Siyo theory, ila ukweli ni kwamba ukichukulia avarage pump prices kwingine kama vile Uganda (Sh 2,850 = $ 1.6); Rwanda (Rwf 924 = $ 1.5); Kenya (Sh 90 = $ 1.2) utaona kwamba EWURA wana propose pump prices za chini (at 1$ or below). Inawezekana pengine ndiyo chanzo cha tatizo.

Crisis meeting as fuel stations run dry again

There were long fuel queues in Dar es Salaam yesterday as the Government called for an emergency meeting today to respond to a serious fuel shortage crisis, that some suppliers warned could get out of control.

Panic gripped consumers in the city where several petrol stations were without supplies yesterday while some retailers expressed fear that their remaining stocks were thinning fast and could not last beyond tomorrow if no rescue was forthcoming.

Deputy Minister for energy and minerals Mr Adam Malima said the Government had been jolted with the deteriorating supply situation and would be holding a meeting at the ministry to plan how to respond.

"We will tomorrow (today) hold a meeting at the ministry to establish exactly what is really happening. Investigations will be carried to prove whether it is true that there is a shortage of petroleum products in the country or it is artificial," Malima told The Citizen in a telephone interview.

He said at the moment the Government could not tell whether retailers or major oil suppliers were responsible for the crisis or not.

The minister said that would be part of the deliberations at the meeting. He reiterated that stern legal measures will be taken against those found engaging in speculative business and acts of sabotage.

As he spoke, one major oil supplier, British Petroleum Tanzania Limited downplayed claims of sabotage and instead pointed to a "rising demand for petrol" as the major cause for the shortage that has been experienced since last week.

The BP's Government and External Affairs Advisers for East Africa Mr Goddard James told The Citizen in an interview yesterday that it was also not true that the crisis was in response to the drop in pump prices after the state intervened.

"There has been a rapid upsurge in fuel consumption in the country over the last few days that have resulted into this shortage of petrol," said Mr James.

Giving BP's as an example, the official said: "We used to sell 70,000 litres of petrol per day but in the past few weeks we have been selling up to 150,000 litres."

Mr James however added that BP has ordered for a total of 1milion litres of fuel to meet its demand and alleviate the problem. He said a vessel carrying the fuel had delayed as it had not docked since Saturday when it was expected.

Other firms experiencing similar problems included Total, Engen, Oryx, Oil Com and Big Bon and were selling only diesel and kerosene.

Gapco was the lone company with all the oil products but was overwhelmed. It was not clear whether the expected tanker carried quantities for all these companies even though they are not used to bulk importation.

Yesterday a survey done around the city found commuters stranded without petrol in some stations. In Kimara, Bahama-Mama BP filling stations there was a congestion of cars, some of which were stuck overnight.

There was a gridlock in Mbezi Luis Bp filling station that was the lone outlet along the busy highway selling petrol.

Frustrated motorists called for the Government's intervention to end the shortage claiming it was hurting their individual businesses and operations. Some claimed suppliers were colluding with some retailers to create an artificial shortage.

"These people are not ready to accept price controls and have decided to punish innocent people because they were forced to lower their prices. It is a way of settling scores with the government and showing muscles," said one woman motorists who claimed her car was stranded at Mbezi since Sunday night for lack of fuel.

"It seems that suppliers do not bother with what the government says or does. They do what they want and this is an example. By not acting fast and take them to court, the Government will remain ," helpless while we suffer due to people whose only business is to make super profits," a truck driver identified as Hassan Ali lamented.


The fuel shortage in Dar es Salaam emerged almost immediately the Energy and Water Utilities Regulatory Authority (EWURA) and the Association of Oil Marketing Companies (Taomac), through talks facilitated by the ministry of energy and minerals endorsed a price control mechanism barely two weeks now.

Then, the parties assured the public that there was enough oil stock to last the country for a month.

In the agreement, Ewura was mandated to issue frequent indicative prices and price cups beyond which all oil dealers should not sell their products.

The move was necessitated after concerns that consumers and industrial manufactures continued to pay higher for fuel despite significant drops of the same products in the work market for crude oil.

President Jakaya Kikwete pointed severally to this anomaly in his recent public speeches and directed Ewura to act to end distortion of the market to favour only the suppliers at the expense of the larger economy.

His concerns were that unnecessarily higher fuel prices contributed to rising inflation.

The government last Friday finally gazetted the oil market price control rules, meaning Ewura could now legally punish anybody or company that was found overcharging its clients or hoarding the products.

The weight and measures department also moved in to check dealers who interfered with pumps.

There was no Ewura official to comment yesterday over the shortage crisis but they are expected to attend today's emergency meeting that could possibly herald its first major punishment act on those proved to break the law.

Some commentators were questioning why the shortages coincided with the drop in the pump prices.

Most stations were yesterday selling a litre of petrol at between Sh1,230 and Sh1,400 while diesel went for Sh1,365 per litre, prices that did not break the Ewura ceiling.

