Msekwa: CCM members free to take on Kikwete at 2010 elections

The ruling Chama Cha Mapinduzi (CCM) has not barred anymember from challenging President Kikwete for party nomination during the next year's General Election.

The fact that some factions and prominent individuals within the ruling party have started to drum their support for the incumbent President, Jakaya Kikwete, does not mean that doors are shut for other members, the CCM national deputy chairman (Mainland), Pius Msekwa, has said. President Kikwete himself has not made clear if he will stand for the post next year.

Mr Msekwa's proclamation comes at a time when several CCM members have publicly announced their plans to challenge President Kikwete in the ruling party's nominations.

Mr Msekwa said during an exclusive interview with the Citizen that drumming support for Prsident Kikwete,. Who is also the party national chairman, was not an indication of lack of democracy in the party as some people might interpret.

It is of course not a sign of lack of democracy in the party. The fact that some people are expressing their desire to see President Kikwete nominated by CCM for a second term as candidate for the presidency of the United Republic is only a sign of support for him, he said.

Such expressions of support do not in any way prevent any other candidate from seeking endorsement by CCM to run for that same post.

It should be remembered that CCM procedures require a maximum three names of prospective candidates to be submitted to the party's national congress for final selection, by secret ballot, of the party's flag bearer in the relevant Presidential election, said Mr Msekwa.

He said members like Mr John Shibuda, a CCM MP for Maswa, has already announced its intention to unseat President Kikwete and that was not a sin within the ruling party.

There may well be other people waiting to declare similar intentions. No one is preventing them from doing so, he said insisting that support for President Kikwete should not be misunderstood or deliberately misinterpreted to mean closing the door to any other interested party.

A number of CCM organs and individuals have already declared their support for Kikwete, saying he deserve to be given the second term as election laws requires.

The CCM youth wing in Bukoba Urban district has already contributed Sh1 million required as a fee for candidacy forms from a person who vie for the post.

The CCM youth leadership in Bukoba Urban, said its decision base on President Kikwete's performance as a head of the nation and party chairman. They argue that Kikwete's team has managed to implement extensively the CCM election manifesto.

There was no immediate explanation why the party organ has done so, more than a year before the next General Election.

Normally, CCM has timetable and internal regulations governing campaigns and other election activities. However, election laws requires that all campaigns start at least four months before the election date.

Before the Bukoba incident, the women wing (UWT) in Manyara has also proposed that no one should challenge President Kikwete bid for a second term.

In a speech during the regional UWT meeting, the women said infront of the UWT secretary general, Hasna Sudi Mwilima, that since Kikwete came into power in 2005, women have benefited a lot.

At another fund raising for Rukwa education initiative, some elders from the region also expressed their desire to seen Kikwete sailing through without being challenge for the second term bid.

Anther prominent CCM cadre who has expressed his support for Kikwete for 2010 candidacy is former CCM deputy chairman (Mainland), John Malecela, the former CCM regional chairman for Dodoma, Pancras Ndejembi and the retired CCM chairman for Dar es Salaam, Hemed Mkali.

But this did not flatter Shibuda, who announced that he would collect forms to challenge Kikwete next year as he has rights to do so under party and national election regulations and laws.

In 2005 Shibuda was also among 11 CCM members who picked forms seeking party nomination for the highest post in the country.

Others were Malecela, former Prime Minister, Frederick Sumaye, the minister for Water and Irrigation, Prof Mark Mwandosya who emerged the third during the final round, ambassador Patrick Chokara, ambassador Ali Karume, Dr Abdallah Kigoda, Dr William Shija, Idd Simba and Dr Salim Ahmed Salim who emerged second in the last round.

While others have been drumming for his re-election, President Kikwete himself has virtually remained mum.

Strong signal from him were last month through his comments when inaugurating the multi billion Lake Victoria water project. Speaking at the function, he said: I don't see why women in Shinyanga who will benefit from their project can deny me their votes (next year).�

But Msekwa's assurance notwithstanding, what is going on within and outside the ruling party is taken by observers as an indicator that there is strong group in CCM that wants Kikwete out next year. This has made most of those who wants the seat to be hesitant to declare their intentions publicly like Mr Shibuda.

A well-placed source in the CCM rank and file told the sister Sunday Citizen recently that a faction of senior members of the party who have been adversely affected by the Kikwete administrative actions, are working to discredit the otherwise popular leader, in a bid to see that another member replaces him as the party's next presidential race.

According to the source, the group has also charted Plan B, which entails defection to another party so that their choice could battle it out with President Kikwete from the Opposition camp.

The CCM publicity secretary, Capt. John Chiligati (rtd), could not speak of the force that is said to be backing Mr Shibuda, but said the legislator was exercising his democratic rights as guaranteed in the party.

It is hoped that such a person (intending to remove JK) would read the signs of the times and adhere to our party�s tradition, he said.

Mr Chiligati said that whoever wants to challenge the incumbent must take into consideration his ability to deliver rather than contesting for the sake of it.

Former CCM regional chairmen Ndenjembi (Dodoma), Tasiri Mgoda (Iringa), Mkali (Dar es Salaam) and Jumanne Mangara (Coast) have already came out strongly to advocate for incumbent Kikwete's sole candidacy next year.

In a rather astonishing move, they held a press conference few months ago to denounce, attempts to unseat Kikwete so that he doesn't stand for presidency upon the expiry of his first term.

This was the first clear indication that there were clandestine moves within the party to challenge the sitting President.

In all intents and purposes, there is little threat from the Opposition to Kikwete's next term mission.

This move by some factions and individuals has caused astonishment amongst political analysts who are wondering why some CCM members have started to campaign for Kikwete whereas it is well known that it is party's tradition to leave the incumbent to go for the second term!
