The level of taxation kills jobs and thwart economic growth let alone decelerating tax compliance rates.

A three year sentence for not picking a sales receipt is point in hand.

How many are we going to imprison before we are awaken to a reality tax rates too high.

Higher levels of taxation confirms a concession that official graft is not going anywhere but we frantically need heavy subsidy to sustain it.

Poor grades for your employers. They preach one thing but delivers something else!
What did Republican senator say about Tanzania?
You are prejudiced. Best prezzy in comparison with whom? Iddi Amin Dada? Kwame Nkrumah? Nyerere? Mobutu?

How do you reach this conclusion where the economy continues to nosedive and more people are locked out of formal employment with informal one subjected to taxation levels unprecedented in our post independence era?
Small and medium businesses are driving jobs growth in Tanzania and must continue to do so. They are also most overwhelmingly Tanzanian owned and more likely to reinvest their earnings in future growth, as they seek to build their businesses.

A tax on their businesses is a tax on their enterprise and the jobs they provide. This year we go further and share the ambition for smaller businesses to become bigger businesses. As we all know you cannot be a business person without paying tax.

From 1st July this year, the business tax rate will be increased and the threshold for business able to access it will also be increased. But government don't want these businesses to stop there. The government introduce environmental conditions that will favor our business sectors. Each year government will continue to step up the threshold for access to the standard company tax rate for more businesses.

We will not be able to rely only on our natural advantages in resources to secure jobs of the future like we have in the past. If we wish to continue to see our living standards rise with more jobs and higher wages, we need to ensure our tax system encourages investment and enterprise.

While these are modest changes to our personal income tax system, they are important. They are affordable. And they are not funded by higher deficits or higher borrowing.

To increase revenues government will crack down further on multinational tax avoidance. Everyone has to pay their fair share of tax, especially large corporates and multinationals on what they earn here in Tanzania. The Magufuli government has been listening to the Tanzanian people on this issue and is taking action. The new powers and penalties in these laws are now in place and supporting the Tanzanian taxation office, TRA to ensure multinationals pay tax on what they earn in Tanzania. However, we need to do more.

So often successful planning ventures have started by solving complex problems for government. That's why these sectors are not just about national security but are an important part of our economic plan for Tanzania for social services and growth. In this budget we continue to roll out more than forty percentage of our national budget to support social services.

RAIS Dk. John Magufuli amemtumbua mfanyabiashara mmoja maarufu Dar es Salaam, aliyebainika kufanya miamala ya fedha ya Sh milioni saba hadi nane kwa kila baada ya dakika moja.

Kutokana na hesabu ya Sh milioni saba anayoingiza kwa dakika moja, mfanyabiashara huyo hutengeneza Sh milioni 420 kwa kila saa moja, sawa na Sh bilioni 5.2 kwa saa 12 na Sh trilioni 16 kwa mwezi ambazo halipi Kodi ya Ongezeko la Thamani (VAT).

Rais Magufuli amesema mfanyabiashara huyo aliyebainika kuwa na makampuni mengi, alikuwa akishirikiana na Wakala wa Usajili wa Biashara na Leseni nchini (BRELA) pamoja na Mamlaka ya ato Tanzania (TRA).

Mkuu huyo wa nchi alitoa kauli hiyo Ikulu, Dar es Salaam jana, baada ya kuwaapisha wakuu wapya wa mikoa watatu katika hafla iliyohudhuriwa pia na wakuu wa wilaya wateule.

Alisema waligundua jipu hilo baada ya kufuatilia kwenye mapato.

“Tulikuwa tunafuatilia kwenye ‘revenue’ (mapato), kwenye zile VAT ambazo zinatumika ‘ku-collect revenue’ (kukusanya mapato), yupo mtu mmoja ambaye alikuwa ametengeneza kampuni zake nyingi, alikuwa anafanya ‘transaction’ (miamala) ya fedha kila dakika moja kati ya Sh milioni saba na nane.

“Na hizo risiti alikuwa anaziuza kwa wafanyabiashara wengine, kwenye VAT anatakiwa kulipia kwa asilimia 18. Wafanyabiashara wengine hao walikuwa wanauziwa kwa asilimia tano na wakishauza bidhaa wanakwenda kuomba TRA iwarudishie hiyo asilimia 18, kwa hiyo Serikali imekuwa ikipoteza asilimia 18.5, ni matrilioni na matrilioni ‘of money’ (ya fedha).

“Bahati nzuri huyo mtu yuko kwenye mikono salama, tunafuatilia namna tutakavyorudisha hizo fedha, na huyo mtu alikuwa ana-connection kati ya watu wa BRELA na TRA… hiyo ndiyo Tanzania.

If you believe these outrageous claims then you will believe anything!

Just like the BOT's ghost workers hyperbole which has quietly swept under the carpet this one will surely be thrown out.

Just like the grounds behind the summary dismissal of two Regional Commissioners which remain arcane, this too will go A.OW.L!

But the one trillion question remains unanswered why make up the facts while you know deep down your guts ate gonna haunt you?

Sometimes cheap popularity is too costly even in the short run!

Any administration devoid of creative ideas to cut costs jump on tax hikes we have been here before and nothing to write home about!

Complex indeed! This is why you are willing and diligently beating around the bush hoping to get the truth suppressed that this administration is in the unsteady hands off their marks!
 
We have always been long on applauding both the effort and intent but short in appraising the effectiveness of drastic measures declared and vigorously pursued by our post colonial administrations.

Nyerere was lauded for Azimio la Arusha but he later admitted the policy tools and directions were faulty, and economic decimation was all too much of an eyesore to all of us. The legacy of Nyerere administration will always be soiled by sheer levels of economic mismanagements despite genuine efforts to address causes and effects of our underdevelopment.

Mwinyi administration was accorded a red carpet reverence for the frantic effort to undo "Nyerereism" via the antithesis of the Zanzibar declaration but we all know better the indigenization of our economy took a back seat as the economy was placed in grubby hands of aliens.

Mkapa administration cemented official graft while its successive administration of Jakaya Kikwete approved it in all its pernicious forms.

Then comes Magufuli administration while a couple of weeks in office seems lacking ideas of how to reform the government, and has so far been generating plenty of heat but very little substance.

Sweeteners may taste good on mouth but in the stomach are likely to foment gastric juice notorious for corroding the intestines. What this nation needs is reforms on good governance where accountability has been sacrificed at the altar of nepotism and sycophancy.

We need to restore pre-independence accountability if we are to reach where a president has no business to snatch duties and responsibilities of his juniors but to oversee them.

For start, he needs to acknowledge NEC ought to be fully investigated by an impartial commission how it conducted this election despite its numerous vain claims that the election was free, fair and transparent. We need a legislation to empower that commission but we also need the same commission to investigate thoroughly how this very partisan police interfered with the electoral process. We cannot face another election where UKAWA are adamant they were shortchanged and we have a president who may or may not be a squatter at our IKULU pretending to bribe us with "peremende" and expect for a different result.

On government splurge, we need concrete policies and pieces of legislation like capping staff emoluments based on a ratio of recurrent expenditure. What I have seen; so far, is a battle of nomenclatures which past administrations fought with equal zeal but lost because they never identified policy tools to do it.
