The president came to secure trading bonds with Tz so that the port of Kisumu can interlink Kenya, Uganda and Tanzania in trade.

Yes a locomotive needs to be as heavy as allowed to have maximum tractive effort. Thats why modern electrics actually have steel or concrete ballast. If a higher axle load is permitted like in Skandinavia they just add more ballast.
Thus axle load and other wear factor need to be penalized in the track fees.Actually the axle load for most of Europe is 22.5t 17.0^3= 491322.5^3=11390.625 So a 22.5 ton axle load makes 2.31 more track damage than a 17t axle load.

Man, why are you too desparet, we all know we both have single track. But different factors can make a single track more efficient than another .. eg if there is a small stations at your destination, it could be a bottleneck , if you have less loop lines between your two destinations, it means trains can't pass each other at greater frequency so it causes the train schedules to be slowed down to accommodate for that, also the rate of cargo actually arriving at the Port is also a factor, There is a formular for calculating the carrying capacity of a railway line and that formular has more than 9 variables!!! All of which goes in determining the max that a track can carry and still maintain the railway in good condition .
