Ndugai is in hansard records approving the "apende asipende " gross misconduct since it's not a CCM policy...remember both the then CCM secretary general Kolimba and vice president and prime minister Malecela were disciplinary punished for supporting movement which went against CCM established policy on two governments so Ndugai deserves an axe now than ever before and CCM repair of its self inflicted public image damage demands new faces in all institutions of governance who were involved in tarnishing its relationship with the electorate
