Ain't an economic expertise but the agenda for the new government was well laid out - reviving investment which is essential for growth of jobs and income, putting in place a framework for monetary policy and fiscal consolidation to ensure low inflation and putting public finances on a sustainable path through tax and expenditure reforms.

It was in the above economic backdrop that Dr Mpango had to present the government budget 2016-17. Investment clearly has been the underlying theme in this budget. Realizing that growth rate of the economy is correlated with the investment rate, the budget contains proposals for the development of industrial and economic corridors, improving social services and with regions linked to transport connectivity, as cornerstone of the strategy to drive Tanzania's growth in manufacturing.

Mister Finance Minister's commitment to provide a stable and predictable tax regime that would be investor friendly and spur growth is welcome.

He also has recognized that one immediate imperative on the agenda of the new government "Hapa Kazi Tu" is the need to find a faster and better way to resolve tax disputes.

The budget proposals to extend the scope of advance rulings to cover residents and enlarging the scope of income - tax settlement would seek to minimise the scope for disputes and improve tax payer's experience in dealing with the tax administration.

The budget proposals would go a long way in addressing these concerns. The steps announced in the budget are only the beginning of a journey towards a sustained growth of 7.2% along with economic stabilization.

Arguments for and against taxing gratuity ought to acknowledge the following:-

ONE: While it is an incontestable argument that parliamentary gratuity lacks justification in terms of formula deployed but to tax it is unconstitutional for being discriminatory.

TWO: While a five percent of gross five year salary earnings are what the MPs do merit but failing to correct this overpayment and attempting to seek remedies from taxing the untaxable is travesty of the rule of law.

THIRD: Political will to have public service remuneration commission charged with responsibilities of harnessing maladministration of pay structures within the public service is lacking therefore unconstitutional acts of omission or commission to deflect the real issues are counterproductive.

Can you call this is leadership? For obvious reasons you cannot!
 
In past we have seen past presidents flexing cabinet decisions to justify wanton violations of the procurement act without taken to task a gratitude of constitutional amnesties!

The suspects were set free on such illegal defence!

The illegal procurement of a dilapidated building in Italy at hugely inflated price contrary to the procurement act is a case in hand.

The sacking of Kitwanga and elevation of Masele seems appeasing ethnic balance than anything else. Being a Sukuma in the heydays of this regime has its rewards

By fixing specific problems in our tax system so we can sustainably cover the government's responsibilities for the next time. This means combating tax avoidance with new measures to ensure everyone pays the tax they should on what they earn, not avoid tax by shifting their profit offshore.

Mister finance minister emphasized on the underpinning arrangements required to support a TRA tax system, encompassing on structure and powers for revenue, ensuring tax compliance, tackling tax avoidance, resolving tax disputes, treatment of tax payer information and accelerated tax changes. This will encourage the government to collect more internal revenues to facilitate the government's expenditures.
 
This budget has set aside TSHS 2.5 Bill to create Anti graft courts but unless presidential criminal amnesties are removed from the constitution this is another wastrel!

How can you arraign on appointees while the appointer is above the law? Makes the whole effort against graft constitutionally designed to fail!

The much talked about and awaited special court to deal corruption and economic sabotage suspects is in the line with the new government's resolve under Magufuli to declare total war against the MAFISADI.

all in all we want development to take place ,but according to the present budget do n't reflect the to the improvement living standard to tanzanians but it has life to be very difficult more than before .....dos magu eliminating poverty or increasing poverty to poverty people as final consumer of everything in all production sectors..........
