Masunga Maziku has posed above? I wonder, though, if he is honestly implying that he doesn't know/understand what a system is...I dont think so! Let me point out to him that when the word system is mentioned here, what is being referred to is our system of government under CCM.
A state governance system encompasses the mechanism for determining state policies and the means by which those policies are enforced. A form of state governance refers to the set of political systems and institutions that make up the organisation of a specific government. In our case here, both system and form need complete overhaul and this one man show is inadequate and a nonstarter.
Magufuli's efforts are bound to fail for just one reason, he is dancing to the tune that has yet to be played...system and form are bigger than an individual. By his actions he has proved that he is more of a facilitator than a leader. He lacks vision and creativity and is more driven by passion and emotion rather than sagacity, discernment and insight, the constituent elements of good leadership.
