Why Magufuli administration misses the point on Government splurge

The overruling factor remains the burden of proof is on the police to establish criminal intent

If a car is uninsured or not road licensed it tells us the owners owe the government money. So it is not a criminal offense to owe money but it is a civil matter

The only way I see owners may be hounded to courts is when their vehicles are still plying the roads even after being declared road unworthy by vehicle inspector

The criminal intent is conspicuous red herring for all to see. Why put an unworthy vehicle on roads knowingly if you are not plotting evil against other users?

Forensic sciences and critical thinkers and actors lack in the police force and may narrate why they surrender meekly the independence of their offices at gullible hands of unscrupulous politicians

Presidential executive orders maybe unconstitutional if they revoke laws passed by parliament and assented by the president

CDA was an act of parliament and to revoke it the executive needs to seek legislative approval

Shooting CDA down with presidential executive order is null and void and far worse unconstitutional

Political expediency should not undermine the parliament

This does not mean CDA is useful

CDA is useless and gobbles money while overlapping the legislative functions of the Dodoma Municipal Council! Double payment for the same roles. It is worse than ghost workers because this public theft is legitimized by crooked laws!

But taking CDA out of the book laws needs to respect the rule of law and cowboy politics pacify and legitimize lawlessness!

The two judges have scandals and resigning is escaping accountability and getting away with serious allegations of gross criminal conduct!

One judge issued an illegal order that permitted Pakistani drug trafficking suspects bail and who have now absconded, jumping the bail as a result in a 6bill heroin trafficking criminal case.

Drug trafficking are felonies with no bail

She ought to have been investigated by a presidential appointed probe team, and if found guilty her pension confiscated

Cajoling her to resign and escape without a scratch the humiliation of long investigations is in itself going soft on white collar crimes

The other judge could have pocketed the TEGETA Escrow account sleazy money and now he was prodded to resign and salvage his pensions
