One needs to peel off how CCM nominates its presidential candidates. One to be in that Pentagon presidential nomination list needs to be in the good books of baraza la wazee la CCM. Baraza la wazee consists of past party, parliament and government national leaders. So Mwinyi the father being both an ex president and ex CCM chairman has a seat in that committee.
So, both JK and Magufuli had to ingratiate Mwinyi to win his heart and mind. Once they were nominated they felt quite strongly the urge to repay Mwinyi senior by appointing his own son to the cabinet for over two decades. It narrates why a such incompetent person has been nominated time and time again because of filial connection.
It came as no surprise as minister for defence a number of bombings that costed lives and properties in Gongo la Mboto, Mbagala among other incompetence were ignored.
Mwinyi is the only ex president to toy in public with idea of obliterating presidential term limits viscerating Nyerere legacy just to prolong his own son in top government positions through Magufuli.
Now most CCM MPs who are struggling in their own constituencies to win both party nominations and general election are spearheading the revocation of the term limits in the next parliament where they hope chadema will not be having many MPs to thwart their insidious plans
