But what if he's wrong, what if his enemy is within his own circle (and am not implying that is true). Lets out that on one side, Lissu is a lawyer, he's very much aware where to go and find justice if he feels that someone is not paying attention. How could investigators even start to investigate without his cooperation, he's a citizen of this country, he's under the constitution of this country, the constitution doesn't work out there, it works within our borders.
Those qualities you've mentioned they are not desirable to us either, not only to the west. From the question you've asked and the article you've written about Lissu, it's clear that you know him for a while, and for my opinion Lissu has been the most patriotic person before he even get into politics, and he has proved to be the same guy contrary to the expectations of many that he may change due the attack that happened to him.
Lissu is a clear indication what kind of politics especially opposition are forcing on us, zero fact, zero answers to real problem, and lack of patriotism. Once your a leader even in opposition, you should know that your part of governing body, You need to learn to behave like government in waiting.

First it was done during day light as you know gun shot make explosive sound but no one was caught as a suspect.
Second there events where the victims are dead but still the suspect are caught who give cooperation when the victim is dead?
So do you mean if this man was shot dead no investigation would be done on pretence of lack of cooperation?

I believe your taking hypothetically here, but let's go with that theory that there where CCTV and shooter's face is clear. Let me ask you this, how many case have been solve in Tanzanian courts using CCTV footage as primary evidence? The answer is non, why, is because there laws which they they haven't been amended by the parliament before CCTV can be used as evidence in courts. You might put someone on stand but if they had good lawyer, they can work with CCTV image right there if they've alibi. Yes dead people are investigated but at least the judge will need someone who is alive to give account to what happen.His cooperation is not necessary for investigation to take off, what if he would've died? So those bullshit excuses of his or drivers cooperation don't carry weight not even a bit.
If they aren't capable then why not ask for assistance from those who are capable of doing the investigation? though that depends only on if there is a will from the authorities of doing the investigation.
