where did uganda get the money to purchase 6 new sukhoi 30 fighter jet at 780mil USD

the purchase of six sukhoi 30 fighter jet from russia by uganda has made ugandan airforce among the highets rated airforce in africa second only to south africa in central and south of sahara!! the jet are classified as 4.5 generation fighter jet!!!
all east and central africa airforces including Tanzania excluding SA have second generation fighter jet which make them no match to ugandan airforce newly acquired jets... the Big question is where did uganda get the money to purchase such expensive fighter jet at a staggering cost without affecting their annual budget??? any connection with DRC minerals???

unatakiwa ufahamu ununuzi wa garama kubwa kama hii unauwezekano mkubwa sana wa kuathiri bajeti hasa kwa nchi maskini kama za kwetu za dunia ya tatu... for your information hakuna nchi yoyoyte afrika yenye ndege kama izi na si tu kwamba hawazitaki bali ni kwa sababu ni ghali kwa iyo kwa nchi kama uganda kununua imeshangaza sana jumuia ya kimataifa!!! tanzania tumenunua copy version ya mig 21 from china ambayo pia bado ni second generation fighter jet na kwa sasa nyingi pia haziruki kwa ajili ya poor maintenance ambayo ndo cost yenyewe!!!