Neighbouring Kenya and Uganda are interestingly facing a near similar oil supply problem, with shortages reported in major towns including the capitals Nairobi and Kampala respectively.

Ni kweli kabisa unayoyasema, hili lisingetokea kama sera za kipumbavu za kuwaruhusu watu binafsi kuagiza mafuta badala ya TPDC zisingepitishwa katika awamu ya tatu. Enzi za TPDC ulikuwa unaweza kupata data za mafuta yaliyoingia nchini kila mwezi na hivyo kujua kama kunastahili kuwa na upungufu au la.

HAKUNA UHABA WA MAFUTA NCHINI, EWURA.
Mamlaka ya Udhibiti wa Huduma za Nishati na Maji (EWURA) imesema kuwa hakuna uhaba wa mafuta nchini licha ya baadhi ya vituo vinavyouza nishati hiyo kufungwa.

Akizungumza kwa niaba ya Afisa Uhusiano wa Mamlaka ya Udhibiti wa Huduma za Nishati na Maji EWURA) Bw. Michael Mshighwa alisema kuwa mamlaka imefikia hatua ya kuzungumzia hali hiyo baada ya kuwasiliana na wadau (wasambazaji) wakuu wa Mafuta ambao kimsingi wana takwimu sahihi zinazoonyesha kutokuwepo kwa tatizo la ukosefu wa nishati ya mafuta nchini .

“Leo asubuhi tulikuwa na mkutano na wafanyabiashara wakubwa wa mafuta nchini (wholesalers) ambao wamekanusha taarifa za kuwepo kwa tatizo la uhaba wa mafuta na kusisitiza kuwa vituo vyao vya kusambazia bado vina mafuta”Alisema Mshinghwa.

Kuhusu hali inayoendelea hivi sasa ya ukosefu wa mafuta katika baadhi ya vituo jijini Dar es salaam na ile iliyotokea mwishoni mwa wiki iliyopita, alisema EWURA imeliona hilo na kwa sasa inatathimini mwenendo wa utekelezaji wa bei mpya za uuzaji wa mafuta zilizotolewa na mamlaka hiyo zilizoanza kutumika jana.

Ameongeza kuwa baada ya hapo hatua kali za kisheria zitachukuliwa kwa yeyote yule atakayekaidi agizo hilo la kuuza nishati ya mafuta kinyume na bei elekezi kama ilivyotolewa na EWURA.

“Tumetoa bei mpya za mafuta zitakazofutwa hivyo tunategemea ushirikiano kutoka kwa wauzaji katika vituo vya mafuta, baada ya hapo tutajua kama hali ya ukosefu wa mafuta wikiendi hii ulikuwa ni mgomo wa wauzaji au walikuwa wanasubiria bei mpya tulizozitoa, kinyume na hapo sheria itachukua mkondo wake” Alisisitiza

Bw. Mshighwa aliendelea kusisitiza kuwa wadau wote wanaouza mafuta wamekwisha sambaziwa waraka huo unaoonyesha bei mpya za mafuta zinazotakiwa kutumiwa.

Pia alisema wadau wengi wamekuwa wagumu kutekeleza matakwa ya serikali kutokana na mazoea waliyokuwa nayo ya kutoingiliwa katika uuzaji wa mafuta na kutokana na soko huria kwa muda mrefu na kuongeza kuwa wengi huwa hawapendi kudhibitiwa.

Hali ya ukosefu wa mafuta katika baadhi ya vituo vya mafuta hapa nchini kutokana na kutolewa kwa bei mpya zinazotakiwa kufuatwa na wafanyabiashara wa mafuta umeleta adha kubwa kwa wamiliki wa magari, wasafiri na watumiaji wa vyombo mbalimbali vinavyotumia nishati hiyo.

Utendaji mbovu kwa nini wasiweke sheria ya kupata statistics za bidhaa hii na matumizi?. Ndiyo maana bongo hata mtu ukitaka kufanya utafiti inakuwia ngumu kwa sababu ya kukosekana proper documentation ya mambo muhimu ya kiuchumi, kilichobaki ni watu "kupika data" then wanafikia conclusion iliyo wrong. Computer zipo, wataalamu wamejaa tele kwa nini kusiwe na kitengo maalum pale TRA kwa ajili hiyo?, kazi kubwa wao wanaangalia ngapi zitalipwa na rushwa itatoka wapi, haya ukienda kwenye vituo nako lazima hawa jamaa walazimishwe kukeep records ya mafuta waliyopokea, waliyouza na yaliyobaki kila siku na kila mwisho wa mwezi wana file report na EWURA si ndiyo kazi za wahasibu hizo siyo kuweka fedha Bank tu. Jamani lazima sasa tuende kisayansi katika kuendesha nchi, mtu hawezi kuajili Muhasibu Qualified kwa kazi hiyo aache biashara.
