First, being over 18 years and legally an adult therefore as day follows night filial benevolence to private education is not legally binding!

Second, even if by legal stretching to lump filial benevolence as legally binding but financial status is never static

Cases of well to do family going broke no longer news

So past private education as an indicator of financial status is riddled with false projections and interpolations

My position has ALWAYS been government institutions must show in its oral and deeds reverence to the rule of law.

To do otherwise is to set a bad example and strengthening the hand of lawbreakers

Discrimination of adults based in past filial benevolence is illegal and morally wrong.

The discrimination criteria based on academic métier, disciplinary past record, gender and academic discipline respect the rule of law and morally right.

HESB ought to review their policy and desist from acting outside the premises of the law.

Sorry this HESLB stokes the pernicious overdependence when youthful adults are mentally programmed to unabashedly continue to sponge parents and guardians. Surprises me not when young adults too paying to play touts filial imaginary or real poverty as a defensive weapon to secure loans which really are handouts for nobody plans to repay but under heavy duress.
