It has been a common phenomenon in great part of our great lakes region where by an elected leader is remotely controlled by a group of elites and they are de facto the chief executive(s). On the face it looks like a president is the one who is leading the nation.
For instance [BBC] in Kenya where by President Kibaki joined the ranks of opposition politics in 1992, he has surrounded himself with a group of close confidants and friends - many going back to his days in college. And it is they who are being blamed by some for influencing his hard-line stance during the ongoing crisis that followed Mr. Kibaki's controversial win.

Tanzania is not an oasis to this desert of un-elected leadership. Take an example that it is well quoted that our president JMK also had created a ten (10) years ambitious project to become the president of the United Republic of Tanzania. Having observed that, it is my presumption that he was not single handedly running this project save for the assistance of his associates. My question now is, is these associate de facto executive and run our country behind the scenes? Sometimes, we may blame JMK for his impunities et al and most probably you may find that his hands are tied by the gentleman agreement with his associates in the project urais 2005.
Is there someone who can shed some lights on this puzzle?
If we have got such de facto executives, what ought to be done in our future general elections 2010 and beyond?
