Anyway, If that was the case, they would have separated the visa bans into two categories, Or the VISA ban would have been specific to those seeking work permit and not a general ban that limits those that are visiting for Business, Tourists...etc

And BTW, Indians make the largest population of low/unskilled immigrant workforce in UAE, they are about 3.5 Million Indian workers in UAE in a country whose population is only 8 Million people. (kwa kifupi Indian workers in UAE make up 30% of UAE population) So if it was about immigrants then India would have been the first one to be banned!
