across the region and indeed the world. The banana crisps displayed at this expo show a sector that has moved from the traditional use of bananas for domestic purpose to a commercialized approach. A banana factory is scheduled to be built in the region, and this will further improve production of banana produces." said Mr. Osoro. There were also displays of Flour, dried vegetables and peanut butter butter.

Mr Elius Mabiria moved from the USA to come and set up a small scale oil and soap manufacturing plant. He makes soap, detergent and oil from natural resources in Kisii County. He sells his products in Kisii and other parts of Kenya but hopes that he will expand his market reach to the rest of the East Africa region.

The rich culture of the Kisii people is another area that has been commercialized. The use of herbal medicine has been there for as long as the Kisii have lived. Now this method of treatment is supplementing contemporary medicine and providing an alternative for people in Kisii and in other parts of East Africa.

Mr Osoro assured the artisans that the County would support them by facilitating them to create an expanded marketing outlet for their produces just like provided at this expo. "We are encouraging our artisans to have dialogue and exchange ideas and technology trends with their counterparts in the region. This will enhance trade and bridge the gap in socio-economic situation in the region".Added Mr. Osoro.

Over 200 Kenyan artisans are participating in the Expo that was opened by the Rwandese Prime Minister and is scheduled to end on Sunday 7th December 2014. (5 photos)

Mandera County Government signed memorandum of understanding with the Kenya Red Cross for specialized provision of Ambulance services to the County. In the agreement Kenya Red Cross will avail fully equipped six ambulances with trained staff attached to each.

Na ndio nilichotaka kumaanisha, ya kwamba Kenya kuna hao macounty comissioner ambao wanateuliwa na Raisi moja kwa moja, ni kama vile tu Mkuu wa Wilaya hapa kwetu yaani Raisi Kenyata anaweza kumtoa mtu yoyote katika sehemu yoyote ile ya Kenya na kumpeleka kuwa Comissioner wa County yoyote ile Kenya na ndiye mwenye mamlaka ya Dola SIYO Gavana wa County.

Yaani mtu anayeweza kuamrisha polisi kwenye county ni mwakilishi wa raisi ambaye ndiye county Comissioner na SIYO Gavana wa County na hapigiwi kura na Mtu yoyote yule bali anateuliwa na Raisi.

Hao Macounty Comisiioner wanapatikanaje? Na kazi yao ni nini kwenye hizo county?
Je, ni nani ana mamlaka/Dola kwenye County, Ni gavana wa County ama County comissioner?

Ninachomaanisha ni kwamba kwa Mfano Jeshi la Polisi kwenye county linachukua order kutoka kwa nani? Kwa county Comissioner au kwa Gavana wa County?
