Magufuli seems to fear UKAWA as a result he is denying them their right to express themselves in the stumps citing reasons which should ban CCM from endless campaigns.

The dilemma for Magufuli is he campaigned on the UKAWA platform of change but he is living in the past where the opposition is in perpetual denial of constitutional and lawful rights of assembly and campaigns for political causes.
 
Our police force is still a colonial institution in dire need of significant reforms to accommodate modern demands for respect of the rule of law.

Like in colonial era, a lot of resources is squandered in sustaining to power a failed regime whose sole survival means not in the ballot box but in illegal access to power and its subsequent chokehold on state largesse.
Thereafter it evolves a corrupt system of survival with both civil and private sectors bringing the economy to its knees.

It is no longer whether CCM days in power are numbered but when will it choke itself for lack of resources to cannibalize and prolong its destructive existence?

As pension funds are drawing less and less money for ccm causes depriving its legal contributors of the relief they deserve with the wanton looting going unabated then the lifelong question how long will ccm continue to cheat its natural death?

This budget is another tax and spend CCM administration aiming to subsidize official graft by loading the cost of it all on hapless small taxpayers

When you tax gas then you have to wonder the aim is to backslide to destructive charcoal or bludgeoning whatever gains we have made over environmental protection.

One stop tax collection is a great idea if coupled with some serious transparency.

Hiking road licences is a bad idea because one forgets fuel taxes are killing our ability to create jobs already and road user costs are suffocating our economic growth.

This administration needs a lot history catching on why our tax policies are strangulating our economy keeping our workforce seriously underemployed.

VAT needs to be revised to between 10-12% if we seriously target to release the potentiality of our feeble workforce.

Serious efforts now need to be directed at harnessing our taxation policies to relieve ourselves with unconstitutional double taxation behind low tax payment compliance

TRA ought to stop raising self efficacious performance targets that aim to hoodwink unsuspecting general public that they are surpassing tax collection targets.

The jaw dropping fact is there is zero correlation between those self imposed performance targets with annual budgets.

Citing one example is monthly performance targets hovers around one trillion shillings meaning per annum gross TRA collection are about twelve trillions.

But our annual budget knocks around 29 trillions. So 12 trillions is even less than 50% of budgetary requirements then how can one at TRA claim surpassing self imposed performance targets which are uncorrelated to budgetary requirements make any sense.

TRA are conmen on this and have been rewarding themselves with huge bonuses while they are ignominiously underperforming!

You are still slanting on grammatical sentences but it has nothing to do with the budget proposals.

Ain't an economic expertise but the agenda for the new government was well laid out - reviving investment which is essential for growth of jobs and income, putting in place a framework for monetary policy and fiscal consolidation to ensure low inflation and putting public finances on a sustainable path through tax and expenditure reforms.

It was in the above economic backdrop that Dr Mpango had to present the government budget 2016-17. Investment clearly has been the underlying theme in this budget. Realizing that growth rate of the economy is correlated with the investment rate, the budget contains proposals for the development of industrial and economic corridors, improving social services and with regions linked to transport connectivity, as cornerstone of the strategy to drive Tanzania's growth in manufacturing.

Mister Finance Minister's commitment to provide a stable and predictable tax regime that would be investor friendly and spur growth is welcome.

He also has recognized that one immediate imperative on the agenda of the new government "Hapa Kazi Tu" is the need to find a faster and better way to resolve tax disputes.

The budget proposals to extend the scope of advance rulings to cover residents and enlarging the scope of income - tax settlement would seek to minimise the scope for disputes and improve tax payer's experience in dealing with the tax administration.

The budget proposals would go a long way in addressing these concerns. The steps announced in the budget are only the beginning of a journey towards a sustained growth of 7.2% along with economic stabilization.
