Governor Martin Wambora faces a second attempt to impeach him after the Embu County Assembly approved the decision yesterday.

It happened barely a fortnight after he was reinstated by the High Court.

Twenty three members voted in favour of a motion to impeach him, eight cast their lot to keep him in office while two abstained in a session presided over by Speaker Kariuki Mate.

Even as they voted, Mr Wambora was in court to try to block the second attempt to remove him, arguing that the same grounds used in the previous bid had been cited in the fresh attempt, hence would subject him to double jeopardy.

However, the governor suffered a set back as the High Court in Kerugoya declined to restrain the Speaker from forwarding resolutions to impeach him to the Senate.

Justice Cecilia Githua ruled that no evidence of such resolutions had been presented.

FINANCIAL IMPROPRIETY

“The court has not received the resolutions alleged to have been passed and therefore can not issue restraining orders,” she rules last evening.

In the Assembly, the ward leaders resolved to remove the governor for alleged financial impropriety, flouting tender rules and abuse of office.

Deputy Speaker Ibrahim Swaleh had moved the motion in a tense House.

Mr Swaleh accused the governor of irregularly procuring unsuitable maize seeds for distribution to farmers.

He also accused the governor of inflating the cost of repairs of Embu Stadium to Sh50 million against the Sh8 million approved by the assembly.

Mr Wambora is further accused of purchasing a vehicle at Sh12 million instead of the Sh10 million that had been allocated.

“The Governor of Embu directly procured the purchase of various motor vehicles from specific dealers for specified amounts of money without reference to county tender committee,” said the Speaker.

An attempt by Mr Steve Munene, (Runyenjes) to have the debate abandoned was overruled by the Speaker, who said he had no grounds.

Mr Munene had pleaded with the House to instead ask the governor to step aside to allow investigations on whether he was personally liable.

“Mr Speaker Sir, the House debated and found that the County Secretary, Ms Lorna Kariuki, was behind the rot and so far she has been sacked,” he said.

“It is not fair to put the baggage on the governor.”
